A RESOLUTION URGING ALL MUNICIPALITIES IN
DADE COUNTY, IN CONJUNCTION WITH THE STATE
ATTORNEY'S OFFICE AND THE JUDICIARY, TO
JOIN THE CITY OF MIAMI'S EFFORT TO BRING
ABOUT PEACE AND SECURITY IN THE COMMUNITY
BY ENFORCEMENT OF THE LAW; FURTHER EXPRESS-
ING THE COMMITMENT OF THE RESOURCES OF THE CITY

WHEREAS, the City Commission is extremely concerned with
the recent developments in the community that have caused the
loss of life and property and hurt the image and reputation of
the City, and being sensitive to the plight and frustrations
of the Black Community and its need to attain full social,
economic and political equality; and
WHEREAS, the Black Community has vividly and legitimately
raised questions concerning the orderly administration of
Criminal Justice in Dade County; and
WHEREAS, these questions are presently being addressed at
all levels of government; and
WHEREAS, it is necessary that the City Commission Make
;public its intent that the life and property of all the
citizens of the Citl of P".iami be protected; and

WHEREAS, the City Commission has full confidence
Police Chief and the Miami Police Department, but there seems to
be confusion between the reality of their mandate and the per-
ceptions of that reality, and, therefore, it is essential for
the City's public image, locally, nationally, and internationally,
that the City Commission make a public statement; and
WHEREAS, there is no place in a civilized society for riot-
inq or for any other kind of civil disturbance that endangers the
iife and property of the citizenry, and actions of this kind
cannot be tolerated; therefore, the City Commission must give a
clear direction to the Miami Police Department to uphold the

peace of this City and protect the life and property of its
citizens so that the streets shall be safe for all, and to
enforce the law so that the previously stated principles
will be adhered to;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. All municipalities in Dade County, in conjunc-
tion with the State Attorney's Office and the Judiciary, are
hereby urged to join in the City of Miami's effort to bring
about peace and security to the community by enforcement of
the law.
Section 2. The City of Miami hereby commits all of its
resources to help the Black Community achieve full social,
economic and political equality.
