WHEREAS, sealed bids were received October 7, 1980
for DINNER KEY - DEMOLIT'ION OF BUILDINGS; and
WHEREAS, the City Manager reports that the $117,007
bid of Ben Hurwitz, Inc., for bid 1 through 6 of the proposal,
is the lowest responsible bid and recommends that a contract
be awarded to said firm; and
WHEREAS, the Capital Improvements Appropriation
Ordinance No. 901.9, as amended, Was adopted on November 8,
1979, and monies are available for the proposed amount of
the contract, project expense, incidentals, and indirect
cost from the account entitled "Federal Revenue Sharing;",
as set forth udder Section X, Item C-11-2, of said ordinance;
NOW, THEREFORE, BE I`.I' RESOLVED BY THE C01414ISSION OF
THE CITY OF MIAMI, FLORIDA: "DOCUMENT DEX
Section 1. The October 7,1TR0N1.101.' ,furwitz,
Inc. in the proposed amount of $117,007 for the pro,Ject
entitled DINNER KEY - DEIMOLITION OF BUILDINGS, for bid 1
through 6 of the proposal, based on lump sum prices, is
hereby accepted at the prices stated therein to cover the
cost of said contract.

Section 2. The amount- of $47,007 is hereby allocated
from the account entitled "Federal Revenue Sharing".
Section 3. The additional amount of $5,170 is
hereby allocated from the aforesaid fund to cover the cost
of project expense. .
Section 4. The additional amount of $940 is
hereby allocated from the aforesaid fund to cover the cost
of such incidental items as advertising, testing laboratories,
and postage.
Section 5. The additional amount of $1,949 is
hereby allocated from the aforesaid fund to cover the
indirect cost.
Section 6. The City Manager is hereby authorized
to enter into a contract on behalf of The City of Miami
with Ben Hurwitz, Inc. for DI14NER KEY - DEMOLITION OF
BUILDINGS, bid 1 through 6 of' the proposal.

''-glamiH- y Hall, 3500 Pan American Drive, Dinner Key, Miami,
Florida 33133, at which time and place they will be publicly
opened and read.
The project consists of the demolition and removal from the
site of four 2-story CBS buildings, and a 1-story CBS building,
all located at Dinner Key, South Bayshore Drive and Pan American
Drive.
All bids shall be submitted in accordance with the Instructions
may be obtained from the office of the director, Department
of Public Works, 275 N.W. 2 Street (4th Floor), Miami, Florida.
Plans and specifications are to be returned in good condition
and unmarked within 10 days after bids have been received.
Those minority or target area contractors/small business
interested in submitting bids are advised to contact Contractors
Training and Development, Inc. to be provided technical assistance
in preparing bid packages.
Proposal includes the time of performance, and specifications
contain provisions for liquidated damages for failure to complete
the work on time.
The City Commission reserves the right to waive any informality
in any bid, and the City Manager may reject any and all bids and
readvertise.

The Department of Public Works recommends
adoption of the resolution accepting the
bid received October 7, 1980 of Ben Hurwitz,
Inc. in the amount of $117,007; and
authorising the City Manager to enter,
into a contract on behalf of the City o•f
Miami for DINNER KEY - DEMOLITION 01P
BUILDINGS.
Bids were received October 7, 1980 for the demolition and
removal. from the site of four 2-story and one 1-story
buildings, all located on Pan American Drive and South
Bayshore Drive.
As reflected in the tabulation of bids, the ,$117,007 bid
is the lowest responsible bid for bid 1 tliroi.tch 6 of the.
proposal.
Funds have been allocated from "Federal Revenue Shrtrinl"
for the estimatod amot.tnt of the contract, for, project
expense, for ZL101-1 items as advertising, testing l.aborator,ies,

Buildings at Dinner Key
On October 16, 1980, four divisions of the
Building Department made an inspection of the
buildings at Dinner Key along Pan American Drive.
Copies of the inspectors' reports were forwarded
to Vince Grimm as requested. I am attaching copies of reports.
My recommendation, based upon the reports submitted,
is that the buildings at 3316, 3318, 3319, 3332, '
and 3342 Pan American Drive not be used, as they are
unsafe and unfit for human occupancy, and shall be demolished.

kNCLOSURFS.
As per your request, I have inspected the buildingskabove mentio-
ned and discribed bellow are my findings and recommendations.
The building located at 3316 Pan American Drive (Formerly Fire
Chief Office) doesn,t have enough toilet facilities to comply with
the minimum requirements of the South Florida Plumbing Code.
The building located at 3342 Pan American Drive (Formerly Fire Pre-
vention Bureau), the plumbing fixtures are in very poor condition
and waste lines and portable Water lines are rusty with the poten-
cial of breaking and CaLlsing an unsanitary condition.,
33.19 Pan American Drive (Formerly Building & 7,oning),'this building
went through some remodeling two years ago and the toilet Facilities
still inadequate and in very Door condition.
For the above reasons any use or occupancy in these buildings will
be contrary to the provisions of the plumbing code and a menace to
life and health.

In response to your request, an'evaluation has been
made today of the former Public Works Department building
at 3332 Pan American Drive. The reports are negative.
Based on the condition of the building as reported by
the Building, Electrical and Plumbing Division Chiefs,
my advice is that the building not be used for the
occupancy proposed as it is unsafe and unfit for human

occupancy.

As requested an inspection of the electrical service was
made at the above referenced address and the Following
items were found:
1. There are numerous electrical boxes on the first
floor with exposed conductors extending fkom them.
2. There are exposed electrical conductors next to the
Air Conditioner Water 'Power.
3. A hole has been made in one of the exterior walls on
the second floor and the conduit has been removed
leaving exposed conductors.
4. The electrical service entrance conductors have lost
their exterior cover and the rubber is cracker and
starting to peel. Those are the conductors that bring
the electric current into the building. This
condition is very hazardous.
The service entrance conductors must be replaced before
ally use of the building can be considered.

For the above reasons, I cannot .recommend the use of this
building for public use or occupancy.
