ORDINANCE NO. 9178
AN EMERGENCY ORDINANCE DEFINING AND DESIGNATING
THE TERRITORIAL LIMITS OF THE CITY OF MIAMI FOR
THE PURPOSE OF TAXATION; FIXING THE MILLAGF AND
LEVYING TAXES IN THE CITY OF MIAMI, FLORIDA, FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 1980, AND
ENDING SEPETEMBER 30, 1981; CONTAINING A
SEVERABILITY CLAUSE.
WHEREAS, the City of Miami estimates that the nonexempt aggregate
valuation of taxable property, both real and personal in the City of Miami,
Florida, for the year beginning October 1, 1980, and ending September 30, 1981
is $6,542,715,660; and
WHEREAS, at an election held September 20 1925, the City of Miami
did annex certain territory unincorporated at the time of such election, and
did annex certain other territory incorporated at the time of such election;
and
WHEREAS, from time to time other territory has been included in
the corporate limits of the City of Miami by legislative acts;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF '
MIAMI, FLORIDA:
Section 1. For the purpose of this ordinance the "City of Miami"
is defined to be, includes, and designates the City of Miami as it now exists
with its extended territorial limits as set forth in the paragraphs prefatory
hereto.
Section 2. There shall be and hereby are levied upon the
nonexempt assessed value of all property, both real and personal, in the City
of Miami as described in Section 1 hereof, taxes at the rate shown below for
the fiscal year beginning October 1, 1980, and ending September 30, 1981, for
the following purposes:
(a) A tax of 8.610 mills on the dollar for the
General Fund.

(b) A < of 2.812 mills on the dollar to provide
for the payment of maturing principal and
interest, and charges and requirements
related thereto, of indebtedness incurred
subsequent to the adoption of the Homestead
Exemption Amendment to the Constitution of
the State of Florida, and subject to the
terms thereof.
These millages total 11.422.
Section 3. The percentage increase in property taxes herein
adopted by the governing body is 27.3%.
Section 4.. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance shall be held to be unconstitutional or
void, the remaining provisions of this ordinance shall, nevertheless, remain
in full force and effect.
Section 5. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of peace,
health, safety and property of the City of Miami, and upon the further ground
of the necessity to make the required and necessary payments to its employees
and officers, payment of its contracts, payment of interest and principal on
its debts, necessary and required purchases of goods and supplies, and to
generally carry on the functions and duties of its municipal affairs.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

The attached Millage Ordinance for FY'81 establishes a General Fund millage
rate of 8.610 mills and a Debt Service millage rate of 2.812 mills or a
total of 11.422 mills.
This ordinance reflects actions taken by the City Commission on September
26, 1980, which reduced the proposed General Fund millage rate from 8.956
mills to 8.610 mills, thereby reducing the total millage rate from 11.768
mills to 11.422 mills.
