Be it resolved by the Commission of the City of Miami, Florida: Section 1. 550,000 of sixth year Community Development Block Grant funds are hereby allocated to the 62nd Street Community Development Corporation for the purpose of assisting the organization in preparing the Shell City site for temporary use as a flea market. Section 2. The City Manager is hereby authorized to enter into an agreement with said community -based organization, subject to city commission approval. PASSED AND ADOPTED THIS 601 ATTEST: RALG. Shell City Flea Market REFERENCES City Coim. i ssi on November 6, 1980 ENCLOSURES PILE! Recently the City Commission approved the purchase of a building on N.W. 62nd Street owned by the 62nd Street Development Corporation, headed by Mrs. M. Athalie Range. As part of this acquisition, Mrs. Range requested additional funds so that the organization could open a flea warket on the Shell City site in Model Cities. 1hp Commission, at that time, informed Mrs. Range that they would pay fair market %,clue for the building, but. would be amehable to assisting the organization with the flea market ,,roject in any other way possible. At that tittle, Mrs. Range decl i ned a:,- ; stagy --e. I have been working with Mrs. Range and Bernie Dyer who are both working on this project, and they have asked that the City provide assistance to them in preparing the site for the flea market and for fencing the site. Community Development funds are available for this purpose. Ile have received an estimate on this job from the Parks Department and have been informed that the fencing is estimated to cost $18,300, and surface preparation of the site will cost approxir,,ately $30,000. Timing on this matter is critical as it is anticipated that the flea market will open on Decer.i)er i. In order to assist the 62nd Street Development Corporation, it is recanmended that a grant of 550,000 be awarded to them for the above items. An agreement t;i11 be executed vith the organization specifying: (1) what the funds can be used fo). 12) that any unused funds Lie returned to the City, and (3) that all salvageaL,, material be returned to the City when the flea market closes. Dade County has negotiated a month -to -month lease with the corporation for the site, which will allc,r the proposed hospital and housing development to begin on schedule. /rjf cc: Frank Castaneda Jeff Hepburn 80-8:32
