HomeMy WebLinkAboutR-80-0596RESOLUTION NO. 8 0- 5 9 6 A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO AMEND EXISTING PROFESSIONAL SERVICES CONTRACTS FOR TRAINING PROGRAMS IN BASIC EMPLOYABILITY SKILLS AND ENGLISH AS A SECOND LANGUAGE WITH (1) MIAMI-DADE COMMUNITY COLLEGE; (2) GARCES COMMERCIAL COLLEGE, INC.; (3) CHARRON WILLIAMS COLLEGE, INC.; (4) MTI SCHOOL, INC., AND (5) DATAMERICA INSTITUTE, INC., FOR THE PURPOSE OF PROVID- ING PROFESSIONAL TRAINING SERVICES FOR ADDITIONAL CITY OF MIAMI CETA TITLE IID PARTI- CIPANTS WITH FUNDS ALLOCATED THEREFOR IN A TOTAL AMOUNT NOT TO EXCEED $78,858 FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM FUNDS. WHEREAS, the South Florida Employment and Training Consortium has provided the Ci•:y of Miami with an additional 350 CETA Title IID slots to he filled primarily by recent refugees and persons unemployed in areas of civil disorders; and WHEREAS, portions of these funds have also been provided for professional training services in the areas of Basic Employability Skills and English as a Second Language as priority training areas for the remaining months of this financial year; and WHEREAS, the City of Miami is desirous of providing this employment and training opportunity to eligible persons residing within the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized and directed to amend existing Professional Services Contracts for Basic Employ- ability Skills and English as a Second Language with (1) Miami -Dade Community college dated May 27, 1980; (2) Garces Commercial College, Inc. dated May 27, 1980; (3) Charron Williams College dated May 5, 1980; (4) MTI School, Inc. dated May 27, 1980 and (5) Datamerica Institute, Inc. dated May 5, 1980, to provide professional train- ing services for additional City of Miami CETA Title IID partici- pants in a total amount not to exceed $78,858 with funds hereby allocated from the South Florida Employment and Training Consortium funds to cover the cost of said Contracts. Krause Dir""tor 'Depa-rtment of Human Resources July 16, 1980 CETA Training - Contracts Amendment Proposed Resolution It is recommended that existing pro- fessional services contracts for English as a Second Language and Basic Employability Skills be amended to provide training programs in an amount not to exceed a total cost of $78,858.00 for 350 additional CETA Title IID participants as per the attached Resolution. The U.S. Department of Labor and the South Florida Employment and Training Consortium have provided the City of Miami with an addi- tional 350 Title IID slots under CETA for the period ending December 31, 1980. These constitute an emergency allocation to the City. Even though they will provide jobs for less than six months, we are required to provide Basic Employability Skills training for all participants and English Language training for recent refugees from Cuba and Haiti. The training requirements and needs for these participants dictate that training programs be implemented immediately, both to improve their employability and to satisfy Federal requirements. Because of the very short period of time available to implement this program, it is proposed to have the necessary training programs provided under existing professional services contracts. To do this would require amendments to existing contracts in an amount not to exceed $78,858.00. Existing contracts would be amended primarily as follows: 1. Miami -Dade Community College would be asked to provide Basic Employability Skills Training, since MDCC is the only school with a formal program of this type. 2. Other schools would be asked to provide English Language Training approximately in proportion to their current enrollment. RDK:PFL:wmg 80-596
