A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE
CITY MANAGER'S EXECUTION OF THE ATTACHED AGREEMENT
WITH THE_SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM
AND SENIOR AIDES PROGRAM..OF DADE COUNTY FOR THE CO-
ORDINATION OF SERVICES IN CONNECTION WITH THE HOME
SAFETY INSPECTION PROGRAM..TO BE CONDUCTED SUBSTANTIALLY
IN ACCORDANCE WITH THE TERMS AND CONDITIONS SET FORTH
IN SAID AGREEMENT, WITH FUNDS THEREFOR ALLOCATED FROM
THE FIRE DEPARTMENT'S GENERAL BUDGET AND THE FIRE

WHEREAS, the City of Miami is desirous of utilizing
senior citizens in the performance of fire education and
home safety surveys; and
WHEREAS, the Senior Citizen Service Employment Program
and the Senior Aides Program of Dade County desire to co-
operate by providing participants in this connection; and
WHEREAS, City of Miami Department of Fire personnel, by
Agreement, will teach and train these participants; and
WHEREAS, funds are available through the Fire Depart-
ment's general budget and the Fire Fighters Bond Fund; and
WHEREAS, because of time constraints, the City Manager
has already entered into an Agreement with regard to this
worthwhile program;
NOW, THEREFORE, BE IT RESOLVED BY TJ E;,COMMISSION OF' THE
CITY OF MIAMI, FLORIDA: ITEM NO.
Section 1. The City Manager's execution oftheattach-
ed Agreement with the Senior Community Service Employment
Program and Senior Aides Program of Dade County for services
in connection with the Home Safety Inspection Program to be
conducted substantially in accordance with the terms and
conditions set forth in said Agreement, with funds therefor
hereby allocated from the City of Miami Fire Department's
general budget and the Fire Fighters Bond Fund not to exceed

PROGRAM MANUAL

PROGRAM AUTHORITY:
The City of Edmunds, Washington, developed a program utilizing senior
citizens to perform fire education/home safety surveys. An 80 hour
training package, including slide presentations, was developed to
be used by the Fire`Department Instructor to train these senior
citizens. Federal funds were awarded for this program under Title V
of the "Older American Act." Funds are now available to any city ;
that wishes to host such a prpar�af,,ptilizin,1gthe Edmunds Curriculum.
OBJECTIVES:
Establish an ongoing, bilingual tpubl c'sa ety education program to
reduce fires caused by public ignorance and apathy.
We intend to continue utilizing senior citizens to perform door-to-
door home/fire safety surveys, advise.• homeowners of benefits of
early warning devices (.smoke detectors), and give general instruction
in all phases of fire safety in the home. One or two participants
will be utilized to install and test smoke detectors on request.
In the future, when this program is well-establi'shed, we expect to
utilize some participants to test single station smoke detectors,
required by the Fire Code, which have been installed in Group 'H'
occupancies, as a horizontal separation alternative. Fire safety
demonstrations would be presented to elementary school children,P.T.A.,
senior citizen groups, etc..
We are currently using two participants of the group as Group
Supervisors, two as drivers for the Vans, which the City of Miami

has provided), and one as a Record Keeper and Clerk for the Program.
It is our intention to add an additional Van,Driver and Supervisor
for the purpose of promoting more efficiency and safety for the
groups by having a Van in the work area of each group.
GOAL:
Reduce the loss from accidental fires in single family homes and
duplexes by 2% per year.
Make homeowners aware of the potential of single station smoke
detectors to save lives, prevent injuries, and reduce property
damage through early warning.

Through public awareness of this program, we could in.the future
provide the necessary manpower, tools, and expertise to properly
place and install smoke detectors for homeowners who request assist-
ance. This program could be very beneficial to older citizens,
widows, and/or single females.

There will be funding provided for 46 participants who will work four
or five hours a day, five (5) days per week. Their classification
will be Secretary and Installer, Driver, Supervisor, and their rate
of pay will be as follows:

FUNDING:
Funding for senior citizens salaries will be provided through a
Project Sponsor (Contractor):

Program (30 persons)
There would be no cost to the City of Miami for Senior Citizens
salaries until such time as The City of Miami needs and budget
restrictions would permit funding of additional employees.
It is recommended that one (1) additional Vehicle be purchased,
utilizing the Fire Department Bond Funds, and Uniform and Vehicle
Maintenance would be budgeted in the 1980-81 regular budgets.
Regular. Fire Department personnel, one (1) Fire Lieutenant assigned
to the Fire Prevention Bureau would be required to administer this
program, on a full-time basis. we feel it is necessary to have
control of this program within the Fire Prevention Bureau, and to
increase supervisory control to achieve the program's goals with
safety and efficiency.

RESPONSIBILITY OF THE HOST AGENCY (CITY OF MI 11) :
The host agency shall be responsible for local operations of the
program and shall designate a member of its staff who will.be re-
sponsible for supervision of all its Titie-7-enrollees.
The host agency must be able to. match the total federal funds with
at least a ten percent (10%) contribution from non-federal sources
(see COST). This matching contribution may be in -kind and such
sources as supervisors, training, administration, supplies/equipment
costs may be utilized for this purpose.

The host agency shall be responsible for completing and transmitting
to the Project Director, all forms and reports necessary to properly
administer and assess the progress of the program.
TRAINING:
The re-training period will be two weeks (40 hours - 20 hours per
week). The training program will be conducted by Lieutenant Dibble,
Instructor Tompkins and Inspector Taylor.
The home inspection instructions will be based upon the Edmunds Fire
Department,, Washington State Program entitled "Residential Fire
Survey Training Program." The public education instructions will

cover slide programs, table -top demonstrations and other instructions
required to insure that they represent the best interests of the City.
After the training is concluded, the participants will report to a
designated work location every day except holidays and weekends, when
they will receive their assignments. Periodically, they would be
required to attend meetings.of an administrative nature and could
also be required to attend additional training sessions and/or indi-
vidual counseling, as needed. "f /
SUPERVISION:
Supervision will be by a Fire Lieutenant of the Fire Prevention Bureau.
He will coordinate and supervise periodic re-training programs. He
will provide close field supervision, working through the field
supervisors, who have been selected from the groups. He will assign
zones for home surveys and provide the groups with materials. He
will report to the Project Directcrs with all required information.
He wi11 supervise the keeping o_` records and the time book. He will

perform such other duties as the position requires.
TRANSPORTATION:
All transportation for participants will be their responsibility.
Usually, they will report directly to their predetermined meeting
place, and would be met by a supervisor for roll call, exchange
of information, etc.. ,
Exception: (1) Supervisors would be required to transmit personnel
information to office, pick up and distribute handouts,
take participants to City Doctor, a medical facility,
etc., using Van supplied by City.
(2) Secretary -Timekeeper - worksite would be the Fire
Prevention Bureau. .�r , , , i
IDENTIFICATION:
A City of Miami clip -on Identification Card is issued for identifica-
tion. This car will have the individual's picture on it and would
be clipped to his/her shirt. In the blank 'position', FIRE SURVEYOR
will be entered.
LWIFORMS:
Three (3) uniform shirts, as designated by the Fare Chief, will be
furnished to each participant by the City of Miami.
This program is successfully underway here in the City of Miami and
in cities and communities as diverse as Huntington, West Virginia,
Aurora, Colorado; Tucson, Arizona; Orange, Texas. Many other cities
are in various stages of program development for similar type
citizen involvement programs.

PROGRAM RESULTS:
During the first year the Program has been enthusiastically
received by the community and many positive comments of support.
have been telephoned in. Data collection is ongoing and results
of the first full year of surveys should be available by
July 1, 1980. Analysis will determine further changes in scope
or direction in the Program. •

It is recommended that the City Commission ratify

the attached Agreement entered into by the City
Manager, the Senior Community Service Employment
Program and the Senior Aides Program of Dude County,
with funds allocated through the Fire Department's
General Budget and the Fire Fighters Bond Fund, not
to exceed $53,344.

Through a previous Agreement authorized by the City Commission and
approved by the City Manager, the City of Miami. Ciro Department has
worked with the Senior. Community Services Employment Program and
Senior Centers of Dade, Inc., to utilize senior citizens as home
safety advisors in augmenting our fire safety and educational program.
This program has been very successful and we now seeking to have the
City Commission ratify the current Agreement (j my 1, 1980 through
June 30, 1981) which has been fully executed by all parties concerned.
It is requested that this matter be scheduled for the City Commission
on October 30, 1980.

THIS AGREEMENT, made and entered into this 1sL clay of
Sepc:cmbur, 1980,by and between the City of Miami, a municipal
corporation of the State of Florida, (Hereinafter referred to as
"THE CITY AND OF. 140ST AGENCY') , Senior Community Service Employment
Program (SCSEP), a project within National Retired Teachers
Association and American Association of Retired Persons, (hereinafter
referred to as 'SPONSOR'), and the Senior Aides. Program of Dade County,
a subdivision of Senior Centers of Dade, Inc. (hereinafter referred
to as 'SPONSOR').
WITNESSETH :
WHEREAS, the City of Miami is desirous of utilizing senior
citizens in the performance of fire education and home safety surveys;,
and `
WHEREAS, The City of Miami's Department of Fire, personnel
pursuant to this agreement will teach and traa'n these senior citizens;
and
WHEREAS,-- federal funds are made available, under Title V
of the 'Older American Act';
NOW, THEREFORE, in consideration of the mutual covenants and
agreements hereinafter set forth, the parties hereto covenant and
agree as follows:
SENIOR CENTERS OF DADE AGREES:
1. To provide no more than sixteen (16) persons who are
residents of the City of Hiami for participation in the,program.
2. To provide salaries for said persons participating in
the program.

3. To provide liability, and workmen's compensation in-
surance coverage for said participants until these participants
become CITY employees, as per the attached program manual and
TITLE V Rule and Regulations to be incorporated by reference as'a
part hereof.
4. To provide administrative support to the HOST AGENCY,
City of Miami.
THE SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM AGREES:
1. To provide no more than thirty (30) persons who are
residents of the City of Miami for participation in the Home Safety
Advisors Program.
2. To provide salaries for said persons participating in
subject program.
3. To provide liability, and workmen's compensation insur-
ance coverage for said participants until these participants be-
come CITY employees, as per the attached program manual and'
Title V Rules and Regulations to be incorporated by reference as

a part hereof.
4.~ To provide administrative support to the NRTA-AARP SCSEP
participating enrollees.
THE CITY AGREES:
1. To serve as the HOST AGENCY for subject program.
2. To provide administrative support, supervision and training
for the senior citizen participants.
3. To provide in -kind contributions for the term of the program
as spelled out in attached program manual.
4. To designate a member of the Department of Fire staff who
will assume responsibility for supervision of the program.
5. To provide ongoing evaluation reports to'sponsoring agencies.

6. To provide uniforms for program participants.

7. To consider offering to those persons who would meet the
needs of the Department of Fire permanent employment either on a full
time or part-time basis as line positions become available and budget
limitations permit.
8. To provide work for program participants.
TERM:
The term of this agreement shall be for a period of one (1)
year, beginning on July 1, 1980, and terminating on June 30, 1981.
TERMINATION:
At any time during, the term of this agreement, the parties
may at their option, terminate this agreement upon thirty (30) days
prior written notice to the others. Upon termination, the participants
shall be paid for services rendered pursuant to this agreement through
and including the date of termination.
IN WITNESS WHEREOF, the parties hereto have executed this
agreement September 1, 1980
