Grumbling at last-minute union pacts, commission signs off

The Miami -Dade County
Commission on Tuesday some-
what reluctantly renewed col-
lective bargaining agreements
with seven employee groups.
There was grumbling among the
commissioners, who received
the 2023-2026 agreements late
Monday night and found them
added to Tuesday's agenda.
Both Miami -Dade Mayor
Daniella Levine Cava and Chief
Financial Officer Edward Mar-
quez coaxed most commissioners
aboard the collective bargaining
bus, with the exception of Sen.
Raquel Regalado: rubberstamps.
Rend Garcia, by assuring them
they were "status quo" agree-
ments with no surprises. Com-
missioner Eileen Higgins was
absent from the meeting.
Multiple commissioners
agreed to approve the agree-
ments but expressed discontent at
receiving the documents so late.
Commissioner Raquel Regala-
do said the action "takes power
from this board because it makes
us a rubber stamp."
The seven collective bargain-
ing agreements ratified were be-
tween Miami -Dade County and:

Beach convention center bookings halfway to annual goals

The Miami Beach Convention
Center is more than halfway to
its goal of booking future meet-
ings and conventions during the
2022-2023 fiscal year that ends in
October, the Greater Miami Con-
vention & Visitors Bureau says.
For the current fiscal year, the
convention center had a goal
of booking 11 groups for meet-
ings and conventions and filling
85,000 future room nights in the
area's hotels as a consequence.
Six groups were booked as of
May 4, communications from the
bureau said.
Currently, MiamiBeachhashad
a slight reduction in hotel earnings
as ofMarch compared to lastyear.
The city's average hotel room
rate in March 2023 was $377.42,
down 8.2% from March 2022,
which was at $411.29. Revenue
per available room (RevPAR),
which is the revenue generated
per room regardless of whether
the rooms are occupied, was at
$303.21 as of March, compared
to $338.20 in March last year, a
10.3% setback.
When it comes to occupancy
rates, Miami Beach has seen a
slight decline. This March, STR
recorded an occupancy rate of
80.3%. Last March it was 82.2%.
For the convention center, 80
leads were sent for the 2021-
2022 fiscal year, according to a
convention bureau (GMCVB)
spokesperson.
"As of April 17, the GMCVB
is at 348 [meetings and conven-
tions] bookings out of 527, just
over 66% of its goal," said the
spokesperson. "In addition, the
GMCVB has booked 140,739 out
ofthe 265,000 room nights [goal],
just over 53% of that goal."
According to documents from
the bureau sent to the City of
Miami Beach, as of April 21 the
number of convention bookings
achieved is three, 27% of the
2022-2023 fiscal year, which ends
in October. The goal for the nun-
ber of room nights for the fiscal
year is 85,000, and as ofApril21,
documents show that 21 % of that
goal has been achieved.

Waste treatment center fire `accidental'

The long -burning fire at the
county's waste treatment center,
the Resources Recovery Facility
in Doral, has been ruled "acci-
dental," according to a report
submitted by Miami -Dade Mayor
Daniella Levine Cava to the
county commission last week.
On Feb. 12, the plant at 6990
NW 97th Ave. caught fire, caus-
ing the waste -to -energy facility to
cease operation. The Miami -Dade
Fire Rescue Fire Investigation
Report concludes that the fire's
cause was accidental.
The fire sparked renewed at-
tention to the issue of solid waste
management in the county. Mayor
Levine Cava has begun "looking
at the spectrum of solid waste
disposal options, including zero
waste strategies.
"In the near future," the mayor
reported, "we will be bringing
recommendations and options
the county commission, "as well
as areport ... to fonnulate sensible
short- and long-term plans for
managing the county's waste."
The commission had asked the
mayor to report if any litigation
emerged from the fire. There is,
in fact, a federal lawsuit, but the
county is not a party. The First
Amended Class Action Com-
plaint, Brashevitzky et alia v.
Covanta Holding Corporation,
CovautaDadeRenewable, LLCet
alia, was filed March 10. Covanta
operated the facility.
Plaintiffs seek damages for
negligence, trespass to real prop-
erty, trespass to personal property,
private nuisance, public nuisance,
statutory nuisance, injunctive and
equitable relief, medical monitor -
ing, and a reservation of right
to amend to include a claim for
"to punitive damages
Covanta reported to the mayor
that 64 employees have been
laid off as a result of the fire. The
layoffs are expected to be perma-
nent, the company reported. It has
encouraged employees to seek
opportunities at other Covanta
facilities and partnering with the
county, and other nearby compa-
nies to assist with employment
opportunities.
Miami -Dade Fire Rescue in-
vestigator Capt. Gerard Forrester
reportedthat the "fire's origin was
inside the G gallery, on or adjacent
... to the G1 conveyor." His re-
port added that "no exact ignition
sources was determined in the
area of origin. The most probable
cause is either a mechanical or
electrical event."

The Board of Commissioners ("Board") of the Southeast Overtown/ Park West
Community Redevelopment Agency ("SEOPW CRA") will hold a Public
Hearing on Thursday, May 25, 2023, at 10:00 a.m. or anytime thereafter in

American Drive, Miami, FL 33133. The Board will consider allocating funds
to The Poinciana Village Condominium Association, Inc., a legal entity
authorized to transact business/render services in the State of Florida, to
underwrite costs associated with elevator modernization, exterior concrete
restoration and exterior building painting ("Purpose") to Poinciana Village
Condominiums located at 201 and 269 N.W. 7th Street, Miami, Florida 33136
(collectively "the Property").
In accordance with the SEOPW CRA 2018 Redevelopment Plan Update
("Plan") and Florida Statutes 163, the Board will consider in an amount not

West Community Redevelopment Agency ("SEOPW CRA") will hold a Public

NOTICE OF PUBLIC HEARING
The Board of Commissioners ("Board") of the .Southeast Overtown/ Park West
Community Redevelopment Agency ("SEOPW CRA") will hold a Public
Hearing on Thursday, May 25, 2023, at 10:00 a.m. or anytime thereafter in
the City Commission chambers located at Miami City Hall, 3500 Pan
American Drive, Miami, FL 33133. The Board will consider the allocation of
funding to Liberty City Community Revitalization Trust, a quasi -public
entity created in 2006 by the City of Miami Ordinance No. 12859 ("Liberty
City Trust"), to underwrite costs associated with the Youth Employment
Program ("YEP"), located at 4800 N.W. 12th Avenue, Miami, Florida 33127
("Property"). The YEP program will teach employability and financial
management skills ("Purpose").
In accordance with the SEOPW CRA 2018 Redevelopment Plan Update
("Plan") and Florida Statutes 163, the Board will consider the allocation of
funding, in an amount not to exceed Sixty Thousand Dollars and Zero
Cents ($60,000.00) to underwrite cost associated with the YEP program,
an eight -week course with twenty participants from the SEOPW CRA
redevelopment area between the ages of fourteen through eighteen who
will receive a stipend of fifteen dollars ($15.00) per hour.
