IARY GF.ANTS APPROPRIATION ORDINANCE, AS ANTNDED, BY AI` ENDINC= THE TRUST AND AGENCY FUND ENTITLED: "302 -II)A PLANNING GRANT" AND ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED:"URBAN STRATEGIES PROGRAM" APPROPRIATING FUTIDS FOR THE OPFRATIOPI OF SAID TRUST AND AGENCY FUNDS IM THE: AMOUNTS OF $94, 280 AND $3 , 000, RESPECTIVELY; COPITAINING A REPEALER PROVISIO11 AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and lalEPEAS, the City Commission adopted Ordinance Mo. 8910 on March 8, 1979, which amended Ordinance No. 8719 by establishing a 302-EDA Planning Grant Trust and Agency Fund and appropriating resources thereto; and WHEREAS, the City Commission adopted Resolution No. 79-880 on December 27, 1979, authorizing the City Manager to execute an agreement between Metropolitan Dade County and the Cite of Miami for economic development planning activities to be rendered by the Departmentsof Planning and Trade and Commerce Development for Fiscal Year 1979-80 in the amount of $75,026 plus a 25% local match, to be funded from an Economic Development Administration 302 Planning; Orant to Metropolitan Dade County; and WHEREAS, the City Commission adopted Resolution 80-802 on November 6, 1980, authorizing the City Manager to execute an agreement, amending the existing* agreement between Yetronolitan Dade County and the City of 14iami for economic planning activities to be rendered by the Departmentsof Planning and Trade and Commerce Development for Fiscal Year 1979-80; by amending the personnel table, by extending the time of performance to December 31, 1980, by increas- ing the Agreement amount by $19,254 to $94,280 nlus a 250 local match, to be funded from an Economic Development Administration 302 Planning Grant to Metropolitan Dade County for the purpose of completing the City's Comprehensive Economic Development Strategy; and WHEREAS, the City Commission adopted Resolution No. 80-589 on July 24, 1980, authorizing the City Manager to execute an agree- ment between Metropolitan Dade County and the City of Miami in an amount not to exceed $12,000 for the purpose of providing Planning Department services to develop strategies and programs to increase minority employment in the Civic Center/Government Center Area, with one-third of the contract amount to be represented by in -kind Planning Department services and the remainder to be funded through a U.S. Department of Housing and Urban Development grant to Metro- politan Dade County for an Urban Strategies Program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted Octo- ber 26, 1977, as amended, is hereby further amended in the following 1/ particulars: . "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appro- priated and described herein: FUND TITLE: 302-EDA Planning Grant RESOURCES: U. S. Fosmoe�CT City Manager Jim Reid, Director Planning Department 16 Pal 2: 59 r- October 15, 1980 ALE Amendment to Summary Grants Ordinance 8719: EDA 302 Planning Grant and Urban �, _ 1if✓ .1a Strategies Program Trust and Agency Fund It 3.s recommended that the Commission establish resources and appropriate grant funds for two new Trust and Agency funds, an EDA 302 Planning Grant and Urban Strategies Program, by amending the Summary Grants Ordinance attached. - By Ordinance 8910 dated March 8,1979, a Trust and Agency fund was established and appropriations made for an EDA 302 Planning Grant which terminated September 30, 1979. Sub- sequently, by Resolution 79-880 dated December 27, 1979 the Manager was authorized to execute a City/County Agreement for economic development planning services to be rendered by the Departments of Planning and Trade and Commerce Develop- ment in the amount of $75,000 plus local in -kind match for FY '79-'80. By separate request, the Commission is being asked to authorize execution of an amendment to the existing City/ County agreement which extends the time of performance to December 31, 1980 and increases the contract amount by $19,280 to $94,280 plus local in -kind match. Both the agreement and amendment are funded through an Economic Development Administra- tion 302 Planning Grant to Metropolitan Dade County. By Resolution 80-589 dated July 24, 1980 the Manager was author- ized to execute a City/County agreement in the amount of $8,000 plus $4,000 local in -kind match for the purpose of providing _ Planning Department services in conjunction with a U.S. Depart- ment of Housing and Urban Development Grant to Metropolitan Dade.County for an Urban Strategies Program. It is now in order and recommended that the Commission enact an amendment to the Summary Grants Ordinance to establish these two Trust and Agency Funds. It is requested that this item be placed on the City Commission Agenda of October 30, 1980. Please note that there is a com- panion resolution requesting authorization to execute an amend- ment to the EDA 302 Agreement, which should precede this item on the agenda.
