HomeMy WebLinkAboutR-80-0745r RESOLUTION NO.' 8 0- 7 4 5 A RESOLUTION URGING SENATORS CHILES AND STONE, AND REPRESENTATIVES FASCELL, LEHMAN AND PEPPER, TO FIGHT FOR REAUTHORIZATION OF THE GENERAL REV- ENUE SHARING PROGRAM AS SOON AS POSSIBLE AFTER CONGRESS RECONVENES ON WEDNESDAY, NOVEMBER 12, 1980. WHEREAS, Federal legislation in the area of general revenue sharing has provided financial assistance to local governments; and WHEREAS, an effective measure providing such assistance is found in the concept of entitlement financing of the general revenue sharing program; NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Senator Chiles and Senator Stone, Representative Fascell, Kepresentative Lehman, and Representative Pepper, are hereby urged to: (1) Insist that the Senate and House Leadership schedule action on GRS reauthorization bills (s. 2574 and N.R. 7112) as soon as possible after Congress reconvenes on Wednesday, November 12, 1980; (2) support reauthorization of general revenue sharing; and (3) oppose any amendment to eliminate entitlement financing for the program. Section 2. The City Clerk is directed to send a copy hereof to the Honorable Senator Lawton M. Chiles, the Honorable Senator Richard B. Stone, the Honorable Representative Dante Fascell, the Honorable Representative William Lehman, and the Honorable Representative Claude Pepper. PASSED AND ADOPTED THIS 9th DAY OF October , 1980. I appreciate your taking the time to provide me with a copy of the City Commission's resolution in support of S. 2574 and H.R. 7112, the State and Local Fiscal Assistance Amendments. I can certainly understand the City Commission's position. As you may know, the appropriate House and Senate Committees have approved legislation to continue general revenue sharing programs. Such legislation is awaiting consideration by the full House of Representatives and the Senate. Please be assured that I will keep the points raised by the City Commission in mind at such time as general revenue sharing legislation is considered when the House reconvenes in November. FLORIDA INTEROFFICE MEMORANDUM TO Richard Fosmoen DATE- October 8, 1980 FILE, City Manager SUBJECT Federal Revenue Sharing Reauthorization FROM REFERENCES Howard Gary Assistant City Manager = a ENCLOSURES — It is recommended that the City Commission ask the Florida Senators and Representatives to pass the federal revenue sharing bills as soon as they reconvene. The City has been receiving approximately $8,000,000 annually from the federal government for general revenue sharing purposes. Today this program is in trouble due to the failure of the Government Operations Committee to bring this bill to the floor of the House of Representatives. Evidently, the extension of this program can not be taken for granted, and City officials must let their voices be heard in Washington before Congress reconvenes. I i 8j).1745
