WHEREAS, there is an existing contract between the City of
Miami and Ferendino, Grafton, Spillis, Candela, Architects,
Engineers, Planners, dated ,tune 19, 1979 for architectural ser-
vices for the City of Miami/University of Miami James L. Knight
International. Center; and
WHEREAS, said agreement in Section V provides for additional
work authorized by the City for professional and technical ser-
vices reimbursed on the basis of a multiple of direct technical
salarV expe115e; all
WHEREAS, it was necessary for the City to make changes in
the work to provide for State of Florida, Department of Transporta-
tion and for University of Miami requirements and to provide for a
future V.I.P. area and for signs, graphics and miscellaneous future
changes to interface with the Hotel and University spaces;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

existing contract for professional services with the firm of
Ferendino, Grafton, Spillis, Candela, Architects, Jngineers,
Planners, for the Planning and Design of Interior Architectural
Spaces at the City of Miami, university of 'Miami James L. Knight
International Center to provide for changes in the work on the
basis of a multiple of direct technical expense are hereby allo-
cated from the Construction Account established from the sale of
$60,000,000 in Convention Center and Parking Garage Revenue Bonds.

The Project Director recommends the adoption
of the attached resolution to allocate
_ additional funds not to exceed $200,000 in
the existing contract with Ferendino, Grafton,
o Spillis, Candela, Architect's, Engineers,
Planners to provide for chances in the ^7or_k
on the basis of a mul.ti.nle of direct technical
ex-ensc- funds for these services are available
in the Convention Center Construction Account.
-__The -Agreement dated June 19, 1979 between the City of Miami and Ferendino,
Grafct- n, Spillis, Candela, Architects, Engineers, Planners for the City
of r,i'ami/University of Miami James L. Knight International Center provides
under Section V for additional work authorized by the City for professional
and technical services reimbursed on the basis of two and one-half. times
(2.5! the direct technical salary expense. Since these extra services
could not be determined in advance, it is in the best interest of the City
to allocate the funds to acquire these services. Althoucih additional
services were anticipated in the existina Agreement no funds were provided
to pay for these services.
It was necessary for the Cit'21's former Project Director, James J. Connally
to direct chances in the work required by the State of Florida, Department
of Transportation to provide for future I-95 e:,:pressway ramps r.esultinci
- in the real ic:nment of S.I. 4th Street and the connector buildinc; to the
yarage and modification of the entry plaza; to direct chances in the work
required by the University of: %iiami to est:ibl.ish their unique interior
design imac;e as provided by their a(ireement with the City; to direct
changes in the work to provide for a future V.I.P. area as recommended by
the theater consultants and to be finished in the future pending available
construction funds; appro:-:irlately $120,000 in extra services were accrued
at the direction of the former project director to make these changes and
it was intended to establish a cost and to seek Commission approval at a
later date after the sale of the Convention Center bond. In addition he
directed extra services for interior design work which will be credited
to the lump sum fee for interior design services.

In order to provide for signs, graphics, and miscellaneous future changes
to interface with the hotel and University and to complete the project,
the architects have submitted a proposal for extra services on a basis of
multiple of direct technical expense not to exceed $80,000 which is
enclosed. Between the Architect's basic fee in the Agreement and the
Interior Design Services and extra services in this resolution, there
should be no need for additional services unless the City requests major
changes in the project.
Funds for these services are available from the construction account
established from the proceeds of the sale of $60,000,000 in Convention
Center and Parking Garage Revenue Bonds, $2,000,000 is provided in the
budget for the City's furniture, fixtures and equipment, and $1,150,000
is provided in the construction contract for additional work.

RE: Graphic Design for the City of Miami/University
of Miami, James L. Knight International Center.
Dear Mr. Poms,
We are pleased to submit this amendment to our pro-
posal of October 20, 1980. The Interior Designer
would provide Graphic Design Services as outlined
herein.
SCOPE OF WORK
The Scope of Work for graphic design shall include the
areas defined in section 1.0 Interior Design: Scope
of Work, James L.Knight International Center.
We do not include the parking facility signage,
University of Miami spaces or Hotel spaces. We
do not include the major exterior building identi-
fication or interior buildinc signage such as room
name, room number signs and regulatory/code required
signage.
We shall provide the following:
'Secondary exterior information signage
'Interior information signage
'Interior directional signage
'Interior maps and directories
'Graphic posters and advertising kiosks
'A manual of graphic design criteria for retail
space signage
'A written signage guideline for University of
Miami spaces and Hyatt spaces
'Consultation regarding size, location and
placement of interior computerized advertising
signage, but not specifications.

SCOPE OF SERVICES
Phase I - Schematic Design
1. Consult with management, architects and operational
personnel to establish criteria.
2. Analyze graphic systems, materials and format to determine
which solution is most appropriate to the criteria.
3. Prepare an estimated cost for review.
4. Prepare a formal presentation indicating location and types
of graphic signage including concepts to meet variable
requirements.
Phase II - Design Development
I. Upon approval of the Schematic Phase by the client's author-
ized representative, the complete graphics concept will be
developed.
2. Finalize the design format of the various types of signage.
3. Prepare a presentation indicating the final design solutions,
including drawings, samples of selected material and any mock
up materials that might be required.
4. Prepare a preliminary cost estimate based upon design solutions.
S. The client shall submit a list of copy for all signs.
Phase III - ;aorkina Drawinas and Specifications
1. Upon approval of the Design Devcl.opment Phase by the client's
authorized representative, the final detailed documentation will
be prepared. Changes to the approved design development documents
become an additional service.
2. Advise Architecture of any structural or electrical conditions
requiring modification.
3. Working drawings, details, specifications, installation drawings
and bidding docwnents will be prepared.
4. These documents will be reviewed with the client's authorized
representative prior to bidding. ..v

Phase IV - Bidding
1. Provide a bidder's list for competitive bidding to the
City of Miami.
2. Assist the City in evaluating the bids and answering
questions pertaining to the contract documents.
Phase V - Fabrication and Installation
1. Review and approve all shop drawings and samples.
2. Site observation of the final placement of all items,
and review for damage, quality, assembly and function.
Estimated Cost
Our fee for Graphic Design Services will be 2.50 times direct
personnel expense, not to exceed $80,000.00. The fee will be
billed on monthly cumulative percentages, not to exceed the
following:
Phase I - Schematic Design - 25%
Phase II - Design Development - 35a
Phase III - Working Drawings - 25%
Phase IV & V - Bidding, Fabrication - 15%
and Installation
In addition, we will rebill you at our cost for all out-of-pocket
expenses incurred on behalf of the project. These will include
travel, lodging, reproduction, long distance telephone, tole -
copier, postage, preparation of camera ready artwork, photography,
typography, photo reproduction, special illustration, etc.
