FOLLOW
WHEREAS, the Miami Planning, Advisory Board at its meeting
of September 17, 1980, Item Tio. 1, following an advertised
hearing, adopted Resolution No. PAB 24-80 by a 5 to 2 vote
( 1 member absent) recommending; approval in concept of the nr.onosed
plan for Bayfront Part: between Chopin Plaza and approximately
Northeast Second Street Fast of. Biscayne Boulevard presented, as
hereinafter set forth; and
T�THERFAS, The City Commission deems it advisable and in
the best interest of the general welfare of the City of Miami and
its inhabitants to recommend said plan;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THI:
CITY OF MIAMI , FLORIDA:
Section 1. The proposed plan for Bayfront Park between
Chopin Plaza and approximately Northeast Second Street East of
Biscayne Boulevard presented, and designated as the preliminary
NOGUCHI PLAN (June 16, 1980), subject to submission of a site
and development plan in conformity with ARTICLE XVIII.:I, Section
4(1) of the Comprehensive Zoning Ordinance No. 6871; property
zoned P-R (Public Park and Recreational Ilse) District, be and
the same is hereby recommended in concept,
PASSED AND ADOPTED this 30th day of OCTOBER , 1.980.

BAYFRONT PARK BETWEEN CIiOPIN PLAZA AND
APPROXIMATELY NE 2ND STREET, EAST OF
BISCAYNE BOULEVARD
Request :for conceptual plan approval com-
prising; a modifiention of the existing park
development. The proposed plan has been
prepared by Isamu Noguchi, sculptor, dated
June 16, 1980.
REQUEST To give approval, in concept, to the pre-
liminary Noguchi plan for Bayfront Park.
BACKGROUND The Downtown Development Authority, through a
grant from the National Endowment -for the Arts,
engaged Isamu Noguchi :for a conceptual plan for
Bayfront Park, Article YVIII-1 of the Compre-
hensive Zoning Ordinance requires a recommenda-
tion from the Planning Advisory Board and approval
of the City Commission of it site or development
plan where a substantial change in the character
of use of an existing park (zoned PR) is pro-
posed. Consideration of this conceptual plan
will be followed by consideration of a site
development plan at a later date,
The conceptual plan (attached) proposes the
following changes to Bayfront Park:
Phase I - Construction of it Baywalk, including
an approximately 150 foot wide prom-
enade, with seating, pavers, land-
scaping, utilities, signage, finger
piers, children's playground, some
filling by Miamarina and replacement
of the existing deteriorated bulk-
head with rip -rap. The existing
rock garden will be retained,
Phase II -for the remainder of the Park -
Construction of a 2,000 scat amphi-
theatre for performing arts and
special community events; two aesthet-
ic fountain/sculptures with adjacent

the Boulevard to allow for such
uses as a series of food vending
carts, seating, landscaping and
international visitors center.
The existing bandshell and library
would be removed.
The park north of NE 2nd Street is
not covered by the plan.
Tentative funding sources are; Corps of Eng-
ineers, Dade County Department of Environmental
Regulation (Bay Restoration Fund), Florida De-
partment of Natural Resources (FREDAP and LAWCON),
City of Miami Capital Improvement Funds and pri-
vate sources. The tentative budget is $10,050,000.
ANALYSIS The principal issues at this conceptual stage
are as follows;
1. Does the proposed plan contain sufficient
attractions and program options to induce

people to make use of the park?
i 2. Will this easterly shift of the Downtown
People Mover Station detract from office
worker patronage of the DPM? y
3. Is the removal cost of the present Library
Building contained in the project cost
estimate?
4. Are performing arts programs feasible within
the proposed -amphitheatre and adequately
supported with convenient ancillary facilities
e.g., dressing rooms?
5. Will an overall detailed landscape plan be
developed to complement the park design?
These issues can be further addressed as planning
and programming proceeds to a more detailed site
development plan.

#1, following an Advertised Hearing, adopted Resolution No. PAB 24-80 by a
5 to 2 vote 0 member absent) RECOMMENDING approval in concept of the pro-
posed plan for Bayfront Park between Chopin Plaza and Approximately N.E.
2nd Street East of Biscayne Boulevard presented, and designated as the
preliminary NOGUCHI PLAN (June 16, 1980), subject to submission of a site
and development plan in conformity with ARTICLE XVIII-I, Section 40 ) of
the Comprehensive Zoning Ordinance #6871; property zoned P-R (Public Park
& Recreational Use).
There were no objections.
A RESOLUTION to provide for this approval has been prepared by the City
