AN EMERGENCY ORDINANCE AMENDING SECTIONS 2 AND 5
OF ORDINANCE NO. 90009 ADOPTED OCTOBER 175 19795
THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1980, AS AMENDED; BY
APPROPRIATING INTO THE INTERNAL SERVICE FUNDS,
BUILDING AND VEHICLE MAINTENANCE DEPARTMENT,
HEAVY EQUIPMENT MAINTENANCE DIVISION, FROM THE
HEAVY EQUIPMENT MAINTENANCE DIVISION, RETAINED
EARNINGS, AN AMOUNT OF $32,524 TO ENABLE AN
INTERFUND TRANSFER OF SAID AMOUNT TO THE PRINT
SHOP DIVISION; FOR THE PURPOSE OF PROVIDING
FUNDS FOR ADDITIONAL MACHINERY AND EQUIPMENT AND
FOR INCREASED COSTS IN PAPER STOCK AND PRINTING
SUPPLIES; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.

WHEREAS, the City Commission adopted Ordinance No.
9000 on October
17, 1979,
establishing revenues and appropriations for the
City of Miami,
Florida, for
the fiscal year ending September 30, 19RO; and
WHEREAS, the Department of Building and Vehicle
Maintenance has
requested
an increase of $32,524 in the appropriation for
the Print Shop
Division; and
WHEREAS, said funds are needed to purchase machinery and equipment
and to fund increased costs in paper stock and printing supplies; and
WHEREAS, an amount of $13,800 is needed for the purchase of one
(1) automatic off-line collator, $8,062 for one (1) heavy duty offset duplica-
tor, and $5,812 in offset duplicating equipment, for a total of $27,674; and
WHEREAS, amounts of $2,800 and $2,050, respectively, will be re-
quired to cover projected deficits due to increased costs in paper stock and
printing supplies; and
WHEREAS, the total amount of $32,524 is available from the
Heavy Equipment Maintenance Division, Retained Earnings, and can be appropri-
ated into the Heavy Equipment Maintenance Division to be transferred to the
Print Shop Division for the aforementioned purposes;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. Sections 2 and 5 of Ordinance No. 9000, adopted
October 17, 1979, the Annual Appropriations Ordinance for the fiscal year
ending September 30, 1980, are hereby amended in the following particularsY
"Section 2. The following activities, which are
carried on for the service and convenience of
other funds, shall be operated by the City
Manager within the limits of the appropriations
provided in the foregoing Departments, Boards,
Offices, and accounts of the City of Miami and
other revenues or receipts which may be received:

Section 5. The above appropriations are based on
the following sources of revenues for the 1979-80
fiscal year:

Section 2. The herein appropriation of $32,524 into the Internal
Service Funds, Building and Vehicle Maintenance, Heavy Equipment Maintenance
Division, from Retained Earnings of said division, is to enable the transfer
of said amount to the Print Shop Division for the ' purpose of providing for
additional machinery and equipment and increased costs in paper stock and
printing supplies.

Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provi-
sions of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further
ground of the necessity to make the required and necessary payments to its
employees and officers, payment of its contracts, payment of interest and
principal on it debts,
necessary and required
purchases
of goods and
supplies,
and to generally carry
on the functions and
duties of
its municipal
affairs.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Appropriation of $32,524
for Heavy Equipment Maintenance
Division from Retained Earnings
to Enable Transfer of Funds
to the Print Shop Division

It is recommended that $32,524 be appropriated
into the Internal Service Funds, Building and
Vehicle Maintenance, Heavy Equipment Maintenance
Division, from Retained Earnings of said division,
to enable the transfer of said amount to the
Print Shop Division for the purchase of additional
machinery and equipment and to fund increased
costs in paper stock and printing supplies.
The Department of Building and Vehicle Maintenance has requested an
increase of $32,524 in the appropriation for the Print Shop Division.
These funds are needed to purchase additional machinery and equipment
and to fund increased costs in paper stock and printing supplies.
Funds for the above mentioned purposes are available from the Heavy
Equipment Maintenance Division, Retained Earnings.
The attached proposed ordinance has been prepared for the September 25,
1980 City Commission meeting.
