This updates our Continuing efforts on Police recruiting.
TESTING
We have scheduled a continuous testing program for both the position of
Police Officer and Public Service Aide. Three test dates have been
scheduled during the current week,November 18-20. 71 candidates are
scheduled for the Police Officer test and 22 for Public Service Aide.
9ACKGROUND INVESTIGATIONS
The Police Department is currently conducting background investigations
for applicants who took the test on October 1. After the test papers
were scored and returned by the University of Chicago, 81 applicants
were included on a Civil Service register for Police Officer.
CONSENT DECREE AMENTMENT
In order to permit recruitment of candidates who live outside the City
of Miami, it will be necessary to obtain an amendment to the Consent De-
cree. Previous reports have indicated the problems of amending the Decree.
The Law Department is still awaiting action by the Fifth Circuit Court
of Appeals to remand the Consent Decree to the Federal District of Miami
for purposes of initiating the amendment.
POLICE OFFICER ADVERTISING
We have been meeting with advertising firms that have expressed an interest
in conducting an advertising campaign for Police recruits. A separate
item on the City Commission agenda for November 26 contains a Resolution
authorizing the City Manager to enter into a contract with an advertising
firm effective December 1, 1980.

Police Department has qualified 36 candidates for the
upcoming class of December
10, 1980. We anticipate to have 39 qualified and hired by.

As of this date, November 20, 1980, the Academy has terminated five Police Officer
Recruits from BLE. #47 and two Police Officer Recruits from BLE #48, which leaves in
training at the Academy a total of 60 candidates.

Application processing
The last report submitted indicated that of the 262 candidates that passed the exam,
215 showed up for processing. Since 23 August 1980, we have sent letters through the
mail advising the applicants that did not show up to contact the Background
Investigation unit. As of 20 November 1980 an additional 32 eandidates havb been in
contact with us. This brings the total to 247. l+ifteen (15) candidates have failed to
contact us.

the Police Department:
1 Officer retired
2 Officer+ dismissed
2 Officers terminated from the Academy for seademie reasons

From November 1 to November 20, 1080, a total of ten (10) Peliee Officers have left
the Police Department:
i Officer terminated from the Academy for academic reasons
4 Officers resigned from the Academy

The officers that resigned indicated that they either found other careers to pursue o'r
they went with other police departments.
As of February 1, 19800 a total of 85 sworn officers and police recruits have left the
Police Department. The majority of these officers have indicated in their exit
interview that they were disappointed with the lack of support shown by the criminal

ustice system and the community.
In an attempt to place more Police Officers on the street, the Police department has
developed a plan to civilianize positions throughout the Department. The following is
a breakdown of the positions to be eivilianized:
* 1 Account Clerk relieved one P.O. in Traffic
* 1 Chief Management Analyst will relieve one P.O. in Planning & Inspections
1 Clerk I position will relieve one P.O. in Records
1 Laborer will relieve one P.O. at the Stables
3 Property Specialist II will relieve 3 P.O. in Property
1 Property Specialist I will relieve 1 P.O. in Property
1 Publicity News riYanager will relieve a sworn supervisor in the Office of
Information Dissemination
1 Rangemaster will relieve sworn supervisor in Range
* 2 Reorganization of Directives & Correspondence relieved 2 P.O.s.
* 1 Senior Programmer relieved one P.O. in Systems Development
5 assignment of PSA's to Front Desk will relieve 5 P.O.s
* 1 City Attorney relieved 1 sworn supervisor from Legal

A total of 28 sworn positions will be replaced by non -sworn personnel.
The City residency problem needs to be resolved as soon as possible, if we are to meet
our recruitment and hiring goals. As it can be seen*as of November 20, 1980 of the
total of 691 applicants, only 274 are City residents.
As of November 20,.1980 the processing has been going smoothly and outside of the
possible problem areas stated in the previous report, we do not anticipate any
obstacles to prevent the Department from meeting our hiring goals.
