No. 79-80-101; a bid for lease of a parcel of land at the Commodore Ralph Munroe
Marine Stadium for marine related services.

Marina Biscayne now has about fifty percent occupancy of its boat
rack storage, with an additional fifty spaces to be constructed in
the future. Marina Biscayne has invested in two l.arcic forklifts
and a convenient launching area for its rack stored boats. The
construction of additional rack storage on nearby property at the
Marine Stadium would be destructive to ?farina 9iscavne's good faith
investment.
The use of the parcel "B" under bid here is both unnecessary and
impractical for boat rack storage at this time: Forklifts would have
to be driven through the concession stand area, creating a hazard,
and a staging area for launching and retreving the boats would have
to be constructed .in the pit area. Additionally, launching of boats
in the pit area is impractical during times when the Marine Starii:um
is in use.
Marina Biscayne reiterates that the parcel under bid here should be
viewed in context of the development of the entire Marine Stadium
complex, but feels that the best use of this parcel. might be for
retail stores related to the surrounding marine activity. Under this
plan, Marina Biscayne, Inc. would propose to build a strip or stores
to be leased for purposes compatible with use of the Marine SLaflium
complex. Revenue to the City of Miami would be based upon the gross
receipts of the .lessee s of the premises. Marina Biscayne, Inc.
would act as managers for the City of Miami for the construction
(with private capital.) and lease of the premises, g1orms betwr.eti the
City of Miami and Marina Biscayne, Inc. woli.ld be nr.ctoti.ated as a
management agreement.
Marina Biscayne, Inc. believes the parcel "B" uncler bid here -to be.
unsuitable for marine oriented services other than outlined above
under the present circumstances. Access from this parcel. to the:
water is impeded by Marine Stadium Enterprises, Ines, control. to
land adjacent to the stadium's pit area. Only Marine Stadium
Enterprises, Inc, could make reasonable usu of this parcel for the
marine oriented services suggested in the City's invitation to bid.
It should be pointed out that use of any rack storage for boats within
this parcel would require construction of a stagincl area for launching
and retrieving boats. This would cause interference with the use OF the
pit area for boat races,which must be considered.
In light of the above, Marina Biscayne, Inc. must make the foll.owi.nct
conditions for its bid on parcel "B":

1. This bid is subject to obtaining necessary permits.
2. Marina Biscayne, Inc. must be granted free access for
forklifts and cars with trailers across the property
known as 1-B and 1-C, adjacent to the pit area and up
to property currently under lease to Marina Biscayne,
Inc.
3. Marina Biscayne, Inc. shall be permitted to operate
forklifts off the sea wall at the pit area.
4. Marina Biscayne, Inc. customers shall be permitted .free
use of the trailer ramp at the nit area.
5. Marina Biscayne, Inc. shall have the right to construct
a staging area to launch and retrieve boats with the
forklifts in the pit area.
Improvements to be made by the bidder;
1. Fence area
2. Light the area
3. Construct a combination ship store/dock master's office
4. Landscaping
5. Road surfacing (paving)
Services to be provided by the bidder:
1. The area will be opened seven clays per week.
2. The bidder will provide security services.
3. The bidder will cover the premises with one million dollars
worth of liability insurance.

BID FOR PARCEL "B" AT THE CITY OF MIAMI MARINE STADITIM
This bid is in reference to bid no. 70-80-1.01, for the proposed
bid area "B" on the sketch attached on the invitation to bid,
for marine oriented services at the City of Miami Commodore Ralph
Munroe Marine Stadium.
The bidder herein is the current lessee and operator of the
marina facility known as Marina Biscayne at 3301 Rickenbacker
Causeway. This is to the northwest of the parcel under bid here,,
separated by property controlled by Marine Stadium Enterprises,
Inc., under a concession agreement with the City of. Miami.
About three and one half years ago Martin Rabin was asked to prepare a
elan for the enhanced utilization of the Miami. Marine Stadium Complex
for marine activities. This plan provided a unified concept for the
entire property, including an entirely new marina to be Iuilt in the
unused lagoon next to the Rusty Pelican Restara-nt. Marina Biscayne,
Inc. became the succesful bidder for the property now known as Marina
Biscayne, and has since that time developed a first rate, full service
marina on that site.
Marina Biscayne's facilities include dockayo, boat rack storage,
trailer boat storage, minor boat repairs, fuel. sales and a .ship's store.
Marina Biscayne, Inc. has spent in excess of two million dollars of
it's own capital in development of this marina facility, which is a
prime model of cooperation between the City of Miami and private
enterprise. The City records will show that the City has received
steadily increasing revenue from the Marina and that the facilities .are
a first class operation and a great asset to the City.
Marina Biscayne believes that pi.ecemea 1 developmentoF the Marine Stadium
complex will lead to disaster. A coordinated developmenE plan will
work to everyones benefit; a patchwork of interlaced concession agree-
ments and leases will inevitably lead to the destructive in -fighting.
Upon entering it s agreement with the City of Miami three years ago,
Marina Biscayne, Inc. was assured that its investment would not be
undercut by the Ci.ty's use of the remaining property.

Dear Sir:
Seaescape of Miami, Inc., wishes to enter a bid for proposed
Bid Area "B" of the Miami Marine Stadium located at 3301
Rickenbacker Causeway, Key Biscayne, Florida.
Our proposal and return to the City, including annual guaran
tee, are detailed below.
Seaescape of Miami, which has also entered a bid for the
whole Marine Stadium (Bid 479-80-100), strongly feels that
in order to gain the maximum use of Marine Stadium, Parcel
B has to be part of our operation. We propose to use Parcel
B for boat storage, rack and trail.er.ed, minor boat repairs
and fuel sales.
In Bid 79-80-100, we are proposing a complete aquatic facility
at Marine Stadium. This proposal is anchored on daily water
ski and diving shows, plus a series of marine events and con-
certs, all of which are detailed in the bid.
We believe that in order to provide full service to the activ-
ities at Marine Stadium, plus provide a complete aquatic,
facility, Parcel B is needed.
In the plans for Marine Stadium, extensive landscape and other
aesthetic improvements are proposed. We feel that in order to
provide this improved new look for the Stadium, we must have
control of Parcel B since it lies in the direct sightline from
Rickenbacker Causeway.
Since Bid Parcel. B is related directly to our Stadium proposal,
we have attached here a copy of our proof of financial capa-
bility which was also submitted with the Stadium proposal.

OF AN AREA AT THE CITY OF MIAMI CCMMODORE RALPH
MUNROE MARINE STADIUM FOR MARINE ORIENTED
SERVICES SUCH AS BOAT RACK STORAGE, TRAILEP.ED-
BOAT STORAGE, MINOR BOAT REPAIRS AND FUEL SALES.
The City of Miami, Florida, desires to obtain proposals from
individuals or firms interested in entering into an agreement
to provide marine oriented services such as, boat rack storage,
trailered-boat storage, and minor boat repairs at the Miami
Marine Stadium located at 3301 Rickenbacker Causeway, Key
Biscayne, Florida.
The proposed lease area is approximately 180 feet by 550 feet.

The bidder recognizes that any improvements to the leased area
may only be accomplished with the approval of the City Manager,
and at the expense of the lessee.
Bidders are encouraged to visit the site of the proposed lease
area, and should provide the City with information concerning
their ability to accomplish the proposed project.

of the bidders, the professional reputations of the bidders,
