COMM ISSION1 AT THE EARLIEST SCHEDULED MEETING OF THE
COMMISSION AFTER NEGOTIATION OF SAID CONTRACT; FOR
APPROVAL OF THE COMMISSION PRIOR TO EXECUTION
THEREOF.
WHEREAS,the Commission of the City of Miami, by
Resolution No. 30-49 dated January 24, 1930, temporarily
designated 1�arkir,o structure projects as Category B projects
with respect to the Plartninq and de ign thereof, in accordance
with Ordinance No. ;')965, dated Ilav 22. 1979, of the City Code,
which sec tion establ i shed procedures i it cor,tracti na for sa id
professional services and also estatrlished competitive negotiation
requirements with regard to the furn ishina of such services; and
WHEREAS, in the implementation of the said construction
program, the City Manager solicited expressions of interest
from qualified consul tarts and eVal Uated the qualifications of
those firms which responded to his inquiry, then selected the
most qualified firms for pro vidinq professional architectural/
e►agineerinq services for the design and construction of parking
projects, all in accordance with the State of Florida Consultants'
Competitive Negotiations Act, enacted by the Florida Legislature,
1 July 1973; and
'-M EREAS, the City Commission by Resolution No. 80-303,
dated April 24, 19,j0, a{,proved the selection by the City Manager
of the most qualified firms to provide professional architectural/
engineering services for the Downtown Government Center ar,d also
authorized the City Manager to negutiate an Agreen,tnt for said
services; and

WHEREAS, a number of factors have indicated the possible
need for the construction of a multi -level, public parking
structure in areas adjacent to the I-95 on - ramp from Miami
Avenue and S.E. 2 Street, including heavy redevelopment underway
or planned, the advent of mass transit, including a Downtown
People Mover Station, and congested traffic conditions on this
portion of the Central Business District; and
WHEREAS, it is in the best interest of the City of Miami
to begin the developr,lent of such project as soon as possible to
reduce costs; and
WHLREAS, funding for the cost of contracting for
- professional architectural/engineerinq services to begin the
development of parkinq projects is available in the Parking
Capital Projects Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIA'•1I, FLORIDA:
Section 1. The City Comn+ission hereby approves the
selection by the City P,lanaeer of Simpson & Curtin to provide
professional architectural/engineering services in *he sp(,cialized
field of feasibility studies required in the development process
for the design and construction of proposed parking project.
Section 2. The City Manager is directed to present to
the City Commission the negotiated contract at the earliest
scheduled meeting of the City Commission immediately following
the negotiation of the said contract, for approval by the
City Commission prior to execution.
Section 3. The amount of $30,000 is hereby allocated
from the account entitled, "Parking Capital Projects Fund,"
to cover the cost of said contract and any necessary ancillary
service contracts for the areas adjacent to the I-95 on ramp from
Miami Avenue and S.E. 2 Street.
