HomeMy WebLinkAboutO-091861.7 LCD/bbb 9/26/80 AMENDMENT NO. 68 TO ORDINANCE NO. 8719 ORDINANCE NO. 9 1 8 6 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED; BY ESTABLISHING THREE (3) NEW TRUST AND AGENCY FUNDS ENTITLED: "YOUTH EDUCATION TRAINING (YET) PROJECT",'THE JUVENILE RUNAWAY PROJECT", AND "NOVICE MOTORCYCLE EDUCATION PROGRAM"; APPROPRIATING FUNDS FOR THE OPERATION OF SAID TRUST AND AGENCY FUNDS IN THE AMOUNTS OF $49,272; $106,477; AND $10,290, RESPECTIVELY, FOR A TOTAL OF $166,039; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the State of Florida; Department of Community Affairs, Division of Public Safety Planning and Assistance, Bureau of Criminal Justice Assistance has offered the City of Miami a grant award of $49,272 for a Youth Education Training Project; and WHEREAS,the objective of the Youth Education Training (YET) Project ($49,272) is to provide Criminal Justice System education and training to the youth of the community; and WHEREAS, the United States Department of Justice will provide federal funds representing ninety percent (90%) of the total grant award, an amount of $44,345, for said Training Project; and WHEREAS, a sum of $4,927 must be provided in non- federal funds as the ten percent (10%) matching share re- quirement for said Training Project; and 2 WHEREAS, the nanfederal share must be of money appropriated in the aggregate by the State or unit(s) of general local government; and WHEREAS, the State of Florida will provide one-half of the matching share ($2,463) with the City of Miami providing the remaining matching funds ($2,464),contingent upon the adoption of the FY 1981 Budget; and WHEREAS, the City Commission adopted Resolution No. 79-798 on November 26, 1979, authorizing the City Manager to submit a grant application to the Bureau of Criminal Justice Planning and Assistance, Division of State Planning, Department of Administration, State of Florida for funding of a grant application for Mini -Block Grant Projects, and further authorizing the City Manager to accept the grant and execute the necessary agreements to implement the projects funded under the Mini -Block Grant Program; and WHEREAS, the State of Florida, Department of Community Affairs, Division of Public Safety Planning and Assistance, Bureau of Criminal Justice Assistance has offered the City of Miami a grant award of $106,477 for a Juvenile Runaway Project; and WHEREAS, the objective of the Juvenile Runaway Project ($106,477) is to determine the factors that.result in youths running away from home and if such behavior predisposes said youth to delinquent or criminal behavior; and WHEREAS, the United States Department of Justice will provide $106,477 in federal funds which represents one hundred percent (100%) of the total grant award; and - 2 - r fA M4 WHEREAS, the City Commission adopted Reso- lution No. 80-527 on July 10, 1980, authorizing the City Manager to submit a grant application to the Bureau of Criminal Justice Planning and Assistance, Division of State Planning, Department of Administra- tion, State of Florida for funding of a grant applica- tion for said Project, and further authorizing the City Manager to accept the Grant and execute the necessary agreements to implement the program; and WHEREAS, the State of Florida, Division of Public Safety Planning and Assistance, Bureau of Highway Safety has offered the City of Miami a grant award of $10,290 for a Novice Motorcycle Educa- tion Program; and WHEREAS, the objective of the Novice Motor- cycle Education Program is to provide training in the safe operation of motorcycles by the novice rider, thereby reducing the motorcycle accident injury/fatality rate; and WHEREAS, the United States Department of Transportation will provide $10,290 in federal funds which represents one hundred percent (100%) of the total grant award for said Program; and WHEREAS, the City Commission adopted Reso- lution No. 80-222 on March 19, 1980, authorizing the City Manager to submit a grant application to the Bureau of Highway Safety; Division of State Planning; Department of Administration, State of Florida for funding of a grant application for said Program; and further authorizing the City Manager to accept the Grant and execute the necessary agreement to implement the Program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: - 3 - 9186 1 2 2 Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars:!/ "Section 1. Funds have been awarded for the following three (3) programs: 1. YOUTH EDUCATION TRAINING (YET) PROJECT: This program was developed as a result of recommendations by community representatives in the Liberty City and Overtown neighborhoods in response to the May Riots. The objective of this project is to provide identified youth in the respective neighborhoods with educational experiences in the Criminal Justice System and supportive job skills training. In addition to encouraging participation in community and crime prevention activities. LEAA Amount: $ 44,345 State of Florida: 2,463 City of Miami: 2,464 Total $ 49,272 2. JUVENILE RUNAWAY PROJECT: (Second Year) This program is in its second year of funding. The primary objective is to provide diagnostic as well as social services resources to runaway youth and their families. In addition, the program will attempt to determine if being a "runaway" predisposes youth to delinquent behavior.
