HomeMy WebLinkAboutR-80-0797RESOLUTION No. 8-797 A RESOLUTION APPROVING WILBUR SMITH AND ASSOCIATES TO PROVIDE PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES FOR THE DESIGN AND CONSTRUCTION PHASES OF THE DOWNTOWN GOVERNMENT CENTER PARKING PROJECT; TO ARRIVE AT A CONTRACT WHICH IS FAIR, COMPETITIVE AND REASONABLE; ALLOCATING $100,000.00 FROM THE PARKING CAPITAL PROJECTS FUND TO COVER THE COST OF SAID CONTRACT AND ANY NECESSARY ANCILLARY SERVICE CONTRACTS= AND DIRECTING THE CITY MANAGER TO PRESENT THE PROPOSED CONTRACT TO THE CITY COMMISSION AFTER NEGOTIATION OF SAID CONTRACTS FOR APPROVAL OF THE COMMISSION PRIOR i, �•., ...,���0 EXECUTION THEREOF. U S is FOLLOW yy WHEREAS, The City Commission, by Resolution No. 80-49, dated January 24, 1980, temporarily designated parking structure projects as Category B projects with respect to the planning and design thereof, in accordance with Ordinance No. 8965; and WHEREAS, a feasibility study was completed by Barton- Aschman Associates, Inc., indicating that there is need for a public parking structure in the Downtown Government Center; and WHEREAS, it is in the best interests of the City of Miami to proceed immediately with the design phase of the proposed Downtown Government Center Parking Facility project; and WHEREAS, under Resolution No. 80-303 of April 240 1980, the City Commission approved the selection by the City Manager of six firms as the most qualified to provide professional architectural/ engineering services for the design and construction phases of parking structure projects, on a rotating, non -contingent basis in rank order; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the selection by the City Manager of Wilbur Smith Associates as the first ranking firm listed in Resolution No. 80-303, to provide professional architectural/engineering services for the design and construction phases of the Downtown Government Center Parking Facility. %UGuh'iLl` I lhotti\ ITEM NO.-J- 1 I CITY COMMISSION MEETING OF QCT3 0 1980 8 0 7 F Section 2. The City Commission authorizes the City Manager or his designee to negotiate professional services agreement on behalf of the City of Miami with Wilbur Smith Associates for such services, with provisions to the effect that the City will have the right either to terminate the Agreement or suspend work under the Agreement after Wilbur Smith Associates completes the Design Development Phase of the work without penalty to the City; and the City will have the right to continue the Agreement in the event work has been suspended and after the City has obtained additional funds for professional services beyond the Design Development Phase. In the event the City Manager is unable to negotiate with said firm an agreement which in his opinion is fair, reasonable and competitive, then the City Manager shall terminate negotiations and proceed to negotiate with the second ranking firm as listed in Resolution No. 80-303, or to negotiate with the third ranking firm and so on until the sixth ranking firm, in succession, if previous negotiations fail. Section 3. The City Commission directs the City Manager to present the proposed contract to the City Commission at the earliest scheduled meeting of the Commission after negotiations have been completed for said contract for approval by the Commission prior to execution thereof. Section 4. The City Commission authorizes the City Manager to negotiate any necessary ancillary service contracts. Section 5. The City Commission authorizes the City Manager to expend an amount not to exceed $100,000.00 for the professional architectural/engineering services agreement and any necessary ancillary services agreements, inclusive, from the Parking Capital Projects Fund. The City Commission by Resolution No. 80-49, dated January 24, 1980, temporarily designated parking structures as Category B and by Resolution No. 80-303, dated April 24, 1980, approved a list of six firms in rank order to provide professional architectural/engineering services under three categories of consulting services. The firm of Wilbur Smith Associates, Inc., ranked first in all three categories. In the latter resolution the City Commission also -approved funds for a feasibility study of public parking needs in the Downtown Government Center Project. Inasmuch as Wilbur Smith Associates, Inc., were under contract with Dade County to prepare a comprehensive traffic plan in the Central Business District, it was agreed to engage Barton-Asehman Associates, Inc., to prepare the feasibility study. Barton-Aschman has completed the,final draft of the study, entitled Draft, Feasibility Analysis, Proposed Parking Structure, Downtown Government Center, Miami, Florida, datedOctober—, 1980, in which the firm finds a ne:ec for. a pu lic parking multi -story facility in Block 108N, the western two-thirds of the block bounded by NW 2 Street on the north, NW 1 Street on the south and NW 3 Avenue on the west, and determines that the facility is economically feasible.
