BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Commissioner Armando Laeasa is hereby designated as the City's voting delegate to the 54th Annual Convention of the Florida League of Cities to be held on October 23, 24 and 25, 1980, in Bal Harbour, Florida. It is now appropriate for the City Commission to designate a voting delegate to represent the City of Miami at the Convention. The attached resolution is provided to make that choice. The Florida League of Cities will also consider resolutions from member cities. They are asking that resolutions that are approved by the City Commission be sent to the League office by September 23, 1980. The announcement explaining the reso- lution submittal process is attached. The following points should be made on behalf of the bill: I. Support passage of H.R. 7113 In, basically, its present form. 2, Support Increased funding for GRS in fiscal years 1982 and 1983. 3. Retain the entitlement financing feature in the present bill, so that the uncertainties of the annual appropria• tions process will be avoided. 4. PROPOSED RESOLUTIONS to be presented at the 54th Annual Convert• lion should be received in the League office by September 23, 1980, Cities unable to formally adopt a resolution prior to September 23, may submit a letter to the League office Indicating that their city is considering adoption of a resolution, outlining the subject thereof hi as much detall as possible, and this letter will be forwarded to the Resolutions Committee for considera• tion in anticipation of the receipt of the formal resolution, Proposed Resolutions may also be submitted directly to the Resolutions Committee at the Convention; how- ever, a favorable two-thirds vote of the contnnittee will be necessary to con. sider such Resolutions. Resolutions of an emergency nature may be sub• milted on the Flour of the Convention If they are so determined by the presiding officer; however, a favorable vote of two-thirds of the members present will be required for passage. If your city has any questions regarding presentation of Resolutions, call the League at 1.800.342.8112. -0 -0-0- FLORIDA DEPARTMENT OF NATURAL RESOURCES PROPOSES NEW RULES GOVERNING RECRE. ATION GRANTS TO LOCAL GOV• ERNSIENTS AND OTHER ELIGIBLE AGENCIES. — As required by Chapter 120, F.S., the DNR has published notices of intent to adopt new rules covering the following three assistance programs, 1. The Land and Water Conservation Fund Program; 2, The Florida Recrea• tion Development Assistance Program; and 3. The Florida Urban Park and Recreation Recovery Program. Copies of the notices and a summary of be key provisions of the proposed rules have been mailed to all city and county administration and parks and recreation department directors, The Department of Natural Resources will take action and hear comments on these rules at the August 26, 1980 meeting at 9:00 a.m, in the Cabinet Meeting Ruorn, Lower Level, The Capitol, The DNR will also hold a hearing on September 15, 1980 at 2:00 pant., Room 302, Commonwealth Building, Tallahassee, only if requested in writing by September 5, 1980. AiENT MAINTENANCE — A good deal of interest has been generated by some cities outshlc Florida, and the City of Gainesville, who have contract• ed out to private enterprise their equipment maintenance operation.
