HomeMy WebLinkAboutO-09198AMENDMENT NO. 70 TO ORDINANCE NO. 8719 ORDINANCE N6._ ) I (,) .I AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE 8719, ADOPTED OCTOBER 26,1977 THE SUMMARY GRANT APPRO- PRIATIONS ORDINANCE, AS AMENDED, BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "KWANZA FESTIVAL (4th YEAR)"; AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $65,000 TO BE RECEIVED FROM METROPOLITAN DADE COUNTY IN THE AMOUNT OF $25,000, SPECIAL PROGRAMS AND ACCOUNTS -MATCHING FUNDS FOR GRANTS IN THE AMOUNT OF $25,000, AND AN AMOUNT OF $15,000 IN CONTRIBUTIONS AND GATE RECEIPTS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grants funds an- ticipated by the City of Miami, Florida and for corresponding City cash match requirements' and WHEREAS, the Leisure Services Department, Cultural Division, in con- junction with the Kwanza Festival Committee of South Florida, has planned a county -wide Kwanza Festival (hereinafter referred to as "Kwanza Festival (4th year)", to be conducted primarily December 26, 1980 through January 1 1981, relating to Afro-American heritage; and WHEREAS, Metropolitan Dade County has awarded $25,000. from Tourist Bed Tax monies to the City in support of Kwanza Festival (4th year); and WHEREAS, funds have been provided for in the Fiscal Year 1980-81 Budget, Special Programs and Account -Matching Funds for Grants in the amount of $25,000 to support Kwanza Festival (4th year); and WHEREAS, it is anticipated that community support will be in the form of in -kind contributions and endorsements from the Urban League of Greater Miami, Dade County Community Relations Board, United Negro College Funds (Area Office), Pepsi Cola Bottling Company of Miami, Black Cultural Arts Alliance (representing over 30 Afro-American arts organizations throughout Southeastern United States), Cultural Advisory Council of Overtown, Miami Black Archives, History & Research Center, Inc., Progressive Firefighters -of Dade County, Performing Arts for Community and Education, Inc. (P.A.C.E.), Olatunji Center for African Studies (NY), James E. Scott Community Association, Miami Times Newspaper, Miami Courier Newspaper, Theatre of Afro -Arts, "M" Ensemble, L'Antoinette Caribbean American Dance Co.. Greater Miami Mass Choir, Florida State Representative Carrie Meek, Dade County Council of Arts & Sciences, Dade County Tourist Development Council, and various fraternities and sororities; and WHEREAS, it is anticipated that gate revenues and other public and private contributions will equal or exceed $15,000; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIIAMI, FLO RI DA : Section 1. Section 1 of Ordinance No. 8719, adopted October 26,1977, as 1/ amended, is hereby further amended as follows: "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: * * * * * * * * * * * * * * * * * * * * FUND TITLE: Kwanza Festival (4th Year) RESOURCES: Metropolitan Dade County $25,000: Tourist Bed Tax City Cash -Match $25,000: Special Programs and Accounts Matching Funds for Grants Other Public and Private $15,000: Contributions, Gate Receipts APPROPRIATION: $65,000: Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, phrase, paragraph, clause or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of. the Commission. l/ Words and/or figures stricken through shall be deleted. The Metro Dade County Grant Agreement was confirmed recently by your action, pursuant to Resolution 80-690. Fifteen thousand ($15;000) of the $25,000 grant has already been received by the Cultural Division of this Department. MIN The City's commitment to fund this year's Kwanza Festival is reflected by a reserve of $25,000 in the FY 1980-81 Special Programs and Accounts - Matching Funds for Grants, which has been earmarked specifically for this purpose. Significant additional revenues in the form of gate receipts are expected from Kwanza programs featuring jazz artist Dizzy Gillespie and gospel artists , the Hawkins Singers. The City Commission has acted favorably on request for the Kwanza Festival the last three years. This year's activities will continue to provide important cultural and educational events to the citizens of the City of Miami and Dade County. cc: George F.
