AN ORDINANCE AMENDING ORDINANCE NO. 6871, THE
COMPREHENSIVE ZONING ORDINANCE FOR THE CITY
OF MIAMI, BY CHANGING THE ZONING CLASSIFICATION
OF LOTS 1 AND 2, A PORTION OF LOTS 3, 4, 5, 6
15, 16, 17, 18, 19 AND ALL OF LOT 20, BLOCK
113N; MIAMI (B-41), BEING APPROXIMATELY 2-98
NORTHWEST SECOND AVENUE, FROM R-4 (MEDIUM
DENSITY MULTIPLE) AND C-4 (GENERAL COMMERCIAL)
TO GU (GOVERNMENTAL USE), AND BY MAKING ALL
THE NECESSARY CHANGES IN THE ZONING DISTRICT
MAP MADE A PART OF SAID ORDINANCE NO. 6871,
BY REFERENCE AND DESCRIPTION IN ARTICLE III,
SECTION 2, THEREOF; BY REPEALING ALL ORDINANCES,
CODE SECTIONS, OR PARTS THEREOF IN CONFLICT
AND CONTAINING A SEVERABILITY CLAUSE.
WHEREAS, the Miami Planning Advisory Board at its
meeting of July 16, 1980, Item No 2(a), following an advertised
hearing, adopted Resolution No. PAB 22-80 by a 7 to 0 vote
recommending a change of zoning classification as hereinafter set
forth; and
WHEREAS, the City Commission after careful consideration
of this matter, deems it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to grant
this change of zoning classification as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive
Zoning Ordinance for the City of Miami, be and the same is hereby
amended by changing the zoning classification of Lots 1 and 2, a
portion of Lots 3, 4, 5, 6, 15, 16, 17, 18, 19 and all of Lot 20;
Block 11314; MIAMI (B-41), being approximately 2-98 Northwest Second
Avenue, from R-4 (Medium Density Multiple) and C-4 (General Commercial)
to GU (Governmental Use) district and by making the necessary
changes in the zoning district map made a part of said Ordinance
No. 6871, by reference and description in Article III, Section 2,
thereof.
Section 2. All ordinances, code sections, or parts
thereof in conflict herewith, insofar as they are in conflict,
are herewith repealed.
Section 3. Should any part or provision of this Ordinance
be declared by a Court of competent jurisdicition to be invalid,
the same shall not affect the validity of the Ordinance as a whole.

REQUEST To allow for the development of the new Dade
County Central Support Facility in the Government
Center.
BACKGROUND This site was originally designated as the location
for a parking garage in the Government Center
Master Plan, prepared by Connell, Metcalf and
Eddy for Metropolitan Dade County in 1976. Sub-
sequently, Mr. Robert Geddes of the firm of
Geddes, Breeher, Qualls and Cunningham was
engaged by Dade County as the architectural
coordinator for Government Center and presented
a revised plan to the Board of County Commissioner:
on October 17, 1978. The Geddes' plan designated
the site for., a Central Support Facility in addi-
tion to the parking garage. (See plan attached)
ANALYSIS The site of approximately 1.7 acres occupies the
southwestern corner of Government Center, between
the Cultural Center to the east and I-95 to the
west, fronting on West.Flagler Street. The
Central Support Facility will contain the follow-
ing elements:

Parking 620
Funding is from the State -guaranteed entitlement'
Nevenue bonds.

Traffic circulation has been improved by
a new right-of-way to the west of the
facility. NW 2nd Avenue will ultimately
be closed north of MV 1st Street, according
to the Government Center ~taster Plan; the
65' zoned street width has been preserved
between the Central Support Facility and
the Cultural Center. This segment of NW
2nd Avenue will be emphasized for pedestrian
use. Provision is also made for future sec-
ond -level pedestrian bridges.
Rezoning to Government Use is consistent
with a policy of rezoning all of Government
Center to this use.
RECOMiMENDATION a) Approval of the zoning change is
PLANNING recommended.
DEPARTMENT
b) Approval is recommended of the
construction and operation of the
Central Utility Plant and Parking
Garage, based on the following factors;
1. The Central Support Facility is
compatible with the Government
Center Master Plan and the Miami
Comprehensive Neighborhood Plan.
2. The site is readily accessible from
West Flagler Street and from NW 3rd
Avenue, which provides access to I-95.
3. The Central Support Facility, in con-
cert with the overall development of
Government Center, will have a bene-
ficial effect and enhance property
values of the adjacent area.
4. The scale of the Central Support Facility
will be in keeping with the future de-
velopment of Government Center.
5. The Central Support Facility is illus-
trative of superior urban design con-
sistent with an urban setting.
