41ENDMENT NO. 30 TO ORDINANCE NO. 9000

AN EMERGENCY ORDINANCE AMENDING SECTIONS 2 AND 5
OF ORDINANCE NO. 9000, ADOPTED OCTOBER 17, 1979,
THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY
INCREASING THE APPROPRIATIONS FOR THE INTERNAL
SERVICE FUNDS, COMMUNICATIONS MAINTENANCE, IN THE
AMOUNT OF $48,900; AND BY INCREASING ANTICIPATED
REVENUES IN THE SAME AMOUNT FROM COMMUNICATIONS
MAINTENANCE, RETAINED EARNINGS, TO OFFSET THE
CHARGES FOR PURCHASE ORDERS ISSUED IN FISCAL YEAR
1979 AND PAID IN FISCAL YEAR 1980; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9000 on October
17, 1979, establishing revenues and appropriations for the City of Miami,
Florida, for the fiscal year ending September 30, 1980; and
WHEREAS, the Communications Maintenance Division in the Internal
Service Funds shows an outstanding commitment of $48,900 for purchase orders
issued in fiscal year 1979 and paid in fiscal year 1980; and
WHEREAS, the $48,900 is available from Retained Earnings in the
Internal Service Funds, Communications Maintenance, and can be appropriated to
offset the charges for the aforementioned purchase orders;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Sections 2 and 5 of Ordinance No. 9000, adopted
October 17, 1979, the Annual Appropriations Ordinance for the fiscal year
ending September 30, 1980, as amended, are hereby further amended in the
following particulars:-y
"Section 2. The following activities, which are
carried on for the service and convenience of
other funds, shall be operated by the City Manager
within the limits of the appropriations provided
in the foregoing Departments, Boards, Offices and
accounts of the City of Miami and other revenues
or receipts which may he received:

Section 5. The above appropriations are based on
the following sources of revenues for the 1979-80

Section 2. The appropriation of $48,900 for the Communications
Maintenance Division in the Internal Service Funds from Retained Earnings of
same is for the purpose of offsetting the charges for purchase orders issued
in fiscal year 1979 and paid in fiscal year 1980.

Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed. _
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provi-
sions of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further ground
of the necessity to make the required and necessary payments to its employees
and officers, payment of its contracts, payment of interest and principal on
its debts, necessary and required purchases of goods and supplies, and to
generally carry on the functions and duties of its municipal affairs.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

It is recommended that $48,900 be appropriated
into the Internal Service Funds, Communications
Maintenance Division, from Retained Earnings of
same to offset charges for purchase orders issued
in FY 1979 and paid in FY 1980.
According to proper accounting procedures, an increase in the current
year appropriation for the Communications Maintenance Division in the
Internal Service Funds is required to cover encumbrances carried forward
from fiscal year 1979.
Funds in the amount of $48,900 are needed for this purpose and are avail-
able from Retained Earnings of the Communications Maintenance Division.
This ordinance has been prepared for the September 15, 1980, City
Commission meeting.
