A RESOLUTION GRANTING A CONDITIONAL USE AS
LISTED IN ORDINANCE NO. 6871, ARTICLE XXIII,
SECTION 8, TO PERHIT OPEN PARKING LOTS ON
LOTS 14, 15 and 17, BLOCK 2; HIGH SCHOOL
PARK TRACT (4-44), BEING 101, 129 & 137
NORTHWEST 59th STREET, AS PER PLANS ON FILE,
AS AN ACCESSORY USE TO A RESIDENTIAL
SUBSTANCE ABUSE FACILITY (SPECTRUM PROGRAM
INC.) . THIS APPLICATION IN CONJUNCTION VITH
A CONDITIONAL USE PETITIO►J TO ESTABLISH THE
RESIDENTIAL SUBSTANCE ABUSE FACILITY; ZONED
R-3 (LOW DENSITY MULTIPLE).
WHEREAS, the City of Miami Zoning Board at its
meeting of June 16th, 1980, Item No. 1, following, an advertised
hearing, adopted Resolution No. 123-80 by a 3 to 3 vote (2 members
absent) denying; conditional use as hereinafter set forth;
and
WHEREAS, the applicant has taken an appeal to the
City Commission. and
WHEREAS, notwithstanding the denial of the Zoning Board
the City Commission after careful consideration and due deliberation
of this matter has determined that the conditional use requested
meets all the City's requirements for said use;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA-.
Section 1. The Conditional Ilse as listed in Ordinance
No. 6871, Article XXIII, Section 8, to permit oven parking on Lots
14, 15 and 17, Block 2; HIGH SCHOOL PARK TRACT (4-44), being 101,
129 f,: 137 ;northwest 59th Street, as per plans on file, as an accessory
use to a Residential Substance Abuse Facility (Spectrum Program, Inc.).
This application in conjunction with a conditional use Detition to
establish the Residential Substance Abuse Facility; zoned R-3 (Low
Density Multiple), be and the same is hereby granted.

Dear Commissioners:
This letter is written in support of Spectrum Programs, Inc. proposed construction
of a Dining/Kitchen Facility and an Administrative Facility.
This fine pronram has been serving the greater Miami community since 1969 and is
licensed by this office.
The proposed changes will enable Spectrum to consolidate its total operations center
which will result in better client supervision as well as being more cose effective.
Health and Rehabilitative Services District Mental Health Program office heartily
supports the planned construction.

Dear Mr. Perez:
Spectrum Programs, Incorporated is a drug treatment program providing a valuable
service to the community. They are presently seeking to consolidate their Dade
County services into a facility on Northwest 59 Street. At a time when cost con-
tainment is a priority goal of social services, this consolidation would permit
Spectrum Programs to experience a most effective utilization of staff, services
and financial resources.
The contributions made by Spectrum to Dade County over many years have benefited
the community and approval of their request will only enhance the neighborhood in
which the consolidation project would be located.
The Metropolitan [lade County Comprehensive Drug Program strongly supports the con-
solidation effort and strongly urges the Department of Administration -Planning and
Zoning Board to favorably review and act upon this proposal.
