A RESOLUTION GRANTING THE APPLICATION OF
METROPOLITAN DADE COUNTY TO CONSTRUCT AND
OPERATE A CENTRAL UTILITY PLANT AND PARKING
GARAGE PER ARTICLE XXI-2 GU -GOVERNMENTAL USE
DISTRICT, SECTION 3 (1-2) ON ALL OF LOTS
1 AND 2, A PORTION OF LOTS 3, 4, 5, 6, 15, 16,
17, 18, 19 AND ALL OF LOT 20; BLOCK 113N;
MIAMI, A. L. KNOWLTON (B-41), BEING APPROXIMATELY
2-98 NORTHWEST SECOND AVENUE PROPOSED TO BE
REZONED TO GU -GOVERNMENTAL USE; FINDING THAT
THE ESTABLISHMENT OF THIS USE IS A) COMPATIBLE
WITH FUTURE DEVELOPMENT; B) IN CONFORMITY WITH
PLANNING FOR THE AREA; C) READILY ACCESSIBLE;
D) BENEFICIAL TO THE ADJACENT AREA; E) I14
SCALE WITH FUTURE DEVELOPMENT; F) ILLUSTRATIVE
OF SUPERIOR URBAN DESIGN, AND G) ESSENTIAL TO
THE WELFARE OF THE CITIZENS OF DADE COUNTY,
SUBJECT TO LANDSCAPING, SITE AND DEVELOPMENT
PLAN APPROVAL BY THE PLANNING DEPARTMENT.
WHEREAS, the Miami Planning Advisory Board at its
meeting of July 16, 1980, Item No. 2(b), following an advertised
hearing, adopted Resolution No. PAB 23-80 by a 7 to 0 vote
recommending that approval be granted to construct and operate
a Central Utility Plant and Parking Garage; and
WHEREAS, the City Commission finds that the establishment
of this Governmental Use is (a) compatible with future develop-
ment; (b) in conformity with planning for the area; (c)
readily accessible; (d) beneficial to the adjacent area;
(e) in scale with future development; (f) illustrative of
superior urban design, and (g) essential to the welfare of the
citizens of Dade County; subject to landscaping, site and
development plan approval by the Planning Department; and
WHEREAS, the City Commission deems it advisable and in
the best interest of the general welfare of the City of Miami
and its inhabitants to grant this approval of Governmental Use,
subject to certain conditions hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF

3 (1-2) on all of Lots 1 and 2, a portion of Lots 3, 4, 5, 6, 15,

REQUEST
To allow for the development of the new Dade
County Central Support Facility in the Government
Center,
BACKGROUND
This site was originally designated as the location
for a parking garage in the Government Center
Master Plan, prepared by Connell, Metcalf and
Eddy for Metropolitan Dade County in 1976. Sub-
sequently, Mr. Robert Geddes of the firm of
Geddes, Brecher, Qualls and Cunningham was
engaged by Dade County as the architectural
coordinator for Government Center and presented
a revised plan to the Board of County Commissioner:
on October 17, 1978. The Geddes' plan designated
the site for., a Central Support Facility in addi-
tion to the parking garage. (See plan attached)
ANALYSIS
The site of approximately 1.7 acres occupies the
southwestern corner of Government Center, between
the Cultural Center to the east and I-95 to the
west, fronting on West•Flagler Street, The
Central Support Facility will contain the follow-
ing elements:

Traffic circulation has been improved by
a new right-of-way to the west of the
facility. NW 2nd Avenue will ultimately
be closed north of NIV 1st Street, according
to the Government Center piaster Plan; the
65' zoned street width has been preserved
between the Central Support Facility and
the Cultural. Center. This segment of NW
2nd Avenue will be emphasized for pedestrian
use. Provision is also made for future sec-
ond -level pedestrian bridges.
Rezoning to Government Use is consistent
with a policy of rezoning all of Government
Center to this use.
RECOMMENDATION a) Approval of the zoning change is
PLANNING recommended.
DEPARTMENT
b) Approval is recommended of the
construction and operation of the
Central Utility Plant and Parking
Garage, based on the following factors;
1, The Central Support Facility is
compatible with the Government
Center plaster Plan and the Miami
Comprehensive Neighborhood Plan,
2, The site is readily accessible from
Vest Flagler Street and from NW 3rd
Avenue, which provides access to I-95.
3. The Central Support Facility, in con-
cert -with the overall development of
Government Center, will have a bene-
ficial effect and enhance property
values of the adjacent area.
4. The scale of the Central Support Facility
will be in keeping with the future de-
velopment of Government Center.
5. The Central Support Facility is illus-
trative of superior urban design con-
sistent with an urban setting.
