AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO. 9019, ADOPTED NOVEMBER 8, 1979, THE
CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE
FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1980,
AS AMENDED; BY INCREASING THE APPROPRIATION
FOR V.B.39 RIVERVIEW STORM SEWERS, BY $2,250,600;
AND BYREDUCING V.13.2 LOCAL DRAINAGE PROJECTS IN
THE AMOUNT OF $440,000, V.B.4 WEST END STORM
SEWERS IN THE AMOUNT OF $78,000, V.13.5 LAWRENCE
STORM SEWERS I14 THE AMOUNT OF $850,000, V.13.8
LAWRENCE PUMP STATIO14 MODIFICATIONS IN THE
AMOUNT OF $75,000, V.C.2 ORANGE BOWL PUMP
STATION IN THE AMOUNT OF $35,000, V.C.3 WEST
TRAILVIEW STREET IMPROVEMENTS IN THE AMOUNT OF
$255,000; AND INCREASING THE FUND BALANCE BY
$517,600; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE; AND DISPENSING WITH
THE REQUIREMENT OF READING SAME ON TWO SEPARATE
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS
OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance
No. 9019 on November 8, 1979, establishing resources and
appropriations for the implementation of capital improve-
ments in the City of Miami for the fiscal year ending
September 30, 1980; and
WHEREAS, bids were received July 15, ?980 for the
Riverview Storm Sewer Project - Phase I (2nd Bidding), and
additional funds in the amount of $2,250,600 are required
for the project; and
WHEREAS, it is anticipated that this project is
to be awarded on the September 15, 1980 Commission meeting;
and
WHEREAS, it has been determined by the Department
of Public Works that funding in the amount of $13,733,000
will be reduced for the following projects:
Local Drainage Projects (7100) (V.B.2)
West End Storm Sewers (8037) (V.B.4)
Lawrence Storm Sewers (8038) (V.B.5)
Lawrence Pump Station Modifications
(8079) (V.B.8)
Orange Bowl Pump Station (V.C.2)
Modifications (9046)
West Trailview Street (V.C.3)
Imnrovements (8015)
during the current fiscal year; and

WHEREAS, the balance of $517,600 will be obtained
from the 1970 and 1978 Storm Sewers General Obligation
Bond Fund - Fund Balance; and
WHEREAS, $2,250,600 is available from the above
sources for appropriation into the aforementioned project,
V.B.3.;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9019, adopted
November 8, 1.979, as amended, is hereby further amended in
the following particulars:l/

Section 2. All ordinances or parts of ordinances
insofar as they are inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a vote of
not less than four -fifths of the members of the Commission.

It is recommended that Amendment No. 18
to Ordinance No. 90-19 be approved to
provide an additional $2,250,600 for the
Riverview Storm Sewer Project.
Bids were received May 28, 1980 for Riverview Storm Sewer
Project - Phase II, EDA, in the Latin Quarter, for a total
of $205,400, actual bid $174,913.42; awarded July 10, 1980
(Job No. B-5471).
Bids were received July 15, 1980 for Riverview Storm Sewer
Project - Phase I (2nd Bidding). The bid price was
$2,146,000 for the pump station. Total funds to be allocated
was $2,520,039, including job costs and overhead; awarded
July 24, 1980 (Job No. B-5441-B).
We anticipate awarding Bid A, Riverview storm sewer portion,
on the September 15, 1980 Commission meeting. This bid was
$2,150,294. The total cost, including Job costs and over-
head, will be $2,525,081 (Job No. B-5441-A).
The total cost for all three projects, including job cost
and overhead, is $5,250,520. Ordinance No. 90-19 appropriated
$3 million. Therefore, anyadditional $2,250,600 is needed
to complete this final phase.
The ordinance specifies that local drainage projects, West
End and Lawrence Storm Sewers, Lawrence Pump Station Modi-
fications, Orange Bowl Pump Station Plodifications, and
West Trailview drainage projects in conjunction with the
street improvements, will be less than the appropriated funds,
making $1,733,000 available for this project. The balance of
the $2,250,600 needed to award this project will be obtained
from the 1970-1978 Storm Sewer General Obligation Fond Funds
fund balance.
