HomeMy WebLinkAboutR-80-0798RESOLUTION No.' S O - 7 9 8 A RESOLUTION APPROVING THE MOST QUALIFIED CONSULTING FIRMS TO PROVIDE FINANCIAL ADVISORY SERVICES FOR PROPOSED DOWNTOWN GOVERNMENT CENTER PARKING PROJECT; AUTHORIZING THE CITY MANAGER TO UNDERTAKE CONTRACT NEGOTIATIONS WITH THE MOST QUALIFIED FIRMS ON A ROTATING NON -CONTINGENT BASIS FOR SAID PROJECT; TO ARRIVE AT A CONTRACT WHICH IS FAIR COMPETITIVE AND REASONABLE; ALLOCATING $150000.00 FROM THE PARKING CAPITAL PROJECTS FUND TO COVER THE COST OF SAID CONTRACT FOR SAID PROJECT; AND DIRECTING THE CITY MANAGER TO PRESENT THE PROPOSED CONTRACT TO THE CITY COMMISSION AT THE EARLIEST SCHEDULED MEETING OF THE COMMISSION AFTER NEGOTIATIONS OF SAID CONTRACT FOR APPROVAL BY THE COMMISSION PRIOR TO EXECUTION THEREOF. WHEREAS, the City Commission, by Resolution No. 80-49, dated January 24, 1980, temporarily designated parking structure projects as Category B projects with respect to the planning and design thereof, in accordance with Ordinance No. 8965; and WHEREAS, in the implementation of the design and construc- tion of the project, the City Manager solicited expressions of interest from qualified financial consultants and evaluated the qualifications of those firms which responded to his inquiry, then selected the most qualified firms for providing financial advisory services; and WHEREAS, it is in the best interests of the City of Miami to engage a professional financial consultant to assist the City in arranging for the financing of this project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission approves the selection by the City Manager of the following firms as the most qualified to provide financial advisory services for the proposed Downtown Government Center Parking Facility project: "UUCUk"k-N I INDEX Firm No. 1. Firm No. 3: Dean Witter Reynolds Inc. cmr COMMISSION MEETING OF OCT? 0 1980 w m1.u110N NO 80-'7 J Section 2, The City Commission authorizes the City Manager or his designee to negotiate a financial advisory services agreement on a noncontinrent basis with the first firm listed in Section 1 herein for such services in amount not to exceed $15,000.00. In the event the City Manager is unable to negotiate with said firm an agreement which in his opinion is fair, reasonable and competitive, then the City Manager shall terminate negotiations and proceed to negotiate with the second firm listed in Section 1 herein, or to negotiate with the third firm so listed if the second negotiations fail. Section 3. The City Commission directs the City Manager to present the proposed contract to the City Commission at the earliest scheduled meeting of the Commission after negotiations have been completed for said contract for approval by the Commission prior to execution thereof. Section 4. The City Commission authorizes the City Manager to expend an amount not to exceed $15,000.00 from the Parking Capital Projects Fund for said services. On the advice of the City's bond Counsel, Brown, Wood, Ivey, Mitchell & Petty, the City advertised in the Daily Bond Bar for a financial consultant to assist the City in arranging for a revenue bond sale for the Proposed Downtown Government Center Parking project. Thirteen nationally known firms responded to the advertisement and three were found most qualified to provide the services. The resolution provides .for the City Commission approving the City Manager's list of firms in rank order; for the City Manager to negotiate an agreement for financial consulting services in sequence in event negotiations fail.; for the City Manager to present the agreement to the City Commission for approval prior to execution; for the City Manager to expend an amount not to exceed'$15,000 from the Parking Capital Projects Fund.
