WHEREAS, the City of Miami entered into contract with the Artist, Isamu Noguchi, on March 10, 1980, for conceptual design services to provide a Master Plan for Bayfront Park; and WHEREAS, the Miami City Commission adopted Motion No. 80-547 on July 24, 1980, endorsing the Plan for Redevelopment of Bayfront Park; and WHEREAS, the Miami Planning Advisory Board, at its meeting held on September 17, 1980, Item No, 1, following an advertised hearing, adopted Resolution No. PAB 24-80, by a 5 to 2 (1 absent) vote recommending Development Plan approval; and WHEREAS, the Master Plan for Bayfront Park has received numerous endorsements from civic and business organizations including the Downtown Development Authority, the Miami {Waterfront Board, the Council of Arts and Sciences, and the Greater Miami Hotel and Motel Association; and WHEREAS, the Master Plan Design has been completed as per the contract dated March 10, 1980, including review at two public hearings; and W11EREAS, the City Manager, the Department of Parks, and the Downtown Development Authority recommend that the Master Plan for Bayfront Park be accepted and approved, and final payment made to the Artist, Isamu Noguchi; NOW, THEREFORE:, BE IT RESOLVED BY THE C0Ml4ISSI0N OF THE CITY OF MIAMI, FLORIDA: "DOCUMENT INDEX t'j' Mpn (� Section 1. Mr. Noguchi has fulfilled his obligations under the Agreement dated March 10, 1980. Since the Commission Meeting of July 24th when the plan was approved in concept, Mr. Noguchi Is proposed redevelopment of Bayfront Park has undergone substantial scrutiny. 791e proposal has been examined and approved by the Planning Advisory Board and has received numerous endorsements from various civic and business organizations including the Downtown Development Authority, the Miami Waterfront Board, the Council of Arts and Sciences, and the Greater Miami Hotel and Motel Association. Individuals who support the plan include Harry Hood Bassett, Ruth S)iack and Congressman Claude Pepper. The Downtown Development Authority has been working closely with the Dade County Office of Transportation Administration to come tip with alternative alignments that would allow the Downtown People Mover System to be placed in the park. '11iis particular element has received strong support since it would address the Problem of access into the park. The demolition of the library, although opposed by some, will be of overall benefit to the City and future park patrons. Vic building has never been popular since it obstructs the view to Biscayne Bay, 71ie library operation was not heavily used, thus the decision to move it to the new downtown cultural center. Isamu Noguchi, which includes a cost estimate for the design plans presented and approved.in principle at the City Commission meeting of July 24, 1980. Mr. Sadao will -be present at the Commission meeting on October 30th to answer any questions pertaining to the conceptual design plan, along with DDA and Parks Department staff. fie will have available for presentation a series of revised drawings for your review. This will satisfy the City's coritract with the sculptor, funded initially by the National Endowment for the Arts. Since the last Commission presentation, the design plan has been presented, at the request of the City Manager, to the Planning Advisory Board. They endorsed the park design, 5-2, on September 17, 1980 at an advertised public hearing. The park design has been reviewed and approved by adjacent property owners, civic organizations, business groups, and concerned individuals, who perceive the need for a new Bayfront Park. For your information, the endorsement from the Council of Arts & Sciences carries with it a pledge to work with us in the future to insure proper design, utilization and programming of the amphitheatre. The Cultural Executives Council is also interested in this feature of the park, and will collaborate with us to achieve a functional space for performing artists. The Miami - Dade Outdoor Dr.ama,'Inc. Board, who are attempting -to create Miami's original historic pageant, has envisioned renting this new facility for three months during the winter season, for continuous engagements for the public. The DDA, in conjunction with the Mayor's Office, has established a committee of private citizens, chaired by Mrs. Florence Bassett. They have been, and will be, instrumental in expediting the re- development of the park. At our last committee meeting, plans were discussed to establish a fundraising campaign.for:the two major fountains and the childrens playground. Serious fundraising will begin in early 1981. The adoption of the plans would call for the removal of the library building, re -capturing the visual access of the Bay from Flagler Street. The existing Main Branch of the library system will re- locate in two years to the new Metro -Dade Cultural Center on West Flagler Street. Retaining the structure would require a committment of municipal, financial resources and operating staff at a minimum of $200,000 annually. It is doubtful that any new use could be accommodated that would be of a public purpose and/or revenue generating. Continued on Page 3 j Memo: Mr. Kenzie to Members of the City Commission October 24, 1980 Page 3 DDA staff has been exploring alternative placements of the People Mover Station on the eastern side of the Boulevard with OTA staff: Station design will not begin until January 15, 1981, but station location must be firmed up by December. The proposed change in the station location would avail DPM patrons (estimated at 40,000 daily) of easy access to the park and a dramatic panoramic view. Upon the final approval by the City Commission of Noguchi's-design, grants will.be submitted to the Corp of Engineers, the State of Florida (two separate grant applications), and Metro -Dade Department of Environmental Resources Management. These funds, should they be awarded to the City, will enable design/development work to proceed on Bayfront Park, on the waterfront section and the park proper (see attached budget estimate/phasing schedule). In closing, I' have enclosed a press release from WPBT (Channel 2) which will be showing a newly released one -hour film on Mr. Noguchi. His Bayfront Park commission will be mentioned in the film, shown nationally on the Public Television Network, providing Miami with positive national.exposure. The DDA, the Parks Department, and many private citizens have worked for the last two years with Mr. Noguchi and Mr. Sadao to bring about the revitalization of Bayfront park. It will be, when implemented, a world -class park for the Greater Miami community; as well as a highly -utilized and aesthetically pleasing open space for downtown property owners, employees, tourists -and convention - goers. Box 330708 Miami, Florida 33133 Dear Maurice, I have been instructed by the members of the Cultural Executives Council to submit a letter in support of the proposed Noguchi plan for the new Bayfront Park. At our last meeting of the membership of CEC on July 8, 1980, a presentation was made by Kitty Roedel of the Downtown Development Authority. Ms. Roedel's presentation, which included both a verbal and visual portrayal of the pro- posed Noguchi plan was expertly delivered and was followed with a lively dis- cussion by CEC's members. Our membership voted unanimously to endorse in concept the development of the Noguchi designed park. As you know, we were pursuing funding for the various stages of the Park's development through the Corps of Engineers and the State of Florida Land and Water Conservation Fund. I am pleased to inform you that through my efforts there are funds appropriated to the Corps of Engineers for both FY 1981 ($200,000.00) and FY 1982 ($500,000.00) for the baywalk portion of the project. These funds are to be matched by the local government. The Downtown Development Authority has been instrumental with the Corps in obtaining an agreement whereby existing funds will be used for the ".rip -rap" work that is necessary at the bay's edge. I have contacted the Corps and offered my support for the Authority's request. With respect to the master plan by Isamu Naguchi for the design development phase of the park, I have been able to obtain an oral commitment from Mr. Ney Landrum, director of the State of Florida Land and Water Conservation Fund, to give this project favorable consideration once a formal application for funding is made. Maurice, you know I am glad to be able to respect the above information. The Naguchi design for the Park is indeed in the public interest and I look forward to continuing my support. Odio Assistant City Manager Pursuant to your request, enclosed is a revised copy of the Waterfront Board's proposed PURPOSES and RECOMMENDATIONS. The essential changes from the original draft relate to the inclusion of the City Admini- stration and the City Manager in the Board's operating procedures. 10 CITY OF MIAMI WATERFRONT BOARD Suggested Purposes, Meeting Recommendations, Board Membership and Attendance I. Suggested Purposes 1) To follow the recommendations as oiitl.i.ned in City of. Miami Resolution 79-172. 2) To supply independent advice, counsel, and information on Waterfront matters to the City Commission through the City Administration. 3) To give advise on special Waterfront projects and studies as may be requested by the City Commission or Administration. 4) To review and advise on the work of Professional consultants, upon approval by the City Commission/Administration on matters pertaining to the Board or its purposes. 5) The Chairman with the consent of a majority of the Board shall appoint on a non -pay basis Advisors to the Waterfront Board. G) The Board shall recommend action and follow up on programs, projects, and presentations to ensure their successful completion. II. Meeting Recommendations 1) The Miami Waterfront Board shall meet twice each month with the exception of one meeting in August. 2) Emergency meetings may be called at the request of the Mayor, the City Commission, the City Manager, or the Chairman as needed. Meetings are generally held in the COW Room, City Hall. Meetings begin at 4:00 p.m. and are over at 7:00 p.m. unless additional time is required. 3) Persons, organizations, corporations, etc. who desire appearances before the Waterfront Board shall contact the Chairman or the Board's Secretary. 4) Public hearings may be called on issues as the Board deems necessary. 5) Monthly sessions shall be mini -hearings and the public at large shall have the right to address the Waterfront Board. 6) Quarterly meetings may be held at other City of Miami locations for the convenience of the general public and the Board members. ,71�yi t ,art � f+�'.}Oii�ii�i��e�r'L&US"id�s#''t'Sd°tGlQFi1 III. Board Membership and Attendance For the Board to function effectively, Waterfront Board members should: 1) Be residents of the City of Miami 2) Be a regular participant in boating, waterfront activities, the marine industry or marine environment. 3) Have an underlying responsibility for the preservation of the City of Miami's waterfront assets, bay bottoms, rivers, tributaries, and so forth. 4) Have employment compatible with the meeting times and dates. 5) Be available to participate in committee activities, out-of-town projects and other required undertakings. 6) Make the necessary suggested preparations, preliminary to meeting discussions,which are critical to decisions made by Waterfront Board members. 7) Be appointed in accordance with procedure established by Resolution 79-172. Appointment of replacements for vacant positions with unexpired term of office shall be made after nomination by the City Commissioners and upon a majority vote of the City Commission. 8) Not have a personal conflict of interest. 9) Disqualify him/herself from all discussions on issues in which he/she has a personal (past, present, or future) interest in any discussion item before the Board. 10) Be subject to Florida sunshine Law. 09N September 23, 1980 Ms. Angela Bellamy Assistant to the City Manager City Manager's Office City of Miami P.O.
