' 9176 AN ORDINANCE AMENDING ORDINANCE NO. 6871, AS AMENDED, THE COMPREHENSIVE ZONING ORDINANCE FOR THE CITY OF MIAMI BY AMENDING SUBSECTION (2) OF SECTION 21 ARTICLE XXIII, OFF-STREET PARKING AND LOADING, BY REDUCING THE DIMENSIONS OF BOTH STANDARD AND COMPACT PARKING SPACES, REQUIRING A MINIMUM NUMBER OF PARKING SPACES BEFORE ALLOW- ING COMPACT PARKING SPACES AND INCREASING THE ALLOWABLE PERCENTAGE OF COMPACT PARKING SPACES; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMIS- SION. WHEREAS, the Miami Planning Advisory Board at its meeting of July 2, 1980, Item No. 1, following an advertised hearing adopted Resolution No. PAB 20-80 by a 5 to 1 vote (2 members absent) recommending amendment to Comprehensive.Zoning Ordinance 6871, as hereinafter set forth; and WHEREAS, the City Commission, after careful consideration of this matter, deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to grant this change of zoning classification, as hereinafter set forth; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 6871, as amended, the Compre- hensive Zoning Ordinance for the City of Miami is hereby further amended by amending Subsection (2) of Section 2, Article XXIII, OFF-STREET PARKING AND LOADING, by reducing the dimen- sions of both standard and compact parking spaces, requiring a minimum number of parking spaces before allowing compact parking spaces and increasing the allowable percentage of com- pact parking spaces, as follows: 1/. "(2) Each parking space required or provided shall not be less than the following: (ORD. 8636) ------------------------------------------------------------ 1/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures constitute the amend- ment proposed. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. (a) 900 angle parking: Nine (9) feet in width and t_wentyp-112ej nineteen (19 ) feet in length except that for facilities with ten (10) spaces or more, thl tp-Ji0i- thirty (30) percent of the spaces in residential development, and forty (40) percent of the spaces in commercial development may be seven and one-half (7') feet in width and sixteen (16) feet in length and shall clearly designate for "compact only" vehicles. Should any part or provision of this ordi- nance be declared by a court of competent jurisdiction to be invalid, the same shall not affect the validity of this ordi- nance as a whole. Section 4. The requirement of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Grassie August 26, 1980 City Manager Off -Street Parking Amendments PAB Res, #20-80 - July 2, 1980 Jim Reich, Director Planning Department As the Planning Advisory Board did not recommend all the changes in the Off -Street Parking Ordinance proposed by the Department, the Department wishes to bring these items to the Commission's attention and also present our full recommendations at the time of public hearing. BACKGROUND Representatives of the Public llorks, Off -Street Parking and Planning Departments and the Dade County Department of Traffic and Transportation analyzed the changing composition of the vehicle fleet in Dade County, inventoried actual usage in parking garages and lots and proposed certain changes in the Comprehensive Zoning ordinance. ANALYSIS All automobile manufacturers are "downsizing" their products so that each year the cars being produced are smaller than the previous years' production. The maximum size of standard cars being produced today is 6'-8" x 181; maximum size of compact cars is 6' x 16'-411. Consistant with this downsizing, it is proposed to reduce the length of both standard and compact car stalls by 1 foot for 90°parking; from 20 feet to 19 feet in the case of standard and from 17 feet to 16 feet in the case of compact cars. Dixie Hwy; mid -day (123 spaces) Compact 45% Source: Off -Street Parking Department Based on these data and other observations, it is proposed to increase the allowable percentage of compact cars from 30 percent to 40 percent, however, where only a small number'of parking spaces is required by the CZO, e.g., in the R-1 and R-2 zoning districts, it is unlikely that actual usuage will fully reflect the composition of the nationl fleet or the usage of large lots. Therefore, it is proposed that a minimum of 10 standard car spaces be provided before allowing any compact car spaces.
