AN EMERGENCY ORDINANCE ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "MIAMI CONFERENCE ON THE CARIBBEAN 1980", PROVID- ING FOR REVENUES THEREIN FROM PARTICIPANT FEES IN THE AMOUNT OF $52,500, FROM METROPOLi- TAN DADE COUNTY IN THE AMOUNT OF $15,000, FROM THE STATE OF FLORIDA IN THE AMOUNT OF $15,000, AND FROM THE CITY OF MIAMI IN THE AMOUNT OF $15,000, FOR A TOTAL OF $97,500, AND MAKING APPROPRIATIONS THEREFROM IN THE SAME AMOUNT FOR THE PURPOSE OF HOSTING THE MIAMI CONFERENCE ON THE CARIBBEAN 1980,TO BE HELD NOVEMBER 23 - 259 1980: SUBJEeT TO CERTAIN CONDITIONS; CONTAINING A REPEALER -_ PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the sponsor of the Conference on the Caribbean 1980, the Caribbean/Central American Action, is a newly formed private nonprofit organization by which the Council of the Americas and the American Enterprise Institute have combined to achieve a common goal; and WHEREAS, this sponsor has approached Miami as the site for the next Conference and has sought the assistance of the City, County, and State in hosting this Conference; and WHEREAS, Metropolitan Dade County will extend $15,000 to the City to help defray the Conference costs; and WHEREAS, the State of Florida, Department of Commerce, Division of Economic Development, will also extend $15,000 to the City to help defray the Conference costs; and WHEREAS, the City will extend $15,000 from Trade Fair of the Americas Trust and Agency Fund to help defray the Conference costs; and WHEREAS, it is anticipated that through registration fees and other revenues the Conference will realize addi- tional operating funds estimated at $52,500; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1.(a)The following Trust and Agency Fund is hereby established and resources are hereby appropriated _ 1 / as described herein: ------------------------------------------------------------ l/ Figures are rounded to the next dollar. rp , r) FUND TITLE: Miami Conference on the Caribbean 1980 (November 23-25, 1980) RESOURCES: City of Miami, Trade Fair of the Americas Trust and Agency Fund Metropolitan Dade County State of Florida, Department of Commerce, Division of Economic Development Participant Fees $ 15,000 $ 15,000 $ 15,000 $ 52,500 APPROPRIATION: Miami Conference on the Caribbean 1980 $ 97,500 (b) The herein appropriation of the City of Miami is conditioned upon there being no official invitee of any Marxist or communist government to the said Conference, including but not limited to Bernard Coard, Deputy Prime Minister, Grenada, and Alfredo Cesar, Executive Director, Banking Council, Nicaragua. Section 2. All ordinances or parts of ordinances in conflict herewith, insofar as they are in conflict, are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for preservation of peace, health, safety, and property of the City of Miami and upon the further ground of the necessity to make the required and neces- sary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 5. The requirement of reading this ordinance on two separate days is ►hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
