AN ORDINANCE AMENDING SECTIONS 1 AND 5 OF
ORDINANCE NO. 9000, ADOPTED OCTOBER 11, 1979, THE
ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY
INCREASING THE APPROPRIATION FOR THE GENERAL FUND,
SPECIAL PROGRAMS AND ACCOUNTS, IN THE AMOUNT OF
$28,000; BY INCREASING GENERAL FUND REVENUES,
CHARGES FOR SERVICES, IN THE SAME AMOUNT; FOR THE
PURPOSE OF PROVIDING A FOOD PROGRAM FOR NEWLY
ARRIVED CUBAN REFUGEES; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE; AND
DISPENSING WITH THE REQUIREMENT OF READING SAME ON
T 0 SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9 000 on October
17, 1979, establishing revenues and appropriations for the City of Miami,
Florida, for the fiscal yea►~ ending September 30, 1980; and
WHEREAS, Motion No. 80-430, adopted June 19, 1980, allocated an
amount not to exceed thirty thousand ($30,000) dollars as matching dollars to
monies raised by Radio Station WQBA and other local Latin businessmen to feed
newly arrived Cuban refugees; and
WHEREAS, said monies, totaling $28,000, will be used to provide a
food program for newly arrived Cuban refugees; and
WHEREAS, the above -mentioned program will be considered an
extension to the present emergency program being operated by Rafael
Villaverde; and
WHEREAS, funds are available for the aforementioned purpose from
increased anticipated revenue from Public Hearing Fees; and
WHEREAS, $28,000 can be appropriated into Special Programs and
Accounts under a new line -item entitled: "Cuban Refugee Food Program"
to fund said program;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Sections 1 and 5 Ordinance No. 9000, adopted October
17, 1979, the Annual Appropriations Ordinance for the Fiscal Year ending
September 30, 1980, as amended, are hereby further amended in the following
particulars:l/

Section 2. The herein increase of $289000 in Special Programs and
Accounts and the corresponding increase in General Fund Revenues, Charges for
Services, is for the purpose of providing a food program for newly arrived
Cuban refugees.
Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Appropriation of $28,000
to provide funds for a
Cuban Refugee Food Program
_. It is recommended that $28,000 be appropriated into
the General Fund, Special Programs and Accounts,
under a new line -item entitled: "Cuban Refugee
Food Program" from increased anticipated Public
Hearing Fees to provide a food program for newly ,
arrived Cuban refugees.
The City Commission adopted Motion No. 80-430 on June 19, 1980, allocat-
ing an amount not to exceed thirty thousand dollars ($30,000) as a match
to monies raised by Radio Station WQBA and other local La tin business-
men to feed newly arrived Cuban refugees.
The monies raised for the above -mentioned purpose, a total of $28,000,
will be matched with a City of Miami contribution in the same amount
to provide the food program for said refugees. This program will be
considered an extension of the present emergency program being operated
by Rafael Villaverde.
This ordinance has been prepared for the July 24, 1980 City Commission
meeting.
