AN ORDINANCE AMENDING SECTION 5 OF ORDINANCE
NO. 6145, ADOPTED MARCH 19, 1958, AS AMENDED,
WHICH PROVIDES FEES FOR BUILDING, PLUMBING,
ELECTRICAL, MECHANICAL (INCLUDING BOILER AND
ELEVATOR) INSPECTION, PERMIT AND CERTIFICATE
FEES, INCREASING SOME FEES, ADDING OTHERS,
AND CLARIFYING CERTAIN ITEMS IN SAID SECTION 5
TO COVER THE INCREASED OPERATIONAL COST PRI-
MARILY FOR THE ENFORCEMENT OF THE SOUTH FLORIDA
BUILDING CODE; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE AND DISPENSING WITH
THE REQUIREMENT OF READING SAME ON TWO SEPARATE
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF
THE MEMBERS OF THE COMMISSION.
WHEREAS, it is essential that the fees provided herein be
increased; and
WHEREAS, the City Manager recommends that in order to provide
this much needed service for the operation of the municipality
that the fees herein provided be increased;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to cover the increased operational cost
primarily incurred in the enforcement of the South Florida Building
Code, Section 5 of Ordinance No. 6145, adopted March 19, 1958, as

amended, is hereby further amended in the following particulars: —

Section 2. All ordinances or parts of ordinances,
insofar as they are inconsistent with or in conflict with
the provisions of this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance shall be held to be
unconstitutional, or void, the remaining provisions of this
ordinance shall, nevertheless, remain in full force and
effect.
Section 4. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a vote of

not less than four -fifths of the members of the Commission.

per the attached proposed ordinance."

The Permit Fee Schedule was last increased in July of 1979,

which was an increase over schedule passed in October, 1977.

However, at that time all fees were not increased, especially

the Plumbing Permit Fees. Therefore, to cover the additional

operational cost since 1977 the Plumbing Fees are being in-

creased approximately 30% and also rearranged in a more usable
--

order.

A new fee for Temporary Certificate of Occupancy and Extension
N
of Permit Time has been added to cover the cost involved in
issuing these items. The County, and other municipalities, have
been charging for this service for years and it is in conformity
with the South Florida Building Code.
There are also a few increases in fees for.Building, Electrical and
Mechanical Permits to cover the approximately 10% increase in operation cost
over the past year. Only those items which we felt did not properly cover
cost are being increased.
We request that this proposed ordinance be placed on the September
15,
1980 Commission Agenda for implementation on October 1, 1980 or as
soon
