TO ORDINANCE 9000 ORDINANCE N0. 9142 AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE 9000, ADOPTED OCTOBER 17,1979, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY INCREASING THE APPROPRIATION FOR THE DEPARTMENT OF HUMAN RESOURCES BY $13,000; BY DECREASING THE APPROPRIATION FOR THE DEPARTMENT OF MANAGEMENT AND BUDGET IN THE SAME AMOUNT; TO PROVIDE FUNDS FOR THE RECRUITMENT OF ADDITIONAL POLICE PERSONNEL, CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance 9000 on October 17, 1979, establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1980; and WHEREAS, the City Commission has expressed a desire to hire one hundred and fifty (150) additional Police personnel by October 1, 1981; and WHEREAS, to accomplish the above mentioned objective, the recruit- ment process must begin immediately; and WHEREAS, it has been determined that the Department of Human Resources will need funds in the amount of $13,000 for three additional positions and for costs relating to the examination process; and WHEREAS, funds in the amount of $13,000 are available From the Salaries and Wages account of the Department of Management and Budget and can be appropriated into the Department of Human Resources for the aforementioned purpose; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI , FLORIDA: Section 1. Section 1 of Ordinance No. 9000, adopted October 17, 1979, the Annual Appropriations Ordinance for the Fiscal Year ending September 30, 1980, as amended, is hereby further amended in the following particulars: 1/ "Section 1. The following appropriations are made for the municipal operations of the City of Miami, Florida, for the fiscal year 1979-30, including the payment of principal and interest on all General Obligation Bonds; Departments, Boards and Offices Appropriation GENERAL FUND Human Resources $111966.4 93 $1,069 193 Management and Budget $1,197,946 $1,094,846 J Words and/or figures stricken through shall be deleted. Underscored words and/or figures constitute the amendment proposed. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. All figures are rounded to the next dollar. Section 2. The herein increase of $13,000 in the appropriation for the Department of Human Resources and the corresponding decrease in the appropriation for the Department of Management and Budget is to provide funds for the recruitment of additional Police personnel. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of Section,paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payments of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by the vote of not less than four -fifths of the members of the Commission. Additional Resources for Police Recruitment yr F"!_IENCr4I EMCLC9UgE5: r It is recommended that $13,000 be -� appropriated into the Department of Human Resources from the Salaries and Wages account of the Department of Management and Budget to provide funds fpr the recruitment of additional Police personnel. The City Commission has expressed a desire to hire 150-additional Police personnel by October 1, 1981. To accomplish this objective the recruitment process must begin immedi- ately, which will require the provision of funds in the amount of $13,000 for three additional positions in the Department of Human Resources and for costs relating to the examination process. The additional positions include one Senior Personnel Officer, one Personnel Officer and one Typist Clerk II.
