A RESOLUTION ACCEPTING THE BID OF AERO PRODUCTS, INC. FOR FURNISHING
3 CUSTOM RESCUE AMBULANCES FOR THE DEPARTMENT OF FIRE; AT A TOTAL
COST OF $149,728.05; ALLOCATING FUNDS FROM THE FIRE FIGHTING, FIRE
PREVENTION AND RESCUE FACILITIES BOND FUNDS; AUTHORIZING THE CITY
MANAGER AND THE PURCHASING AGENT TO ISSUE THE PURCHASE ORDER FOR
THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were received July 8, 1980
for the furnishing of 3 Custom Rescue Ambulances for the Department of Fire; and
WHEREAS, invitations were mailed to 12 potential suppliers and 2 bids
were received; and
WHEREAS, funds for this purchase are available in the Fire Fighting, Fire
Prevention and Rescue Facilities Bond Funds.
WHEREAS, this equipment will be used by the Department of Fire for the
purpose of providing emergency medical services; and
WHEREAS, the City Manager and the Department of Fire recommend that the
bid received from Aero Products, Inc. be accepted as the most advantageous bid
to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The July 8, 1980 bid of Aero Products, Inc. for furnishing
3 Custom Rescue Ambulances to the Department of Fire at a total cost of
$149,728.05 is hereby accepted with funds hereby allocated from the Fire Fighting,
Fire Prevention, and Rescue Facilities Bond Funds.
Section 2. That the City Manager is hereby authorized to instruct the
Purchasing Agent to issue the Purchase Order for this equipment.

Pursuant to public notice, sealed bids were received July 8, 1980
for furnishing 3 Custom Rescue Ambulances for the Department of
Fire.
Invitations were mailed to 12 potential suppliers and 2 bids were re-
ceived as per the attached tabulation.
Funds for this purchase are available in the Fire Fighting, Fire
Prevention, and Rescus Facilities Bond Funds.
The Rescue Ambulances are needed to replace worn equipment and to
comply with scheduled additional units.
It is recommended that the award be made and a resolution be passed
accepting the most advantageous bid as received from Aero Products,
Inc. for furnishing 3 Custom Rescue Ambulances at a total cost of
$149,728.05.
The Department of Fire concurs with this recommendation.

BID EVALUATION:
Both bids meet the specifications. Although proposals
were mailed to twelve potential bidders, three are
distributors for manufacturers that are on the bid
list, of the nine that could have bid, three to four
have previously bid on other City requirements.
The body size in the specifications is 18 inches
longer than most rescue ambulances. Reasons for
not bidding were "cannot schedule production of the
body specified at this time."
RECOMMENDATION:
IT IS RECOMMENDED THAT THE AWARD BE MADE TO AERO
PRODUCTS, INC.
The Department of Fire concurs.

Sealed bids for the construction of RIVERVIEW STORM SEWER
PROJECT - PHASE I (2ND BIDDING) will be received by the City
Manager and the City Clerk of the City of Miami Florida, not
later than 2:00 p.m. on the 8th day of July, 1990, in the City
Clerk's office, first floor, Miami City Hall, 3500 Pan American
Drive, Dinner Key, Miami, Florida 33133, at which time and
place they will be publicly opened and read.
Briefly, the work required for this project will be the con-
struction of:
8,400 # linear feet of 12-inch to 108-inch diameter
concrete, aluminum and ductile iron pipe storm
sewer, with the deepest cut being 22 feet;
1,400 ± linear feet of 5-foot wide covered ditch;
37 ± manholes from 4 to 22 feet in depth;
50 _+ catch basins from 4 to 12 feet in depth;
curb and gutter, sidewalk and pavement
replacement; and
one (1) 140,000 GPM pump station.
Bids may be offered on any one or both of the following categories:
Pump Station and Storm Sewers. However, in order to offer a
TOTAL BID, bids must be offered on both categories.
If there are any questions, call 579-6865, James J. Kay, Sewer
Design Engineer.
All bids shall be submitted in accordance with the Instructions
to Bidders and Specifications. Plans and specifications may be
obtained from the director, Department of Public Works, 3332 Pan
American Drive, Miami,Florida. Plans and specifications are to
be returned in good order and unmarked within 10 days after bids
have been received.
Those minority or target area contractors/small businesses
interested in submitting bids are advised to contact Contractors
Training and Development, Inc. to be provided technical assistance
in preparing bid packages.
Proposal includes the time of performance, and specifications
contain provisions for liquidated damages for failure to complete
the work on time.
The City Commission reserves the right to waive any informality
in any bid, and the City Manager may reject any or all bids,
and readvertise.

6.1.19 SUBSTITUTE -STANDARD EQUIPMENT

and tachometer; safety controls consisting of vernier
throttle control, shut downs for high coolant temperature,
low oil pressure, low coolant level, and overspeed;
metered charge ether injection system; 24 volt electric
starting system; base rails to fit cooling and pto con-
figuration; and vibration isolaters. Engine manufacturer
to coordinate with pump manufacturer to insure proper
mating of drive and pump.
6.1.20 PUMP BEARINGS
All pump bearings will be bronze, journal type lubed
by oil when enclosed by the shaft enclosing tube. Bearings
not enclosed in the tube shall be sealed and fitted with
grease lines and fittings to permit grease packing from
the pump floor. Water-lubed, permanently lubed, and non -
bronze bearings are specifically prohibited.
6.1.21 FIRE EXTINGUISHING SYSTEM
The contractor shall have designed, installed, and
tested a total flooding carbon dioxide fire extinguishing
system for Riverview Pump Station. This system shall
comply in all respects with the latest standard for carbon
dioxide fire extinguishing systems, I1FPA 12, and such other
fire codes as are applicable. The system shall be designed
and supplied by a reputable manufacturer of such equipment.
Examples of recognized firms in this field are: Chemetron,
Walter A. Kidde, and Ansul. Plans and equipment specifi-
cations for the system shall be submitted to the engineer
for approval prior to construction.
The system shall detect the fire, automatically and
manually extinguish the fire, and automatically and manually
prevent further operation of the pump station in either
diesel or electric, or emergency generator mode until
manually reset. At any time the fire extinguishing system
is activated, an alarm signal shall automatically be sent
to the :Miami -Dade Water and Sewer Authority Pumping Station
located at N. W. 4 Street and N. W. North River Drive.
The amount of volume needed for total flooding shall
be determined by adding the total volume of the equipment
room plus the total volume of air space in the wet well
at minimum pumping elevation (-7.44).
Prior to acceptance, the system shall be fully tested for
minimum carbon dioxide concentration for extinguishment as
set forth in Chapter 2, NFPA 12. All testing shall be done

under the supervision of the City of Miami Department of
Fire. After testing, the contractor shall fully recharge
the system. In addition to the total flooding fire
extinguishing system, the contractor shall provide and
install two (2) portable wall mounted, 40-pound carbon
dioxide cylinders, fully charged, with horn, hose and
gauge. Locations of mounting to be determined by the
engineer.
Costs for all systems and testing of same shall be
included under Item 132 of the Proposal, and no additional
compensation will be allowed.
6.1.22 TRADE NAMES OR EQUALS
As a courtesy directive, the contractor is instructed
in Sections 6.1.4 and 6.2.10 to "bid all mechanical/
electrical equipment and material items as specified".
However, the contractor may offer any material, process,
or equipment considered to be equivalent to that indicated.
If a substitute offered by the contractor is not found to
be equal to the specified material, then the contractor
shall furnish and install the specified material.
Unless otherwise authorized by the engineer, the
substantiation of offers must be submittetl wit"In 35 days
'twarki of contra,st. contractor shall, at his
expense, furnish data concerning items offered by him as
equivalent to those specified. The contractor shall have
the material tested as required by the engineer to deter-
mine that the quality, strength, physical, chemical, or
other characteristics, including durability, finish,
efficiency, dimensions, service, and suitability are
such that the item will fulfill its intended function.
Test methods shall be subject to the approval of the
engineer. Test results shall be reported promptly to the
engineer, who will evaluate the results and determine
if the substitute item is equivalent. The engineer's
findings shall be final. Installation and use of a
substitute item shall not be made until approved by the
engineer.
