HomeMy WebLinkAboutO-09165k 12 LCD/snc AMENDMENT N0. 32 TO ORDINANCE NO. 9000 8/21/80 1 ORDINANCE NO. 9 16 5 AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 5 OF ORDINANCE NO. 9000, ADOPTED OCTOBER 119 1979, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEM BER 30, 1980, AS AMENDED; FOR THE PURPOSE OF ADJUSTING THE FY 1980 BUDGET TO REFLECT CHANGES THAT HAVE OCCURRED SINCE ADOPTION OF SAME; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 9000 on October 17, 1979, establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1980; and WHEREAS, the Department of Management and Budget has completed a review of the Fiscal Year 1980 Budget as of July 31, 1980; and WHEREAS, it is projected that the City of Miami will experience a shortfall in the amount of $945,162; and WHEREAS, said projected shortfall is attributable to a decrease of $1,970,410 in revenues offset by a savings of $1,025,248 in operating costs; and WHEREAS, said shortfall of $1,970,410 in revenues is due to losses of $4,389,559 and gains of $2,419,149, as follows: Category Taxes Licenses/Permits Intergovernmental Revenue Charges for Services Fines/Forfeits Miscellaneous Revenue Non -Revenues Total ; and Losses Gains Total $( 672,190) $ 73,227 $( 598,963) ( 8,550) 464,925 456,375 (1,216,616) 21.8,712 ( 997,904) (1,450,012) 1,135,290 ( 314,722) ( 190,000) 32,000 ( 158,000) ( 352,191) 352,565 374 500,000 142,430 357,570 4,389,559 _ 2, 19,149 1,9 0, 10 EJ WHEREAS, said savings of $1,025,248 in operating costs is attri- butable to projected salary savings (including FICA) and modifications in projected expenditures, as follows: ; and Departmental Salary Savings (including FICA) Butcher Case Metro -Dade Tourism Special Layoff Fund Consent Decree Severance Pay Recovery for Workers' Compensation Street Lighting Total $(2,104,452) ( 375,000) ( 105,118) 116,837 308,760 753,500 315,461 64,764 __ 1, 025, 248 ) WHEREAS, according to proper budgetary and accounting procedures, adjustments must be made to the budget to reflect projected changes in revenues and appropriations; and WHEREAS, said adjusments will create the aforementioned shortfall of $945,162; and WHEREAS, funds are available from Florida Power and Light fran- chise fees in the Capital Improvement Fund and can be appropriated into the General Fund for the above -mentioned purpose; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The herein amendment to Ordinance No. 9000 is for the purpose of adjusting the FY 1980 budget to reflect changes that have occurred since adoption of same. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining pro- visions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 6.
