A RESOLUTION WAIVING THE REQUIREMENT FOR FORMAL SEALED BIDS FOR
FURNISHING A COMPUTER SOFTWARE PACKAGE FOR THE DEPARTMENT OF
COMPUTERS & COMMUNICATIONS; AUTHORIZING THE PURCHASE FROM
JACKSONVILLE SOFTWARE SYSTEMS, INC., THE ONLY LICENSED MAR-
KETING AGENT; AT A TOTAL COST OF $8,500.00; ALLOCATING FUNDS
FROM PRIOR YEAR ENCUMBRANCES EY79011; AUTHORIZING THE CITY
MANAGER AND THE PURCHASING AGENT TO ISSUE THE PURCHASE ORDER
FOR THIS EQUIPMENT.
WHEREAS, the Department of Computers and Communications is in need of a
Remote Data Entry and a Remote File Maintenance Software Package for Burroughs
B6800 Computer Applications; and
WHEREAS, A software package for this purpose was developed by the
Burroughs Corporation for the City of Jacksonville, Florida; and
WHEREAS, the City of Jacksonville, Florida has licensed Jacksonville
Software Systems, Inc. exclusively to market the software package; and
and
WHEREAS, the software package is not available from any other source;
WHEREAS, funds for this purchase are available in Prior Year Encum-
brances EY79011; and
WHEREAS, the City Manager and the Department of Computers and
Communications recommend the purchase from Jacksonville Software Systems, Inc.:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The requirement for formal sealed bids for furnishing a
computer software package for the Department of Computers and Communications
is hereby waived, and the purchase from Jacksonville Software Systems, Inc.
at a total cost of. $8,500.00 is hereby approved with funds hereby allocated
from prior year encumbrances EY79011.
Section 2. That the City Manager is hereby authorized to instruct the
Purchasing Agent to issue the Purchase Order for this equipment.

The Department of Computers and Communications has need of
a Remote Data Entry and a Remote File Maintenance Software
package for certain applications on the Burroughs B6800
computers.
It has been determined that the Burroughs Corporation developed
such a package for the City of Jacksonville, Florida; and that
the City of Jacksonville has licensed Jacksonville Software
Systems, Inc as the exclusive marketing agent for the package;
to be sold at a cost of $8,500.00. This can be compared with
an estimated cost of $60,000.00 to $70,000.00 to develop the
package if it was not available.
Funds for this purchase were established in Prior Year Encum-
brances EY79011.
Accordingly, it is recommended that a resolution be passed
waiving the requirement for formal sealed bids, and authoriz-
ing the purchase of the software package from Jacksonville
Software Systems, Inc. at a total cost of $8,500.00.
The Department of Computers and COMMUnientions concurs with
this recommendation.

ENCLOSURES
The Department of Computers and Communications is requesting ap-
proval for the procurement of a Remote Data Entry (RDE) and a Re-
mote File Maintenance (RHO software package developed for the
City of Jacksonville for Burroughs B-6800 computer applications
and marketed exclusively by Jacksonville Software Systems, Inc.,
as licensed by the City of Jacksonville. Tile cost of this soft-
ware package is $8,500. This procurement shall include the soft-
ware, documentation, and two weeks for training and implementa-
tion.
The funding source, as identified by the Finance Department, is
EY79011. The Finance Department's Acting Director, Carlos Garcia,
has approved the use of these funds for procurement of this soft-
ware package.
The Remote Data Entry (RDE) System will provide the capability for
city-wide users to enter transaction type data from source docu-
ments into formatted on-line CRT terminals. These transactions
will be edited on-line and stored within the computer for use by
regular batch production jobs.
This system was developed to meet several specific objectives.
They are:
1. Eliminate the lengthy batch edit and correction cycles cur-
rently employed in most applications.
2. Provide the user with complete control and responsibility for
all data entry
3. Substantially reduce new program development and allow the
implementation of new on-line data entry applications within a
time frame of weeks rather than months.
4. Implementation of customized and special project applications.
5. Eliminate keypunch cycle (source documents, keypunch, and
verification) during the upcoming B-1700 to B-6800 conversion.
6. Provide city-wide users with remote on-line data entry and
remote file maintenance capabilities.

The Remote File Maintenance (RPO system will provide the same
generalized capabilities as Remote Data Entry and will perform
on-line inquiry and update of data records in permanent files.
These transactions are edited on-line and applied to the data
files directly.
It is recommended that procurement of this software package be
Initiated and a resolution be passed accepting this favorable bid
as received from Jacksonville Software Systems, Inc., at a total
cost of $8,500 for software, documentation, training, and imple-
mentation.
