A RESOLUTION IN CONNECTION WITH THE 8TH ANNUAL
HISPANIC HERITAGE WEEK, ON OCTOBER 3RD THROUGH
OCTOBER 12TH, 1980, CLOSING CERTAIN STREETS
TO THROUGH TRAFFIC ON OCTOBER 5TH, 1980 DURING
SPECIFIED HOURS AND ESTABLISHING A PEDESTRIAN
MALL; SAID STREET CLOSING SUBJECT TO ISSUANCE
OF PERMITS BY THE POLICE AND FIRE DEPARTMENTS;
PROVIDING THE SERVICES OF 2 REGULAR POLICE
OFFICERS; AND PROVIDING A MAXIMUM AMOUNT OF
CASH ASSISTANCE IN THE AMOUNT OF $8,783 TO THE
METROPOLITAN DADE COUNTY OFFICE OF LATIN AFFAIRS,
SAID FUNDS TO BE ALLOCATED FROM SPECIAL PROGRAMS
AND ACCOUNTS: QUALITY OF LIFE PROGRAM - COMMUNITY
FESTIVALS: SUBJECT TO SAID GROUPS' SUBSTANTIAL
COMPLIANCE WITH ALL OF THE PROVISIONS AND CON-
DITIONS CONTAINED IN THE CITY OF MIAMI COMMISSION
POLICY 100-4; AND FURTHER PROVIDING THAT SAID
OFFICE SUBMIT TO THE CITY MANAGER, WITH 60
DAYS FROM THE DATE OF SUCH FESTIVAL, A DETAILED
ACCOUNTING OF GROSS RECEIPTS RECEIVED BY IT BY
WAY OF FEES AND FUNDS RAISED IN CONNECTION WITH
THE AFORESAID FESTIVAL, TOGETHER WITH A DETAILED
ACCOUNTING OF FUNDS DISBURSED, INCLUDING THE
MANNER IN WHICH NET PROFITS ARE TO BE DISBURSED,
TOGETHER WITH A STATEMENT OF THE SUMS DISBURSED,
AND ESTABLISHING THE AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE FESTIVAL PERIOD.

FOLLOWIF
WHEREAS, the Metropolitan Dade County Office of Latin Affairs has
requested assistance in connection with the 8TH ANNUAL HISPANIC HERITAGE
WEEK; and
WHEREAS, the City Commission has adopted a policy in connection
with festivals of this type as reflected in the copy attached hereto;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. In order to establish a temporary pedestrian mall, the
following streets are hereby closed to through traffic on October 5, 1980,
between 4:00 P.M. and 12:00 P.M., such closing of streets being subject to
the issuance of permits by the Police and Fire Departments:
S. W. 8th Street between 14th and 19th Avenues
Section 2. The services of 2 regular Police Officers will be pro-
vided by the Police Department on an on -duty basis, "DOCUMENT INDEXITEM NO 1
Section 3. The sum of $8,783 is hereby allocated from Sp-ecial Programs
and Accounts - Quality of Life Program for cash assistance to the Metro-
politan Dade County Office of Latin Affairs, said allocation to be appropriated

in the City of Miami Commission Policy 100-4.
Section 4. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddlers' occupa-
tional licenses issued under the provisions of Chapter 31 of
the City Code, as amended, will not be valid in the following
designated area and within 300 feet thereof between the hours
of 4:00 P.M. dnd 12:00 P.M. on October 5, 1980: S.W. 8th Street
between 14th and 19th Avenues.

It is recommended that the City
provide cash assistance in the
amount of $8,783 towards the 8th
Annual Hispanic Heritage Week
Festivities.
The 8th Annual Hispanic Heritage Week which is sponsored by the Metropolitan
Dade County Office of Latin Affairs, is scheduled to be held from October
3rd through the 12th, 1980. For several years the City of Miami has contrib-
uted cash support toward Hispanic Heritage Week events held within City
limits. Last year contribution was in the amount of $6,514 of which $3,877
was returned to the City due to the cancellation of some events as a result
of inclement weather.
The total budget for 1980 Hispanic Heritage Week is estimated to be approxi-
mately $475,800 of which $8,934 has been requested from the City of Miami.
This amount consists of $4,120 for Police and Solid Waste services, $264 for
rental fees, insurance and taxes for the use of Little Havana Activity Center,
$2,550 towards the Homage to Freedom Concert, and $2,000 towards the cost of
the Folkloric Groups from Hispanic countries.
In accordance with City Commission Policy 100-4 regarding the City's partici-
pation in festivals and cultural events, I am recommending a cash contribution
in the amount of $8,783. This amount represents a full grant of the City's
services requested and the full requested contribution towards the Homage
Freedom Concert and the Folkloric Groups. It provides one-half the regularly
scheduled fee for rent of the Little Havana Activity Center and excludes
insurance and taxes since these are costs that must be borne by the sponsoring
organization in accordance with City policy.
The attached Resolution provides for the closing of certain streets for the
festival and the cash amount of $8,783 for the 1980 Hispanic Heritage Week,

METROPOLITAN DADE COUNTY PRESLNTS:
HISTORY OF HISPANIC HERITAGE WEEK
The sudden growth of the Dade County Hispanic population from less than 50,000
residents in 1960 to an estimated 450,000 in 1973 made it necessary for the MetrwDade Board
of Commissioners to adopt a Resolution on the 16th of Apr!! of 1973 which declared Dade .
County a bilingual and bicultural coun tyt Under this resolution"... Spanish... is considered the
second official languageof the County and the creation of a "Division of Bilingual and
Bicultural Affairs!, now known as the Division of LatinAHairs, was recommended as the means
to Implement Its objectives.
Also in Aprd 1973, the Commission paned Resolution R439.73, which proclaimed the
week of October 12th as Dade County Hispanic Heritage Mok and appointed a committee
'to prepare each year celebrations with cultural actinides which will be a means to bring
together the people of Dade County and the people of Spanish culture.' This week-long
program of aedvides and ceremonies honors both the Hispanic heritage, namely, the discovery
and settlement of Florida by the Spaniards, and the myriad of contributions made by Hispanic
American+ to this area throughout the years.
The seven-year old celebration has progressively gown thanks to the many contributions
from the private and publk secto4 as well as the efforts of members of the Committee,
appointed by the Mayor of Dade Count% and the many residents who coordinate and
participate in the events

On S.W. Eighth Street between 14th and 19th Avenues, The "Verbeno" will
consist of o colorful street dance along S.W. Eighth Street, with folkloric and
popular entertainment. Free to the public.
