Directed County's efforts to plan, coordinate and implement programs to serve more than 400,000 Spanish speaking residents. Developed policy and advised the Manager regarding the needs of Latin Community. Established the first Latin Affairs Department of the County and implemented Bilingual Ordinance. Directed Management Intern Program. City of Austin Texas: Director of Community Development, April 1973 to April 1974. Responsibilities included the coordination of a Community Development Program and the continuation of the City's Model Cities, Community Action and Federal Aids programs. Respon- sible for a budget of over $12'million. Supervised a planning, contract management, and citizen participation staff of 65 people. Developed new concept of community planning and improvements. T Director of Model Cities Department, March 1970 to April 1973. Organized Department to implement City's $3.3 million federal grant and developed administrative, budgetary, fiscal, contractual procedures and staffing pattern. Brought more than $20 million into City in implementing program with 30 proiects and 17 operating agencies with an immediate staff of Administrative Assistant to City Manager, September 1969 to March 1970. Responsibilities: Preparation of City budget, coordination of City Council agenda, administration of City Manager's office, supervision of two interns, provision of assistance to concerned citizens.
