AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 5
OF ORDINANCE NO. 9000, ADOPTED OCTOBER 17, 1979,
THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY
DELETING THE CONFERENCE CENTER FROM THE GENERAL
FUND, THUS DECREASING GENERAL FUND APPROPRIATIONS
BY $1,182,067; BY DECREASING ANTICIPATED REVENUES,
CHARGES FOR SERVICES, BY THE SAME AMOUNT; TO
PROVIDE FOR THE ACCOUNTING OF THE CONFERENCE
CENTER AS AN ENTERPRISE FUND AS AUTHORIZED BY
SECTION IX OF THE 1979-80 CAPITAL IMPROVEMENT
APPROPRIATIONS ORDINANCE; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9000 on October
17, 1979, establishing revenues and appropriations for the City of Miami,
Florida for the fiscal year ending September 30, 1980; and
WHEREAS, said ordinance appropriated an amount of $1,182,067 into
the General Fund, Conference Center; and
WHEREAS, on November 8, 1979, the City Commission adopted
Ordinance No. 9019, the Capital Improvement Appropriations Ordinance for the
fiscal year ending September 30, 1980, which appropriated $7,613,000 into the
James L. Knight Convention Center Enterprise Fund; and
WHEREAS, said appropriation included the amount previously
appropriated by Ordinance No. 9000, thereby eliminating the need for said
appropriation in the General Fund;
NOW, THEREF vRE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI , FLORIDA:
Section 1. Sections 1 and 5 of Ordinance No. 9000, adopted
October 17, 1979, the Annual Appropriations Ordinance for the Fiscal Year
ending September 30, 1980, as amended, are hereby further amended in the
following particulars: 1/

Section 2. The herein deletion of the Conference Center from the
General Fund, resulting in a $1,182,067 reduction in General Fund appropria-
tions, and the corresponding reduction in General Fund Revenues, Charges for
Services, is for the purpose of properly accounting for the Conference Center
as an Enterprise Fund as authorized by Section IX of the 1979-80 Capital
Improvement Appropriations Ordinance.
Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provi-
sions of this ordiance shall not be affected.
Section 5. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami , and upon the further ground
of the necessity to make the required and necessary payments to its employees
and officers, payment of its contracts, payment of interest and principal on
its debts, necessary and required purchases of goods and supplies, and to
generally carry on the functions and duties of its municipal affairs.
Section 6. The requirement of reading this ordinance on two sepa-
rate days is hereby dispensed with by a vote of not less than four -fifths of
the members of the Commission.

It is recommended that the $1,182,067 appropria-
tion for the Conference Center be deleted from the
General Fund to allow for the proper accounting of
same as an Enterprise Fund under Section IX of the
1979-80 Capital Improvement Appropriations Ordinance.
Ordinance No. 9000, adopted October 17, 1979, appropriated an amount of
$1,182,067 into the General Fund, Conference Center, for FY '80.
On November 8, 1979, the City Commission adopted Ordinance No. 9019, the
Fiscal Year 1979-80 Capital Improvement Appropriations Ordinance, which
appropriated $7,613,000 into the James L. Knight Convention Center Enterprise
Fund. This appropriation included the amount previously appropriated by
Ordinance No. 9000, thereby eliminating the need for the appropriation in the
General Fund.
This ordinance has been prepared for the September 15, 1980 City Commission
meeting.
