IN THE AMOUNT OF $28,000 TO FUND DESIGN OF THE CITY ADMINISTRATION BUILDING -PHASE II FROM THE FY 1979 FUND BALANCE OF THE REVOLVING FUND; AND BY ESTABLISHING PARAGRAPH XIII, REVOLVING FUND, TO TRANSFER TO PARAGRAPH X. CAPITAL IMPROVEMENT FUND AN AMOUNT OF $28,000 TO FUND X.C. (ii)9• CITY ADMINISTRATION BUILDING DESIGN -PHASE II CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance 9019 on November 8, 1979, establishing resources and appropriations for the implementation of capital improvements in the City of Miami, Florida for the fiscal year ending September 30, 1980; and WHEREAS, the City Commission finds that it is appropriate to plan and program for future City administrative facilities in order to properly serve the citizens of Miami; and WHEREAS, Metropolitan Dade County is currently preparing preliminary guidelines for urban design in the Downtown Government Center; and WHEREAS, it is advantageous to the City to have the ability to accept grants that are awarded based upon readiness to begin construction; and WHEREAS, said grants require the submittal of preliminary construction documents with the grant application; and WHEREAS, it has been determined that an amount of $28,000 will be required to fund said design schematics; and WHEREAS, said amount is available from the FY 1979 fund balance of the Revolving Fund and can be appropriated into the Capital Improvement Fund for the purpose of funding City Adminis- tration Building - Phase II design schematics; 2 r NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. Section 1 of Ordinance 9019, adopted November 8, 1979, as amended r/is hereby further amended in the following particulars: 2/ "Section 1. The following appropriations hereby made by fund and project title include previously authorized projects and fund appropriations for implementation of all municipal capital improve- ments of the City of Miami, Florida. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provision of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. This ordinance will establish funding in the amount of $28,,000 for design schematics for Phase II of the City Administration Building. Preparation of these schematics will enable the City to compete successfully for grants that require readiness for construction as a condition for awarding the grant and submittal of preliminary designs with the grant application. The source of funding for this project is the FY 1979 fund balance of the Revolving Fund. 9146 • Joseph R. Grassie July 3, 1980 City Manager Phase II -Administration Building Richard L. Fosmoen Assistant City Manager Attached is a proposal from Lester Pancoast to expand their existing contract with the City of Miami to provide schematic design for a possible second downtown administration building. It is my impression from discussions with our representative in Washington that there is a high possibility of a second accelerated public works program being funded to overcome the negative effects of the current recession. Phase II of the City's administrative complex should be our top priority. In such an eventuality, therefore, I recommend expanding our current contract with Pancoast Albaisa in order that we have available the necessary information to apply for local public works money if such a program is funded. It is extremely important that we have projects ready to go if we are to be successful in receiving funding through a local public works program. I further recommend that we include the proposed $28,000 upset fee as an amendment to our FY '80 capital improvements program. MR.
