A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUB-
MIT A GRANT APPLICATION TO THE BUREAU OF HIGHWAY
SAFETY, DIVISION OF STATE PLANNING, DEPARTMENT
OF ADMINISTRATION, STATE OF FLORIDA, FOR FUND-
ING OF THE THE MOTORCYCLE RIDER COURSE CONTINU-
ATION APPLICATION TO TRAIN CIVILIAN AND NOVICE
MOTORCYCLE RIDERS IN THE SAFE OPERATION OF
MOTORCYCLES THEREBY REDUCING THE HIGH INCIDENCE
OF NOVICE MOTORCYCLE RIDER INVOLVEMENT IN FATAL
AND INJURY ACCIDENTS; AND FURTHER AUTHORIZING
THE CITY MANAGER TO ACCEPT THE GRANT AND
EXECUTE THE NECESSARY AGREEMENTS TO IMPLEMENT
THE PROGRAM UPON RECEIPT OF THE GRANT.
WHEREAS, under the terms of Public Law 89-564, as amended, the
United States of America has authorized the National Highway Traffic
Safety Administration through the Florida Bureau of Highway Safety to
make Federal Grants to assist local governments in the improvement of
Traffic Safety; and
WHEREAS, the City Commission, after thorough consideration of
the problem and available data has determined that there should be a
program created which will (1) provide training to at least 100 novice
motorcycle riders in Dade County; (2), help reduce the number of novice
motorcycle riders involved in fatal and personal injury accidents; and
WHEREAS, the City Commission has examined and duly considered such
Act and considers it to be in the public interest and to the benefit of
the City of Miami to file an application under said Act and to authorize
other action in connection therewith;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF

Section 1. The Motorcycle Rider Course which is aimed at ra,n ng
civilian novice motorcycle riders in the safe operation of motorcycles,
thereby reducing the high incidence of novice motorcycle rider involve-
ment in fatal and injury accidents is hereby found to be in the best
interests of the City of Miami and the general public.
Section 2. The City Manager is hereby authorized to file in be-
half of the City an application in the form prescribed by the Florida
Bureau of Highway Safety in conformity with Public Law 89-546, as
amended, for a grant to be made to the City for the cost of the Project

Section 3. (a) The City Manager is hereby authorized to
furnish such information and take such other action as may be neces-
sary to enable the City to qualify for said grant and to accept the
grant and execute all necessary agreements to implement the Project
upon receipt of the grant.
(b) The City Manager is hereby designated as the
City -authorized representative for the purpose of furnishing to the
Florida Bureau of Highway Safety such information, data and docu-
ments pertaining to the application for said grant, as may be re-
quired and otherwise to act as the autorized representative of the
City of Miami in connection with this application.
(c) If such grant be made, the City shall maintain
such records necessary and furnish such information, data and
documents as required by the Florida Bureau of Highway safety to
support the implementation of the Project generally described above.
Section 4. This resolution shall take effect immediately
upon its adoption and certified copies hereof are to be included as
part of the application for the herein grant to be submitted to the
Florida Bureau of Highway Safety, Division of State Planning, Depart-
ment of Administration, State of. Florida.

It is recommended that the City Commission
approve a resolution which authorizes the
City Manager to apply for, accept and execute
the necessary agreements to implement the
"Motorcycle Rider Course" grant application 7-0
in the amount of $10,290 in Federal National
Highway Traffic Safety Administration funds, co
per the attached resolution.
In Dade County in 1978, there were 1,443 accidents involving motorcycles. Of
these, 1,230 involved injuries and 22 were fatal. In 1979, there were 1,679
accidents involving motorcycles. Of these, 1,392 involved non -fatal injuries
and 33 were fatal, The increase in the total number of motorcycle accidents
from 1978 to 1979 was 16,4 percent, In addition, non -fatal injury accidents
involving motorcycles increased by 13.2 percent and fatals increased by 50.0
percent.
The purpose of the Motorcycle Rider Course project is to continue the implemen-
tation of a training program aimed at providing instruction to novice motorcyclists
in the safe operation of motorcycles. This course will be conducted utilizing the
curriculum developed by the Motorcycle Safety Foundation and will attempt to
address one hundred (100) novice riders within Dade County over a period of
twelve (12) months.
NHTSA requires a formal resolution from the City Commission to be attached to the
application. The proposed resolution is enclosed.
