AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED, BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED:"STRESS CONTROL TRAINING COURSES FOR POLICE OFFICERS IN REGION 14: 1980 - 1981", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $25,000; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the State of Florida has offered to the City of Miami the sum of $25,000 from the State of Florida Law Enforce- ment Training Trust Fund, for the purpose of providing street police officers, supervisors and command officers with practi- cal skills in recognizing and effectively reducing job stress by conducting Stress Control Training courses during 1980 - 1981 for police officers in Region 14, which is made up of all State law enforcement agencies and certified training centers in Dade and Monroe Counties; and WHEREAS, the herein award, and the awards for the 1978 - 1979 and the 1979 - 1980 training courses, was based on a proposal sub- mitted by the Miami Police Department to the Police Standards and Training Commission, Division of Standards and Training, via the Region 14 Training Council; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted Octo- ber 26, 1977, as amended, is hereby further amended in the follow- ing particulars: "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: ------------------------------------------------------------------- 1/ Underscored words and/or figures constitute the amendment proposed. FUND TITLE: RESOURCES: APPROPRIATION: Stress Control Training Courses For Police Officers in Region 14: 1980 -1981 State of Florida Law Enforcement Train- ing Trust Fund Stress Control Training Courses for Police Officers in Region 14: 1980-81 $25,000 $250000 Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emer- gency measure on the grounds of urgent public need for the preser- vation of peace, health, safety, and property of the City of Miami, and upon the further grounds of necessity to make the required and necessary payments to its employees and officers, payment of its contracts, necessary and required purchase of goods, supplies, and services, and to generally carry on the functions and duties of municipal affairs. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
