to Present. One of five assistants to the *tanager involved in development
and implementation of County policies. Specifically responsible for
supervising the following departments: Elections, Latin Affairs, Office
of CETA Coordination, Consortium Liaison Office, Criminal Justice Plana ing
and Courts Administration. Also responsible for rPpresc:.ting the County
in the South Florida Employment and Training Consortium. Thnse activities
include policy development, policy implementation, personnel rdministration,
budget, and administrative operations of these departments with over 500
employees and a total operating budget of more than $118 million. Represent
the Manager before legislative bodies, public Jurisdictions, the media.
citizen groups, and the Board of County Commissioners. During October 1977
to January, 1978 was Acting Director of the $100 million CETA program.
Metropolitan Dade County, Florida - Special Assistant- for Latin Affairs, Office
of the County ?tanager, April 1974 to April 1977. Directed County's efforts
to plan, coordinate and implement programs to serve more than 400,000 Spanish
speaking residents. Developed policy and advised the Manager regarding the
needs of Latin Community. Established the first Latin Affairs Department of
the County and implemented Bilingual Ordinance. Directed Management Intern
Program.
City of Austin Texas:
Director of Community Development, April 1973 to April 1974. Responsibilities
included the coordination of a Community Development Program and the continuation
of the City's Model Cities, Community Action and Federal Aids programs. Respon-
sible for a budget of over $12'million. Supervised a planning, contract
management, and citizen participation staff of 65 people. Developed new
concept of community planning and improvements.

Director of Model Cities Department, March 1970 to April 1973. Organized
Department to implement City's $3.3 million federal grant and developed
administrative, budgetary, fiscal, contractual procedures and staffing
pattern. Brought more than $20 million into City in implementing program
with 30 proiects and 17 operating agencies with an immediate staff of
Administrative Assistant to City Manager, September 1969 to March 1970.
Responsibilities: Preparation of City budget, coordination of City Council
agenda, administration of City Manager's office, supervision of two interns,
provision of assistance to concerned citizens.
Administrative Assistant to Director of Public Works, October 1968 to September
1969. Duties included various tasks relating to the administration of the
department, participation in budgeting process, liaison with other city
departments, research of projects for Cspitsl Improvement3 Pruaran.
Administrative Intern, City Manager's Office June to October of 1968.
Preliminary staff training for assignment to other city departments.
Special assignment April to October 1970. Appointed acting Director of Human
Relations Department until appointment of permanent director. Was rcaponsible
for administration of city's program, staffing the department, investigation
of racial problems, and for special reports to the city manager.
