ORDINANCE NO. 9175
AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE
SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED;
BY ESTABLISHING A NEW TRUST AND AGENCY FUND
ENTITLED: "MIAMI IMAGE 180"; AND APPROPRIATING
FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF
$12,000 TO BE RECEIVED FROM LOCAL COMPANIES FOR
THE PURPOSE OF GENERATING POSITIVE PUBLICITY CON-
CERNING THE CITY OF MIAMI; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October
26, 1977, establishing resources and appropriations for grant funds antici-
pated by the City of Miami, Florida, and for corresponding City matching
funds; and
■ WHEREAS, the Office of Information and Visitors proposes to promote
positive publicity about the City of Miami by inviting approximately 15 editors
and reporters from major newspapers in Latin America to visit Miami during the
period of October 2 through October 6th, the beginning of Hispanic Heritage
Week; and
WHEREAS, said Office further proposes to familiarize these key media
representatives with City of Miami projects, facilities, and achievements, by
taking them on tours, arranging for meetings with the Commission, the adminis-
tration, business, cultural, and civic leaders; and
WHEREAS, in addition, said Office proposes to familiarize the media
representatives with the cultural and tourist activities of Miami, as exempli-
fied by Hispanic Heritage Week, of which the City of Miami has traditionally
been a major sponsor; and
WHEREAS, it is intended and anticipated that the visit by said
reporters will counteract much of the negative publicity generated by the
recent disturbances and the influx of refugees; and
WHEREAS, local companies have offered to provide funding in the
amount of $12,000 for a project entitled: "Miami Image '80" to accomplish the
aforementioned purposes; and

WHEREAS, said amount can he appropriated to establish a new Trust
and Agency Fund entitled: "Miami Image '80" for the above mentioned project;
NOW, THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26,
1977, as amended, is hereby further amended in the following particulars: 1/
"Section 1. The following Trust and Agency Funds
are hereby established and resources are hereby
appropriated as described herein:
FUND TITLE: Miami Image _'80 *
RESOURCES: Contributions from local companies $12,000
APPROPRIATION: Miami Image '80 S121,000"
Section 2. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 3. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provisions
of this ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further ground
of the necessity to make the required and necessary payments to its employees
and officers, payment of its contracts, payment of interest and principal on
its debts, necessary and required purchases of goods and supplies, and to
generally carry on the functions and duties of its municipal affairs.
Section 5. The requirement of reading this ordinance on two sepa-
rate days is hereby dispensed with by a vote of not less than four -fifths of
the members of the Commission.

*The purpose of the Fund is to generate positive publicity concerning
the City of Miami.

It is recommended that a new Trust and Agency
Fund be established entitled: "Miami Image -180"
appropriating $12,000 from local companies for
the purpose of generating. positive publicity
concerning the City of Miami.
The Office of Information and Visitors proposes to promote positive publiz--.)
