A RESOLUTION CONFIRMING THE AUTHORITY OF THE
CITY MANAGER TO SUBMIT AN APPLICATION TO THE
BUREAU OF HIGHWAY SAFETY, DEPARTMENT OF COM-
MUNITY AFFAIRS, DIVISION OF PUBLIC SAFETY PLAN-
NING AND ASSISTANCE , STATE OF FLORIDA, FOR THE
FUNDING OF A GRANT TO COMPLETE THE DEVELOPMENT

WHEREAS, the City Commission, after thorough consi-
deration of the problem and available data, has determined
that the funding of a grant for the development of a Compre-
hensive Traffic Safety Plan for the City of. Miami, is in the
best interest of the general public; and
WHEREAS, under the terms of Public Law 89-564, as
amended, the United States of America has authorized the National
Highway Traffic Safety Administration (NHTSA), through the Florida
Bureau of Highway Safety, to make federal grants to assist local
governments in the improvement of traffic safety; and
WHEREAS, the City Commission has examined and duly
considered such Act and considers it to be in the public interest
and to the benefit of the City of Miami to file an application
under said Act and to authorize other action in connection there-
with;
NOW, THEREFORE, BE IT RESOLVED BY IT�HE COMMISSION OF

Section 1. That the funding of a grant to provide
for the development of a Comprehensive Traffic Safety Plan is
in the best interest of the City of Miami and the general public.
Section 2. The City Manager is hereby authorized
to file on behalf of the City an application in the form pre-
scribed by the Florida Bureau of Highway Safety in conformity
with Public Law 89-564, as amended, for a grant to be made to
the City to assist in defraying the cost of the project generally
described above.

Section 3. If such a grant be made, the City shall provide or make
necessary arrangements to provide such funds and/or in -kind contributions in
addition to the grant as may be required by the said Act to defray the cost
of the project generally described above.
Section 4 (a). The City Manager is hereby authorized to furnish
such information and take such other action as may be necessary to enable
the City to qualify for said grant, to accept the grant, and to execute all i
necessary agreements to implement the project under the receipt of the grant.
(b). The City Manager is hereby designated as the City's
authorized representative for the purpose of furnishing to the Florida
Bureau of Highway Safety such information, data and documents pertaining
to the application for said grant as may be required and otherwise act as the
authorized representative of the City of Miami :in connection with this applica-
tion.
(c). If such a grant be made, the City of "Miami shall
maintain such records as necessary and furnish such :information data and
documents as required by the Florida Bureau of Highway Safety to support
the implementation of: the project generally described above.
Section S. '19iis resolution shall take effect immediately upon its
adoption and certified copies thereof are to be included as part of the appli-
cation for the herein grant to be subnitted to the Florida Bureau of Highway
Safety, Division of State Planning, Department of Administration, State of
Florida.

II" grant application in the amount of $20,000

in Federal National Highway Traffic Safety Ad-
ministration funds, per the attached resolution.

The Miami Police Department is currently in the process of drawing up
Q2
the final
application for the above referenced grant application. The purpose
of this
Project is to provide the City of Miami Police Department with the resources
ne-
cessary to complete a three (3) year comprehensive plan aimed at -alleviating
the high risk driver involvement in fatal and/or personal injury traffic
acci-
dents, The three (3) high risk driver groups to be addressed by this
plan will
include the intoxicated driver, the driver under 20 years of age, and
the prior
traffic offender.
NHTSA requires a formal resolution from the City Commission to be attached to the
application. The proposed resolution is enclosed.
