Subject Legislation
to
It is recommended that the City Commission adopt an ordi-
nance appropriating $65,000 for a cultural p g program based
on Afro-American heritage entitled Kwanza Festival (4th
year), with funds to be received from Metropolitan Dade
"r

$25,000, and anticipated contributions and gate receipts
in the amount of $15,000.
c:
'
enclosed proposed ordinance will appropriate funds committed and
anticipated
for the 1980 Kwanza Festival by Metro Dade County and the
City
of Miami: Additional funds are expected from the National
Endowment for the Arts; however, confirmation will not be forthcoming
until
at least December, when the appropriate legislation will -be prepared
upon
that contingency.
The Metro Dade County Grant Agreement was confirmed recently by your
action, pursuant to Resolution 80-690. Fifteen thousand ($15;000) of
the $25,000 grant has already been received by the Cultural Division
of this Department.
MIN The City's commitment to fund this year's Kwanza Festival is reflected
by a reserve of $25,000 in the FY 1980-81 Special Programs and Accounts -
Matching Funds for Grants, which has been earmarked specifically for this
purpose.
Significant additional revenues in the form of gate receipts are expected
from Kwanza programs featuring jazz artist Dizzy Gillespie and gospel
artists , the Hawkins Singers.
The City Commission has acted favorably on request for the Kwanza Festival
the last three years. This year's activities will continue to provide
important cultural and educational events to the citizens of the City of
Miami and Dade County.
