HomeMy WebLinkAboutO-09197II LCD/rr 10/21/80 TA02/81 N ?A ORDINANCE NO. 2 -! !y T 1 AN ORDINANCE ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "CONSORTIUM LIAISON 1980-81"; PROVIDING FOR REVENUES THEREIN TO BE RECEIVED FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM TO PROVIDE FOR THE COSTS PERTAINING TO A LIAISON OFFICER TO THE CONSORTIUM APPOINTED BY THE CITY MANAGER; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, Resolution No. 79-264, adopted April 19, 1979, authorized the City Manager to negotiate and execute an agreement establishing an Office of Intergovernmental Coordina- tion and Liaison to be funded entirely by the South Florida Employment and Training Consortium; and WHEREAS, a Professional Services Agreement has been pro- posed for fiscal year 1980-81 between the South Florida Employ- ment and Training Consortium and the City of Miami for liaison services; and WHEREAS, said Agreement provides that the South Florida Employment and Training Consortium will make adequate office space available for use by a City of Miami Liaison Officer; and WHEREAS, under the terms of the aforementioned Agreement said Liaison Officer is to be selected and appointed by the City Manager and paid according to the City of Miami's applicable merit system and pay plan; and WHEREAS, said Agreement includes a Work Plan which stipu- lates the services to be provided by the designated Liaison Officer; and WHEREAS, Ordinance No. 9021, adopted November 26, 1979, appropriated the amount of $57,000 for the aforementioned Liaison Services for the period of October 1, 1979 through September 30, 1980; and WHEREAS, the amount of $57,000 from the South Florida Employment and Training Consortium for continuation of the aforementioned Liaison Services can be appropriated into a new Trust and Agency fund entitled: "Consortium Liaison 1980-81"; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Trust and Agency Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: RESOURCES: APPROPRIATION: Consortium Liaison 1980-81 South Florida Employment and Training Consortium $57,000 Consortium Liaison 1980-81 $57,000 Section 2. The herein fund covers the cost of providing for a Consortium Liaison Officer appointed by the City Manager for the fiscal year 1980-81. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. S , Acting Director -_ Department o gement and Budget o Cn It is recommended that $57,000 be appropriated into a new Trust and Agency Fund entitled: "Consortium Liaison 1980-81" from the South - Florida Employment and Training Consortium to provide for the cost of maintaining an Office of — Intergovernmental Coordination and a Liaison Officer appointed by the City Manager. On April 19, 1979, the City Commission adopted Resolution No. 79-264 authorizing the City Manager to execute an agreement establishing an Office of Intergovernmental Coordination and Liaison to be funded entirely by the South Florida Employment and Training Consortium (S.F.E.T.C.). The Work Plan for this agreement provides for liaison services, as follows: 1. A representative of the City of Miami at S. F. E. T. C. meetings; 2. An officer who may sit in the representative's stead at meetings; 3. Summary reports on Consortium actions; 4. Summary reports on Department of Labor rules and regulations; 5. Assistance in development of a Consortium Policy Manual; and 6.. Other services as the City Manager may direct. Ordinance No. 9021, adopted November 26, 1979, appropriated 357,000 for costs associated with the aforementioned services for the period of October 1, 1979 to September 30; 1980. The attached proposed ordinance establishes a new Trust and Agency Fund entitled: "Consortium Liaison 1980-81" and appropriates thereto an amount of $57,000 to provide for the continuation of the aforementioned liaison services for the period of October 1, 1980 through September 30, 1981. This ordinance has been prepared for the November 6, 1980 City Commission meeting. pvg/H ' 9197 P WORM, PLAT: CITY OF MIX -,I LIAISO'' SERVICE The City of Miami, in accord with the Professional Services Agreement for which this Work Plan is made a part, shall provide the following Liaison Services: 1) Represent the City of Miami and its interests in S.F.E.T.C. meetings related to: - Meetings convened by the Executive Director - Operations meetings, when requested - Liaison meetings and other appropriate SFETC meetings 2) At the request of the City of Miami's Consortium Representative, sit in said representatives stead, when appropriate, at Consortium meetings. Since the Consortium Representative, authorized and appointed by the City of Miami Commission, is the City Manager of. Miami, it is understood that the City Manager shall generally attend and represent the City of Miami at meetings of the South Florida Employment and Training Consortium. 3) Provide summary reports, monthly - or as requested - of Consortium actions for the City of Miami's Administration and Elected Officials. 4) Provide summary reports of Department of Labor Instructions, Rules and Regulations, and such other inforniation as may be appropriate. 5) Represent the City of Miami in the developtrent of a Consortium Policy Manual. 6) Provide such other services at the direction of the City Manager of the City of Miami.
