Box 330208 Miami, Florida 33133 Dear Sylvia: On behalf of the Junior League of Miami I am requesting a personal appearance before the City Commission on Thursday the 25th of September. The Junior League of Miami has recently completed a film about Miamits history from 1926 to 1980. The film is the Junior Leaguers gift to the community. It will be available to the community through the Historical Association of South Florida. Begiiuiing September 27 the film will be shown each Sunday. The League is currently working on a spanish version of the filet. is -,it 'r. September 26 the filth will be shown in Gusman Cultural Contor. A diruier is planned at Southeast Bank to honor members of the community who assisted the League in ,producing the filet. For this occasion the League asks that Flagler Street and S.E. 3rd Avenue be blocked from 7:00 p.m. to 10:00 p.m. As the Junior Loaguo is a non-profit making organization it asks that the city of Miami waive the fee for blocking the streets in return for this educational film. Harms Chief of Police DATE, 23 September 1980 FILE: SUBJECT Pollee Department's Position on Closing Flagler Street REFERENCES. ENCLOSURES. The Junior League of Miami, Inc. is presenting a historical film, MIAMI THE MAGIC CITY, at the Gusman Cultural Center, 174 East Flagler Street, on Friday, 26 September 1980, at 8:30 P.M. A cocktail party will be held at the Southeast First National Bank preceding the film, and then the guests will be shuttled via a trolley to Gusman Hall. Mrs. Lamar Noriega, of the Junior League of Miami, has requested that in conjunction with this event to block off East Flagler Street from Biscayne Boulevard to Gusman Hall and Northeast Second Avenue from Northeast First Street to Flagler Street, Her reasoning is that they will have several antique vehicles leave the Southeast First National Bank and drive to Gusman Hall to promote the film. Once the vehicles have arrived and the invited guests have entered Gusman Hall, the streets may be opened again. During the meeting with Mrs. Noriega, the traffic situation was discussed wherein we recommended that it would not be feasible to close these streets as it would create a traffic problem due to the detouring of buses, etc. Mrs. Noriega advised that the Mayor's Office indicated that the streets would be closed off for he.r presentation. Mrs. Noriega still desired to have a permit which the Traffic Section Issued. It is our recommendation that the streets not be closed due to the public safety problems that it would create and it is not necessary for the success of the event. A sufficient number of police officers will be available on an off duty basis to provide ample security and coverage for the automobiles and guests. K I H : t r 8()M ,z 06 /
