A RESOLUTION CERTIFYING AND DECLARING THE
FOLLOWING RESULTS OF A BOND ELECTION HELD
OCTOBER 7, 1980: WITH RESPECT TO THE ISSU-
ANCE OF $45,000,000 BONDS FOR PAYMENT OF
THE COST OF IMPROVEMENTS AND EXTENSIONS
FOR THE SANITARY SEWER SYSTEM OF THE CITY
OF MIAMI, APPROVED; AND WITH RESPECT TO THE
ISSUANCE OF $30,0001000 FOR PAYMENT OF THE
COSTS OF STREET AND HIGHWAY IMPROVEMENTS
IN THE CITY OF MIAMI, APPROVED; FURTHER
AUTHORIZING AND DIRECTING THE PROPER CITY
OFFICERS TO PERFORM ANY AND ALL INCIDENTAL
DUTIES AND TO TAKE APPROPRIATE PROCEEDINGS
IN CONNECTION WITH THE ISSUANCE OF SAID
SANITARY SEWER BONDS AND STREET AND HIGH-
WAY IMPROVEMENT BONDS, AS REQUIRED BY LAW.

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The returns of the bond election held on
October 7, 1980 having been received from the election offi-
cials of each of the voting precincts within the City of
Miami and the Commission having duly canvassed such returns
hereby declares:
(a) with respect to sanitary sewer bonds of the City
of Miami, said election was duly called and properly held
and notice thereof was duly given in accordance with law and
Ordinance No. 9130 passed and adopted July 10, 1980 entitled:
"AN ORDINANCE PROVIDING FOR THE HOLDING
OF A BOND ELECTION IN THE CITY OF MIAMI,

(b) with respect to street and highway improvement
bonds of the City of Miami, said election was duly called
and properly held and notice thereof was duly called in
accordance with law and Ordinance No. 9131 passed and adopted
July 10, 1980 entitled:

"AN ORDINANCE PROVIDING FOR THE HOLDING OF
A BOND ELECTION IN THE CITY OF MIAMI,
FLORIDA, ON OCTOBER 71 1980, WITH RESPECT
TO THE ISSUANCE OF $30,000,000 STREET AND
HIGHWAY IMPROVEMENTS BONDS; PROVIDING THAT
THIS ORDINANCE SHALL GO INTO EFFECT IM-
MEDIATELY UPON ITS PASSAGE; AND DISPENSING
WITH THE READING OF THIS ORDINANCE ON TWO
SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE COMMISSION";
(c) all steps in connection with said bond election
were duly, regularly and lawfully taken and had; and all
applicable provisions of the Constitution and Statutes of
the State of Florida and of said Ordinances have been fully
complied with;

(d) the inspectors and clerks of each election pre-
cinct in the City have duly made returns to the Commission
of the results of the election in each such precinct on the
questions submitted at said election;
(e) at said election there were submitted to the
qualified electors of the City of Miami, Florida, the follow-
ing questions:
Shall bonds of The City of Miami, Florida, in an
aggregate principal amount not exceeding $45#0000000
be issued under the provisions of Ordinance No. 9128
for the purpose of paying the cost OF IMPROVEMENTS
AND EXTENSIONS OF THE SANITARY SEWER SYSTEM of said
City, such bonds to be issued at one time or from
time to time and to mature in annual installments 3
to 20 years, inclusive, after the date of the res-
pective bonds, to bear interest at a rate or rates
not to exceed the rate provided for in the statutes
of the State of Florida and to be payable from un-
limited ad valorem taxes?
Shall bonds of The City of Miami, Florida, in an
aggregate principal amount not exceeding $30,000,000
be issued under the provisions of Ordinance No. 9129

4^�j HIGHWAY IMPROVEMENTS in said City, such bonds to be
issued at one time or from time to time and to mature
in annual installments 3 to 20 years, inclusive, after
the date of the respective bonds, to bear interest
at a rate or rates not to exceed the rate provided
for in the statutes of the State of Florida and to
be payable from unlimited ad valorem taxes?
(f) the attached schedule correctly shows the number of
each of the election precincts in the City of Miami, the number
of electors entering the voting machine booths for the purpose
of voting, the number of votes cast by qualified electors on
each of the two questions for the bonds, and the number of votes
cast by qualified electors on each of the two questions against
the bonds;
(g) each qualified elector of the City of Miami was given
the opportunity of voting for or against the issuance of said
sanitary sewer bonds and the issuance of said street and highway
bonds.
Section 2.
(a) With respect to the first question set forth above
concerning the sanitary sewer bonds, it is hereby found and
determined that 17,433 votes were cast by qualified electors
in favor of the issuance of said sanitary sewer bonds; that
9,867 votes were cast by qualified electors against the
issuance of said sanitary sewer bonds; and the Commission hereby
declares and certifies that the issuance of the $45,000,000
sanitary sewer bonds of The City of Miami was approved by the
qualified electors of The City of Miami at such bond election and
that the total number of votes on the first question in such
bond election in said voting precincts was 27,300 ; and that a
majority of the votes on the first question in such bond election
in said voting precincts were in favor of approving the issuance
of said sanitary sewer bonds.
(b) With respect to the second question set forth above
concerning the street and highway improvement bonds, it is hereby
found and determined that 15,733 votes were cast by qualified
electors in favor of the issuance of said street and highway
improvement bonds; that 9,242votes were cast by qualified
electors against the issuance of said street and highway improve-
ment bonds; and the Commission hereby declares and certifies that
the issuance of the $30,000,000 street and highway improvement bonds
of The City of Miami was approved by the qualified electors of The
City of Miami at such bond election and that the total number of
votes on the second question in such bond election in said
voting precincts was 24,975 ; and that a majority of the votes on
the second question in such bond election in said voting precincts
were in favor of approving the issuance of said street and highway
improvement bonds.

Section 3. The proper officers of the City of Miami
are hereby authorized and directed to perform any and all
incidental duties and to take appropriate proceedings in
connection herewith as required by law for the issuance of
the aforesaid sanitary sewer bonds and street and highway
improvement bonds.

I, RALPH G. ONGIE, City Clerk of the City of Miami, Florida, do
hereby certify that all necessary legal steps in connection with the
conduct of a City of Miami Special Election held on October 7, 1980,
were followed by the Metropolitan Dade County Elections Department, i.e.,
Friday, October 3, 1980, 9:00 a.m. - Logic and accuracy test of program
and equipment which would be used to tabulate the absentee ballots.;
October 3, 1980, 1:00 p.m. - .Logic and accuracy test of general
tabulation program;
Tuesday, October 7, 1980, 5:00 p.m. - Precount logic and accuracy test,
precinct ballot tabulation, postcount logic and accuracy test;
Wednesday, October 8, 1980, 2:00 p.m. - Absentee ballot tabulation.
A representative of the City of Miami was present at the logic and ac-
curacy tests and precinct ballot tabulation on the night of the election, and
during the tabulation of the absentee ballots on Wednesday, October 8, 1980.
I further state that all documents concerning these logic and accuracy
tests showed the computer to be functioning correctly and are in the possession
of the Supervisor of Elections of Metropolitan Dade County, under sealed vault.
I further certify that the results of the Special Bond Election held on
October 7, 1980, are as follows:

The Metropolitan Dade County Elections Department further informed us that
the City of Miami was included in the logic and accuracy test legal notice
which was published on Monday, September 29, 1980, in the Miami Herald, Miami
News, and El Herald. This publication meets the legal require-
ment to advertise the logic and accuracy test .
