Off -Street Parking Amendments
PAB Res, #20-80 - July 2, 1980
Jim Reich, Director
Planning Department
As the Planning Advisory Board did not recommend all the
changes in the Off -Street Parking Ordinance proposed by
the Department, the Department wishes to bring these
items to the Commission's attention and also present
our full recommendations at the time of public hearing.
Specifically, the PAB did not recommend a reduction in
the compact stall length from 17' to 161; allowance for
compact cars from 30`,,', to 40 0 (recommended 35%) and mini-
mum number of spaces for compact car allowance of 10
(recommended 4)
Because of the changing composition of the national
vehicle fleet, the Planning Department continues to rec-
ommend reducing the compact car stall length to 16' and
increasing the allowance for compact cars to 40 0.

Section (2) of Section 2, ARTICLE XXIII

thereof to reduce the dimensions of both

quiring a minimum number of parking spaces

REQUEST To reflect the changing composition of the vehicle
fleet in Dade County by revising parking require-
ments in the Comprehensive Zoning Ordinance.
BACKGROUND Representatives of the Public llorks, Off -Street
Parking and Planning Departments and the Dade
County Department of Traffic and Transportation
analyzed the changing composition of the vehicle
fleet in Dade County, inventoried actual usage
in parking garages and lots and proposed certain
changes in the Comprehensive Zoning ordinance.
ANALYSIS All automobile manufacturers are "downsizing" their
products so that each year the cars being produced
are smaller than the previous years' production.
The maximum size of standard cars being produced
today is 6'-8" x 181; maximum size of compact cars
is 6' x 16'-411. Consistant with this downsizing,
it is proposed to reduce the length of both standard
and compact car stalls by 1 foot for 90°parking;
from 20 feet to 19 feet in the case of standard
and from 17 feet to 16 feet in the case of compact
cars.
The increasing cost of gasoline is causing increased
production of fuel -efficient domestic and foreign
compact cars which is increasing the proportion
of compact cars in the vehicle fleet on the road,

Based on these data and other observations, it is
proposed to increase the allowable percentage of
compact cars from 30 percent to 40 percent, however,
where only a small number'of parking spaces is
required by the CZO, e.g., in the R-1 and R-2 zoning
districts, it is unlikely that actual usuage will
fully reflect the composition of the nationl fleet
or the usage of large lots. Therefore, it is
proposed that a minimum of 10 standard car spaces
be provided before allowing any compact car spaces.
