A MOTION AMENDING THE PROPOSED FY-80-81 BUDGET BY INCORPORATING
* ALTERNATIVE III, AS OUTLINED IN A MEMORANDUM FROM HOWARD GARY, ADDRESSED
TO RICHARD FOSMOEN DATED SEPTEMBER 26, 1980, THEREBY REDUCING THE MILLAGE
TO 8.610 MILLS.
A MOTION IMPOSING A FREEZE ON THE HIRING OF ALL PERSONNEL FOR THE REMAIN-
DER OF THIS FISCAL YEAR SPECIFICALLY EXCEPTING THE POLICE DEPARTMENT AND
THE FIRE DEPARTMENT, BOTH THEIR SWORN AND CIVILIAN POSITIONS, AND FURTHER
STIPULATING THAT AN EXCEPTION TO THIS FREEZE CAN BE EFFECTED IF A REQUEST
IS BROUGHT BY THE CITY MANAGER FOR FOR APPROVAL BY THE CITY COMMISSION.
AN ORDINANCE DEFINING AND DESIGNATING THE TERRITORIAL LIMITS OF THE CITY
OF MIAMI FOR THE PURPOSE OF TAXATION, FIXING THE MILLAGE AND LEVYING TAXES
IN THE CITY OF MIAMI, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1980, AND ENDING SEPTEMBER 30, 1981; CONTAINING A SEVERABILITY CLAUSE.
AN ORDINANCE MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING SEPTEMBER
30, 1981; CONTAINING A REPEALER PROVISION, AND A SEVERABILITY CLAUSE.
AN ORDINANCE AMENDING SECTIONS 31-1 AND 31-48
OF THE CODE OF THE CITY OF MIAMI, FLORIDA* EFFECTIVE
SEPTEMBER 1, 1980, AS AMENDED, BY REPEALING CODE SEC-
TION 31-1 IN ITS ENTIRETY AND SUBSTITUTING A NEW SECTION
31-1 ESTABLISHING THEREIN.A NEW OCCUPATIONAL LICENSE
CLASSIFICATION AND TAX FOR THOSE INDIVIDUALS ENGAGED IN
THE BUSINESS OF ASTROLOGY, CARD READING, CHARACTER
READING, CLAIRVOYANCY, CRYSTAL GAZING, FORTUNE TELLING,
GRAPHOLOGY, HYP OTISM, PALMISTRY, PHRENOLOGY AND SPIRITUALISM AND
IMPOSING CERTAIN CONDITIONS UPON THOSE INDIVIDUALS
ENGAGING IN CERTAIN OF THOSE BUSINESS ACTIVITIES COVERED
BY THE HEREIN NEWLY ESTABLISHED LICENSE TAX; FURTHER
PROVIDING FOR AN INCREASE IN OCCUPATIONAL LICENSE TAXES,
SUCH INCREASE LIMITED TO 100E INCREASE FOR OCCUPATIONAL
LICENSES WHICH ARE $100 OR LESS, 50% FOR OCCUPATIONAL
LICENSES WHICH ARE BETWEEN $101 AND $300, AND 252 FOR
OCCUPATIONAL LICENSES WHICH ARE MORE THAN $300; FURTHER
DELETING FROM SAID CODE SECTION 31-48 THOSE OCCUPATIONAL
ACTIVITIES WHICH ARE NO LONGER REGULATED BY THE CITY;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE.
AN EMERGENCY ORDINANCE MAKING CERTAIN APPROPRIATIONS TO THE VARIOUS DE-
PARTMENTS, DIVISIONS, BUREAUS, BOARDS, AND OFFICES OF THE CITY OF MIAMI,
FLORIDA, AND MAKING SUCH APPROPRIATIONS CHARGEABLE TO THE APPROPRIATIONS
FOR THE FISCAL YEAR`1980-81; CONTAINING A REPEALER PROVISION AND A SE-
VERABILITY CLAUSE.
