HomeMy WebLinkAboutO-09152IT * ORDINANCE NO. � AN ORDINANCE MAKING APPROPRIATIONS FOR THE DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1980; AUTHORIZING THE DIRECTOR OF THE DOWNTOWN DEVELOPMENT AUTHORITY TO INVITE OR ADVERTISE FOR BIDS FOR THE PURCHASE OF ANY MATERIAL, EQUIPMENT OR SERVICE EMBRACED IN THE SAID APPROPRIATIONS FOR WHICH FORMAL BIDDING MAY BE REQUIRED: PROVIDING THAT THIS ORDINANCE SHALL BE SUPPLEMENTAL AND IN ADDITION TO THE ORDINANCE MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1981 FOR THE OPERATION OF THE CITY OF MIAMI, FLORIDA; PROVIDING THAT IF ANY SECTION, CLAUSE OR SUBSECTION SHALL BE DECLARED UNCONSTITUTIONAL, IT SHALL NOT AFFECT THE REMAINING PROVISIONS OF THIS ORDINANCE, AND DISPENSING WITH THE READING OF THIS ORDINANCE ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE COMMISSION. WHEREAS, the Board of the Downtown Development Authority of the City of Miami has approved and submitted to the City Commission a Budget Estimate of the expenditures and revenues of the Authority for the Fiscal Year 1980-1981 as prepared by the Director of the Downtown Development Authority, copies of such estimates having been made available to the newspapers of the City; and WHEREAS, the City Commission has reviewed the Downtown Development Authority's Budget Estimate and has approved appropriations as herein set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: - Section 1. The following appropriations for the fiscal year 1980- 1981 be, and the same are hereby, made for the maintenance and for the purpose of _ financing the operation and other legal and proper purposes of the Downtown Development Authority of the City of Miami, Florida, to wit: Personnel Services Professional Services Transportation Services Communication Services -= Rents, Insurance, Printing, Promotion Supplies & Memberships Capital Purchases Appropriation Amount $ 486,366.00 176,524.00 24,788.00 19,420.00 129,310.00 18,500.00 90,000.00 Total Required Funds $944,908.00 W SOURCES OF REVENUE Ad Valorem Tax Levy within the Downtown Development District Estimated Cash on hand at 9/30/80 OTHER REVENUES: Funds Remaining under Existing Contracts New Grants/Contracts Committed and Anticipated Private Sector Contributions Miscellaneous Income TOTAL REVENUES FOR BUDGET $447,358.00 30,000.00 $ 96,350.00 300,200.00 62,000.00 9,000.00 $944,908.00 Section 2. These appropriations are the anticipated expenditure requirements for the Downtown Development Authority but are not mandatory should efficient administration of the Authority or altered economic conditions indicate that a curtailment in certain expenditures is necessary. The Director of the Downtown Development Authority, with the approval of the Board of the Downtown Development Authority, is specifically authorized to withhold any of these appropriated funds from encumbrance or expenditure should such action appear advantageous to the economical and efficient operation of the Authority. Section 3. The Director of the Downtown Development Authority, with the approval of the Board of the Downtown Development Authority, is authorized to make transfers between the detailed accounts comprising any of the amounts appropriated by Section 1 hereof, in order that available and required balance in any such account may be used for other necessary and proper purposes and to transfer between any of the amounts appropriated by Section 1. Except as herein provided, transfers between items appropriated hereby shall be authorized by ordinances amendatory hereto. Section 4. The Director of the Downtown Development Authority is hereby authorized to invite or advertise for bids for the purchase of any material, equipment or service embraced in the aforementioned appropriations, for which formal bidding is required; such bids to be returnable as required by law. -2- 9152 Section 5. This ordinance shall be deemed supplemental and in addition to the ordinance making appropriations for the fiscal year ending September 30, 1981, for the operation of the City of Miami. Section 6. If any section, part of section, paragraph, clause, phrase or word of this ordinance shall be held to be unconstitutional or void, the remaining provisions of this ordinance shall, nevertheless, remain in full force and effect. Section 7. The requirement of reading this -ordinance on two separate days is hereby dispensed with by a four -fifths vote of the members of the Commission. The DDA Board, at its September 5th meeting, will be asked to approve the enclosed budget for the fiscal year commencing October 1, 1980 and ending September 30, 1981. Attached is an ordinance for City Commission approval which approves the proposed DDA fiscal year 1980/1981 budget and authorizes the DDA Executive Director to expend funds thereunder.. Please have this item placed on the Commission's September 15, 1980 agenda. Both readings of this ordinance should occur at the September 15th meeting so that not much of the new fiscal year elapses before this ordinance is effective.
