A RESOLUTION AUTHORIZING THE CITY MANAGER
TO APPLY TO AND ACCEPT A GRANT OF ONE HUNDRED
THOUSAND DOLLARS ($100,000) FROM THE U.S.
DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT
ADMINISTRATION FOR ECONOMIC ADJUSTMENT PLANNING
FOR AREAS IMPACTED BY THE RECENT CIVIL DISTURBANCE
AND TO ENTER INTO A CONTRACT FOR SERVICES, ON AN
EMERGENCY BASIS, WITH A CONSULTANT AND THE COUNTY
TO CARRY OUT THE NECESSARY PLANNING, IN AN AMOUNT
NOT TO EXCEED THE GRANT AWARD.
WHEREAS, the recent civil disturbance has caused widespread
physical damage both within the City of Miami and the adjacent area
of unincorporated Dade County which require redevelopment strategies
and program implementation to reverse the economic, social and
physical decline of the impacted area; and
WHEREAS, the Economic Development Administration, U. S.
Department of Commerce, has indicated their desire to receive a
grant application from the City and Metropolitan Dade County and
to subsequently award a grant to the City in the amount of approxi-
mately One Hundred Thousand Dollars ($100,000) with a fifty percent
(500) pass -through to the County; and
WHEREAS, the City Commission recognizes the severe economic
dislocation in the impacted area and is anxious to address the prob-
lem by proper planning and programming;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is authorized to apply to,
and accept a grant from, the Economic Development Administration,
U. S. Department of Commerce, in the amount of One Hundred Thousand
Dollars ($100,000) with a fifty percent (500/r) pass -through to Dade
County for economic adjustment planning for the area impacted by
the recent civil disturbance.

Section 2. The City Manager is authorized to enter
into a contract for services with a consultant on an emergency
basis, in contractual cooperation with Metropolitan Dade County,
to carry out the necessary planning in an expeditious manner,
in an amount not to exceed the grant award to the City and in
substantial conformity to the scope of services in the attached
schedule.

SCOPE OF SERVICES
ECONOMIC ADJUSTMENT
A consulting firm with nationally recommended com-
petence in economic planning, market feasibility and program
implementation will be asked to designate key personnel to
be stationed in Miami during the duration of this study esti-
mated at two to four months.
The City (in cooperation with Dade County) will
supply the following readily -available information:
- demographic and economic data
- need analyses
- preliminary project identification
- problem statement
- riot damage assessment
The City (in cooperation with Dade County) will pro -
nose ;relimi.nary direction for the consideration of the con-
sultant and will also provide assistance in conducting surveys
and report printing. Key personnel will be designated by the
City.
The consultant, operating on a closely -defined time -
schedule and personnel table will undertake:
- review of all data and the information
supplied
- office inventories of related economic
data and grant availability
- market analyses of the riot areas
- development and refinement of feasibility
studies of designated and optional projects
- design of surveys of local businesses and
entrepreneurs
- interviews with key local businessmen and
entrepreneurs

- identification of development opportuni-
ties with regard to private -public par-
ticipation
- assist and comment on redevelopment
strategies
- identification of funding sources, both
public and private
- preparation of certain investor packages
to market projects
- preparation of implementation program and
schedule
The consultant will be expected to attend meetings
with staff as requested, to prepare a preliminary draft of
the report for circulation, to actively engage in dialogue
with the community to present salient recom-;endations to the
City Commission, to prepare a camera-ready copy of the final
report and to be available to assist the City's implementa-
tion effort.

Resolution Accepting EDA Grant `
for Economic Adjustment Planning
and Authorizing Execution of
,Contract for Consulting Services
It is recommended that the City Manager
be authorized to accept a grant from the
U. S. Department of Commerce, Economic _
Development Administration for economic
adjustment planning for areas impacted
by the recent civil disturbance, and to
enter into a contract for services, on
an emergency basis, per the attached res-
olution.
The U.S. Department of Commerce, Economic Development Administration
has indicated that a grant for $100,000 for economic adjustment
planning for areas impacted by the civil disturbance may shortly
be forthcoming. This grant would be made to the City with a 500
pass -through to Dade County., This grant will enable the City and
County to engage professional consulting services to assist our
respective staffs in the preparation of an economic recovery plan
for these impacted areas.
The Planning Department, in conjunction with the Departments of
Trade and Commerce and Community Development, has initiated the
preparation of "The Miami Challenge Program" which will provide the
framework for the rebuilding of these areas. Included within this
document will be an analysis of damage resulting from the civil dis-
turbance, previous city projects and programs in these areas, overall
redevelopment strategies and a description of recommended projects to
be undertaken to implement this strategy. It is our intention to have
a preliminary draft for Commission review in September and to receive
community review prior to Commission adoption this Fall. The over-
all objective of this program will be to develop the most effective
means for the expenditure of local resources within these areas and
to identify precise needs for additional assistance. Additional
professional expertise is needed for the preparation of this program
on an expedited basis.
It is requested that this item be included on the Agenda of the City
Commission meeting of July 24, 1980.
