SRO JUL 11 AMY) 2 7 ORDINANCE NO. 9 14 CJ AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED; BY ESTABLISHING THREE (3) NEW TRUST AND AGENCY FUNDS ENTITLED; "HEALTH MAINTENANCE PROJECT"; "POLICE PERFORMANCE MEASUREMENT PROJECT"; AND "VOICE PROTECTION PROJECT"; APPROPRIATING FUNDS FOR THE OPERATION OF SAID TRUST AND AGENCY FUNDS IN THE AMOUNTS OF $43,010, $88,617, AND $36,383,RESPEC- TIVELY,FOR A TOTAL OF $168,010; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOT' OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the United States Department of Justice, Law Enforcement Assistance Administration (LEAA),provides funds to the States for law enforcement activities and the States pass some of these funds on to units of local government; and WHEREAS, the State of Florida, Department of Community Affairs, Division of Public Safety Planning and Assistance, Bureau of Criminal Justice Assistance has offered the City of Miami an action grant award of $168,010; and WHEREAS, the United States Department of Justice will provide $151,209 in federal funds which represents ninety percent (90%) of the total grant award; and WHEREAS, a sum of $16,801 must be provided in non-federal funds as the ten percent (10%) matching share requirement; and WHEREAS, the non-federal share must be of money appropriated in the aggregate by the State or unit(s) of general local government; and WHEREAS, the State of Florida will provide one-half of the matching share ($8,400) with the City of Miami providing the remaining matching funds ($8,401); and WHEREAS, the City Commission adopted Resolution No. 79-798 on November 26, 1979 authorizing the City Manager to submit a grant appli- cation to the Bureau of Criminal Justice Planning and Assistance, i Division of State Planning, Department of Administration, State of Florida for funding of a Mini -Block Grant Application, providing for an allocation of. $12,459 as the City's cash match from Special Programs and Accounts of the 1979-80 fiscal year budget, and further authorizing the City Manager to accept the grant and execute the necessary agreements to implement the program; and WHEREAS, the Police Department has identified the following three (3) projects to be supported by the mini -block (action) grant award; and WHEREAS, the objective of the Health Maintenance Project ($43,010) is to assess the overall level of fitness of all Police employees and implement training programs and other activities to address common health problems; and WHEREAS, the objective of the Police Performance Measurement Project ($88,617) is to determine the degree to which Police Department objectives are being met efficiently and effectively by developing quantifiable measurements for each objective and major function; and WHEREAS, the objective of the Voice Protection Project ($36,383) is to allow the Police Department to communicate privately by radio through the purchase of seven (7) hand-held type radios with frequency encoding capacity; and WHEREAS, the grant requires that expenditures for the aforementioned projects must terminate no later than September 30, 1981; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI$ FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars:i/ "Section 1. Discussion: of The City of ;Miami FY 80 Mini -Block Application, to be implemented by the Miami Police Department, has been approved by the Florida Department of Community Affairs and LEAA funds have been awarded for the following three (3) programs. 1. Miami Police Program Performance Measurement Program: The primary thrust of this program will be to enable the Police Department to determine the degree to which its objectives and major activities are being conducted effectively and productively. Specifically, this program will define assessment measures for all essential agency objectives and sub -objectives for order maintenance, crime control and social service functions. 2. Miami Police Health Maintenance Project: The primary goal of this project is to provide for the overall assessment of the level of fit- ness for all sworn personnel of the Miami Police Department. Project activities will include the identification of problem areas, develop- ment of countermeasures, and the provision of the resources necessary to support corrective training and treatment activities. 3. Voice Protection For Investigation of Complex Criminal Conspiracies and Special Threat Situations: The emphasis of this program is directed toward the provision of a secure and discreet means of radio communication for the investigation of sophisticated organized criminal activity and special threat situations. Specifically, this program will provide the Police Department with a digital voice primacy satellite radio system comprised of seven (7) hand-held radios with frequency encoding capability.
