A RESOLUTION NAMING THE CITY OF MIAMI
ADMINISTRATION BUILDING, LOCATED AT
275 N.W. 2ND STREET, THE "DON A. HICKMAN
BUILDING", IN HONOR OF DON A. HICKMAN, AN
INDIVIDUAL WHOSE OUTSTANDING LEADERSHIP AND
EXEMPLARY CITY SERVICE NOT ONLY RESULTED IN
DESERVED PRAISE AND RESPECT FOR THE CITY OF
MIAMI DIRE DEPARTMENT BUT ALSO BROUGHT NATIONAL
AND INTERNATIONAL DISTINCTION TO THE CITY OF
MIAMI.
WHEREAS, on March 1.2, 1947, DON A. HICKMAN :joined
r` the City of Miami Dire Department where he worked up through
the ranks to the position of Chief on February 20, 1974 and
served in that capacity until ,lone 21, 1978 when he retired;
and
WHEREAS, under his outstanding professional Leadership,
the City achieved a class 2 rating, the highest rating a city
can receive, thereby earn-[.ng the recogn:i.tton and respect of
fire fighters throughout the world; and
WHEREAS, lie and his staff, working together with the
111annLng 1)e1)artinent, developed the first City of Miama Master
Fire Plan, which resulted in the Miama Fire Department becom-
ing one of the first departments to train all firemen as
inspectors and place them on the streets on a daily basis ill
a successfu.L fl.r.e prevention program; and
WHERI.AS, during 11Ls career, DON A. HICKMAN was the first
President of the Miami. Firemen's Benevolent Association, was
President• of the Fire Fighters Local. #5879 the Miami Fare
Officers Association, the Dade County F1.re Chiefs Association,
and the FlorLda Fire Chiefs Association; In 1.973, he was chosen
Florida Fire Miter of the Year In recognition of his many
years of service to hi.s locaI community ns welt. as to the

WHEREAS, under DONS direction, the City of Miami Eire
Department gained an international reputation for excellence.
Ile personally received honors from Central and South America,
France and England. An active exchange program was developed
with the cities of Cali and Bogota, Columbia and Caracus,
Venezuela, whereby the City trained hundreds of their
fire fighters. For these efforts, DON was presented with
his most treasured award, from Attorney General William
Saxbe of the U. S. Department of Justice; and
WHEREAS, in addition to Ills career, DON has always
found time to be actively involved In civic and community
activities, serving as President of the Northeast Miami
Improvement Association, Chairman of the Selective Service
Board, VLce President of the Greater. MLam 1. Civic Association
and President of the Tiger Bay Club; zinc] also serving as a
planner for the Dade County (`taster Plan, Chairman of the
United Good Neighbor Campaign, Chairman of the Miami Fire
Department United Fund Drive, Chairman of the Firemen's
Match for Muscular Dystrophy, Neighborhood Chairman of the
Creator Miami Heart Association, Tile., and Ile is still
7 actively serving on the Board of Governors of the University
of Miami -Jackson Memorial. Hospital Burn Center,, and
WHEREAS, it s only fitting and proper to recognize and
honor DON A. H:ICKMAN during his lifetime; and
WHEREAS, naming the new City Administration Building
in his honor will serve as a fitt:ing monument to inspire
others to follow in the example of personalsacrifice and
community service which has been set by DON A. HICKMAN.

Section 1. The new City of Miami Administration Build-
ing, at 275 N.W. 2nd Street, is hereby named the "DON A.
HICKMAN BUILDING" in honor of DON A. HICKMAN, an individual
whose outstanding leadership and exemplary city service not
only resulted in deserved praise and respect for the City
of Miami Fire Department but also brought national and

international distinction to the City of Miami.
